我國中小學教師資格定期注冊制度實施現(xiàn)狀研究

【摘要】:我國2011年11月首次實行中小學教師資格定期注冊制度,使教師資格證書管理制度進入到一個新的發(fā)展時期。教師資格定期注冊制度作為我國新出臺的一項教師資格證書管理制度,不僅突破了教師資格“終身制”的束縛,而且完善了教師資格證書的其他功能,在教師資格制度改革歷程上具有里程碑意義。教師資格定期注冊制度是教師管理制度改革的必然產(chǎn)物,對提高教師質(zhì)量起到關(guān)鍵作用。論文以國內(nèi)打破教師資格“終身制”和國外教師資格更新制度的研究成果作為理論基礎(chǔ),對教師資格定期注冊制度的實施背景和實施理據(jù),進行詳細而深入的分析。此外,研究結(jié)合現(xiàn)實,從全國三批試點地區(qū)中,選取具有典型意義的浙江省、湖北省、河北省進行電話訪談。根據(jù)三省首次注冊的實施現(xiàn)狀發(fā)現(xiàn):教師資格定期注冊制度試點工作進展順利且得到絕大部分教師的理解與支持,但仍有部分問題亟待解決,否則可能會影響制度實施效果。這些問題分別是:第一,定期注冊制度實施中缺乏相應(yīng)保障;第二,定期注冊制度考核內(nèi)容不夠完善;第三,定期注冊結(jié)果缺乏可操作性;趯處熧Y格定期注冊制度的理論探究和實證研究,最終從制度有效性的視角提出了相應(yīng)的建議,以期提高教師資格定期注冊制度的實施效果。第一,認真落實教師資格制度,完善資格制度法律法規(guī),嚴格管理教師資格證書、提高證書獲取標準,保證資格證書和持證者的基本質(zhì)量,為定期注冊提供質(zhì)量基礎(chǔ);第二,充實定期注冊實施細節(jié),特別要對注冊對象范圍、注冊時間間隔、認定管理系統(tǒng)、注冊管理機構(gòu)和注冊經(jīng)費做詳細的說明,提高制度方案操作效能;第三,改進注冊內(nèi)容考核方式,師德考核要突出多元化,繼續(xù)教育考核突出實效性,要以促進教師專業(yè)發(fā)展為目的;第四,區(qū)別對待通過注冊、暫緩注冊和不予注冊,突出不同注冊結(jié)果的差別,保證制度改革效果。
[Abstract]:In November 2011, China first implemented the regular registration system of primary and secondary school teachers' qualifications, which made the management system of teachers' qualifications certificate enter a new development period. As a new management system of teacher qualification certificate, teacher qualification registration system not only breaks the shackles of teacher qualification "lifelong system", but also improves the other functions of teacher qualification certificate. It is of great significance in the reform of teacher qualification system. Teacher qualification registration system is the inevitable outcome of teacher management system reform, and plays a key role in improving the quality of teachers. Based on the domestic research results of breaking the lifelong system of teacher qualification and the renewal system of teacher qualification abroad, this paper makes a detailed and in-depth analysis of the background and motivation for the implementation of the system of regular registration of teacher qualifications. In addition, combining with reality, the paper selects Zhejiang, Hubei and Hebei province, which have typical significance, to conduct telephone interviews from three pilot areas. According to the status quo of the first registration in the three provinces, it is found that the pilot work of teacher qualification registration system is progressing smoothly and has been understood and supported by most teachers, but there are still some problems to be solved urgently, otherwise, it may affect the effect of system implementation. These problems are: first, the implementation of the periodic registration system lack of corresponding protection; second, the periodic registration system assessment content is not perfect; third, the results of periodic registration lack of operability. Based on the theoretical and empirical research on teacher qualification registration system, this paper puts forward corresponding suggestions from the perspective of system effectiveness in order to improve the implementation effect of teacher qualification periodic registration system. First, we should conscientiously implement the teacher qualification system, improve the laws and regulations governing the qualification system, strictly manage teachers' qualification certificates, improve the standards for obtaining them, ensure the basic quality of qualification certificates and holders of certificates, and provide a quality basis for regular registration. To enrich the implementation details of regular registration, in particular, the scope of registration objects, the time interval of registration, the identification management system, the registration management body and the registration funds should be explained in detail, so as to improve the operational effectiveness of the system scheme; third, To improve the examination method of registration content, teachers' moral examination should highlight diversity, continuing education assessment should be effective and aim at promoting the professional development of teachers. Fourth, through registration, suspension of registration and non-registration should be treated differently. Highlight the differences in the results of different registration to ensure the effectiveness of system reform.
