基于教師專業(yè)標(biāo)準(zhǔn)的中小學(xué)教師資格制度研究

【摘要】:教育在當(dāng)今社會經(jīng)濟發(fā)展中的作用日益顯著,社會各界對教師的專業(yè)素養(yǎng)、能力的要求也越來越高。教師資格制度是國家選拔合格教師的基本途徑,是保證具有合格素養(yǎng)的人進(jìn)入教師行業(yè)的關(guān)鍵環(huán)節(jié),教師專業(yè)標(biāo)從各個方面明確了合格教師應(yīng)具有的素質(zhì)和能力,是教師資格制度建設(shè)的內(nèi)在支撐和基礎(chǔ)。2012年我國首個全國統(tǒng)一的中小學(xué)教師專業(yè)標(biāo)準(zhǔn)出臺,而全國中小學(xué)教師資格制度改革從2011年已在全國開始推行,如何基于教師專業(yè)標(biāo)準(zhǔn)進(jìn)行中小學(xué)教師資格制度改革和建設(shè)是教育管理領(lǐng)域亟需解決的重要問題。 本研究以教師專業(yè)標(biāo)準(zhǔn)是教師資格制度的依據(jù)和內(nèi)在要求為基準(zhǔn),結(jié)合調(diào)查來研究中小學(xué)教師資格制度的建設(shè)問題。教育部出臺的《中小學(xué)教師專業(yè)標(biāo)準(zhǔn)》包括專業(yè)理念與師德、專業(yè)知識和專業(yè)能力這三方面內(nèi)容、共包含六十多條具體要求,對教師職業(yè)道德要求和綜合業(yè)務(wù)水平提出了更高的標(biāo)準(zhǔn)。在尚未進(jìn)行全國統(tǒng)考的地區(qū)依舊存著以往的認(rèn)證標(biāo)準(zhǔn)低、考試方法內(nèi)容不科學(xué)等弊病,亟需改變。通過研究發(fā)現(xiàn),隨著國家教師資格證考試制度的逐步推行,,全國統(tǒng)考地區(qū)進(jìn)行了改革實踐,在中小學(xué)教師資格制度的認(rèn)證、考試和管理方面都有所突破,但是不同地區(qū)存在教師資格報考認(rèn)證的條件與各地實際水平不符、考試程序不科學(xué)、考試內(nèi)容不能全面和證書管理混亂與操作性不強等問題。由于中小學(xué)教師專業(yè)標(biāo)準(zhǔn)的出現(xiàn)晚于全國統(tǒng)考改革辦法的推出,加上我國各地教育水平的差異和歷史現(xiàn)實的阻礙,導(dǎo)致了我國現(xiàn)階段中小學(xué)教師資格制度在各方面存在的各種問題。 本研究借鑒國外美、日等國的成功經(jīng)驗,同時根據(jù)我國實際情況,基于中小學(xué)教師專業(yè)標(biāo)準(zhǔn)的角度,提出教師資格制度改革與建設(shè)需要從以下幾方面提出了意見措施:教師資格的認(rèn)證和考試報名條件嚴(yán)格審查、建立專業(yè)的認(rèn)證組織、實行師德一票否決制,引入心理測量進(jìn)行定量分析;在教師資格考試方面改革考試程序、豐富考試內(nèi)容來考察專業(yè)標(biāo)準(zhǔn)要求的素質(zhì),實行教師資格實習(xí)制度等;完善證書管理的操作性與靈活性,規(guī)范教師資格的向下通融測評等,為近階段中小學(xué)教師資格制度的建設(shè)提供參考。
[Abstract]:Education plays a more and more important role in the development of social economy. The teacher qualification system is the basic way for the country to select qualified teachers and the key link to ensure the qualified persons to enter the teacher profession. The teacher professional standard defines the quality and ability of qualified teachers from various aspects. It is the internal support and foundation of the construction of teacher qualification system. In 2012, the first unified national professional standard of primary and secondary school teachers was issued in China, and the reform of the national primary and secondary school teacher qualification system has been implemented in the whole country since 2011. How to reform and construct the teachers' qualification system based on teachers' professional standards is an important problem in the field of education management. This study is based on teachers' professional standard, which is the basis and inherent requirement of teacher qualification system, and studies the construction of teacher qualification system in primary and secondary schools. The "Professional Standards for Primary and Secondary School Teachers" issued by the Ministry of Education includes three aspects: professional concepts and ethics, professional knowledge and professional competence, which contain more than 60 specific requirements. A higher standard is put forward for teachers' professional ethics and comprehensive professional level. In the areas where the national examination has not been carried out, there are still shortcomings such as low certification standards and unscientific examination methods, which are in urgent need of change. Through the research, it is found that with the gradual implementation of the national teacher qualification examination system, the national uniform examination area has carried out reform practice, and has made a breakthrough in the certification, examination and management of the primary and secondary school teachers' qualification system. However, there are some problems in different regions, such as the condition of teacher qualification registration and certification does not accord with the actual level of each region, the examination procedure is not scientific, the examination content is not comprehensive, the certificate management is confused and the operation is not strong. Since the emergence of professional standards for primary and secondary school teachers is later than the introduction of the national uniform examination reform method, coupled with the differences in education levels in various parts of our country and the obstacles of historical reality, It leads to various problems existing in all aspects of teacher qualification system in primary and secondary schools in our country at the present stage. This study draws lessons from the successful experiences of foreign countries, such as the United States, Japan and other countries. At the same time, according to the actual situation of our country, based on the professional standards of primary and secondary school teachers, The paper points out that the reform and construction of teacher qualification system should be carried out from the following aspects: strict examination of qualification and examination conditions, establishment of professional certification organizations, and implementation of the one-vote veto system of teachers' ethics. Introducing psychological measurement to carry out quantitative analysis, reforming the examination procedure in the aspect of teacher qualification examination, enriching the examination content to investigate the quality required by the professional standard, carrying out the system of teacher qualification practice, perfecting the operation and flexibility of certificate management, and so on. Standardizing the downward accommodation evaluation of teachers' qualifications provides a reference for the recent construction of teacher qualification system in primary and secondary schools.
