【摘要】：農(nóng)村學校布局調(diào)整政策作為我國農(nóng)村教育領(lǐng)域旨在優(yōu)化教育結(jié)構(gòu)、合理配置教育資源的一項重要政策,其發(fā)展變遷大致經(jīng)歷了政策探索期、政策加速期、政策調(diào)整期、政策成熟期四個階段。從批判的視角出發(fā),通過對這一政策的起因、目標、制定依據(jù)等進行元分析,指出這一政策在制定和實施過程中尚存在政策制定有失科學性和民主性、農(nóng)村學校布局調(diào)整程序有失公正性和規(guī)范性、地方政府政策執(zhí)行失真等失當問題。通過重新審視和反思這一政策,提出教育政策制定應(yīng)以合理與正確的價值選擇為前提,將科學性和民主性、政策執(zhí)行程序的規(guī)范性納入優(yōu)先考慮范疇,教育布局應(yīng)與社會發(fā)展、城鄉(xiāng)一體化建設(shè)統(tǒng)籌規(guī)劃。
[Abstract]:As an important policy in the field of rural education in China, the rural school layout adjustment policy aims to optimize the educational structure and rationally allocate educational resources. Its development and changes have generally experienced the period of policy exploration, the period of policy acceleration and the period of policy adjustment.Four stages of policy maturity.From a critical perspective, through meta-analysis of the causes, objectives and basis of this policy, it is pointed out that policy formulation is not scientific and democratic in the process of formulation and implementation.The adjustment procedure of rural school layout is not fair and normative, the local government policy implementation distortion and other improper problems.Through re-examining and reflecting on this policy, the author puts forward that education policy should be made on the premise of reasonable and correct value choice, scientific and democratic, normative of policy implementation procedure should be brought into the category of priority consideration, and educational layout should be related to social development.Overall planning for urban and rural integration.
