河南省中學(xué)開展“每天鍛煉一小時”長效機制的研究

【摘要】:目前,我國關(guān)注學(xué)校體育的全面開展,并使學(xué)生從體育中長遠受益。但大多數(shù)學(xué)校體育的開展并沒有達到國家所要求的教學(xué)目標(biāo),學(xué)校體育所制定的目標(biāo)不夠明確,導(dǎo)致許多學(xué)校對體育、學(xué)生體質(zhì)健康不夠重視。河南省作為我國人口大省,青少年隊伍龐大,而青少年體育鍛煉基本在校園里進行,因此,校園體育活動尤為重要,校園“每天鍛煉一小時”理念不僅是全國倡導(dǎo),在河南省的開展也是如火如荼。河南省鄭州市金水區(qū)和沁陽市做為河南省“每天鍛煉一小時”示范性地區(qū),不斷在探索“每天鍛煉一小時”實施方案,兩個地區(qū)學(xué)校體育活動合理運作,正逐步完善各種制度,逐漸形成“每天鍛煉一小時”長效機制,其經(jīng)驗與理論值得深入研究。本文運用文獻法、觀察法、調(diào)查法、數(shù)理統(tǒng)計法,對鄭州市金水區(qū)和沁陽市兩個地區(qū)的教育部門與學(xué)校進行調(diào)查與走訪,并分析調(diào)查結(jié)果,嘗試性地構(gòu)建中學(xué)“每天鍛煉一小時”長效機制框架,力爭為中學(xué)生參與體育鍛煉提供更合適的“每天鍛煉一小時”,解決目前中學(xué)生體育鍛煉存在的實際問題,以及更好的開展體育活動,因此,本文研究“每天鍛煉一小時”的長效機制,具有重要的意義。研究結(jié)果與分析顯示:河南省要求各個學(xué)校把兩個大課間活動做為“每天鍛煉一小時”的基本平臺。鄭州金水區(qū)和沁陽市兩個地區(qū)都制定了適合本地區(qū)“每天鍛煉一小時”的具體文件與實施方案,并且通過教育部門的大力監(jiān)督與評估,許多學(xué)校擁有屬于本校獨特的體育活動內(nèi)容,形成良好的體育氛圍。但是通過調(diào)查發(fā)現(xiàn),還存在著影響各自地區(qū)不同的制約因素,政府與學(xué)校領(lǐng)導(dǎo)還不是完全重視;宣傳不到位;學(xué)生每天自主體育鍛煉的時間、體育器材以及體育教師經(jīng)費得不到保障;家庭體育觀;自身的體育態(tài)度;體育的功能得不到發(fā)揮等制約因素。主要的促進因素有:教育部門和學(xué)校領(lǐng)導(dǎo)的高度重視、體育教師工作到位、家長的督促與引導(dǎo)、學(xué)生自身的興趣對中學(xué)“每天鍛煉一小時”產(chǎn)生著積極的影響!懊刻戾憻捯恍r”長效機制的構(gòu)建歸屬于政府、學(xué)校、家庭、個人自身四個主體層面。最終,通過整理與總結(jié),初步制定了中學(xué)“每天鍛煉一小時”長效機制的框架,應(yīng)按照以人為本原則、整體性原則、動態(tài)性原則、可持續(xù)性原則、可操作性原則、創(chuàng)新性原則為基本原則,構(gòu)建出中學(xué)“每天鍛煉一小時”長效機制的基本思路是:立足于國家II對學(xué)校課程與考核的不斷改革,以體制完善和制度改革為基點,明確中學(xué)“每天鍛煉一小時”實施機制,包換實施動力、目標(biāo)、方式、手段;加強中學(xué)“每天鍛煉一小時”的保障;加強政府與家長對中學(xué)“每天鍛煉一小時”的監(jiān)督管理;對中學(xué)“每天鍛煉一小時”的思路、內(nèi)容、制度等方面的創(chuàng)新,最后來實現(xiàn)中學(xué)“每天鍛煉一小時”的長效發(fā)展,形成長效機制。
[Abstract]:At present, our country pays close attention to the comprehensive development of school physical education and makes students benefit from sports in the long-term.However, the majority of the school physical education did not reach the teaching goals required by the state, and the goals made by the school physical education were not clear enough, which led many schools to pay less attention to physical education and students' physical health.Henan Province is a large province with a large population, with a large contingent of young people, and the physical exercise of young people is basically carried out on campus. Therefore, campus sports activities are particularly important. The concept of "exercising an hour per day" on campus is not only advocated by the whole country.The development in Henan Province is also in full swing.Jinshui District of Zhengzhou City and Qinyang City of Henan Province, as the demonstration areas of Henan Province for "one hour of exercise per day", are constantly exploring the implementation scheme of "one hour of exercise per day". The school sports activities in the two regions are running reasonably, and various systems are being gradually perfected.The long-acting mechanism of "exercise an hour per day" is gradually formed, and its experience and theory deserve further study.In this paper, the educational departments and schools in Jinshui District of Zhengzhou City and Qinyang City were investigated and visited by the methods of literature, observation, investigation and statistics, and the results of the investigation were analyzed.Try to construct a long-term mechanism frame of "one hour of exercise per day" in middle school, and try to provide a more suitable "one hour of daily exercise" for middle school students to participate in physical exercise, so as to solve the practical problems existing in the physical exercise of middle school students at present.Therefore, it is of great significance to study the long effect mechanism of "exercise an hour per day".The results and analysis show that every school in Henan province is required to take two large class activities as the basic platform of "exercising for an hour every day".Both the Jinshui District of Zhengzhou and Qinyang City have formulated specific documents and implementation programs suitable for "one hour of exercise per day" in their respective areas, and through the vigorous supervision and evaluation of the education sector,Many schools have their own unique sports activities, forming a good sports atmosphere.However, through the investigation, we found that there are still constraints affecting their respective regions. The government and school leaders have not fully attached importance to it; the propaganda is not in place; and the time for students to exercise independently every day,Sports equipment and sports teachers' funds can not be guaranteed; Family sports concept; their own sports attitude; sports function can not play and other constraints.The main promotion factors are: the high attention of the education department and the school leader, the physical education teacher's work in place, the parents' supervision and guidance, the student's own interest has the positive influence to the middle school "one hour of exercise every day".The construction of long-term mechanism of "exercise an hour per day" belongs to the four main levels of government, school, family and individual.Finally, through finishing and summing up, the framework of the long-term mechanism of "exercising an hour per day" in middle school is preliminarily formulated, which should be based on the principles of people-oriented, integrality, dynamics, sustainability, operability, etc.The innovative principle is the basic principle to construct the long-term mechanism of "exercising an hour every day" in the middle school. The basic idea is: based on the constant reform of the curriculum and the examination of the school, based on the system perfection and the system reform.Make clear the implementation mechanism of "exercise an hour per day" in middle school, change the motive force, aim, way and means of implementation, strengthen the guarantee of "exercise an hour per day" in middle school, strengthen the supervision and management of the government and parents to "exercise an hour per day" in middle school;This paper innovates the idea, content and system of "one hour of exercise every day" in middle school, and finally realizes the long-term development of "one hour of exercise every day" in middle school, and forms a long-effect mechanism.
