【摘要】:在市場(chǎng)經(jīng)濟(jì)激烈競(jìng)爭(zhēng)的今天,教育質(zhì)量和水平對(duì)個(gè)人生活質(zhì)量具有重要的影響,它直接決定了個(gè)人的自我滿足和實(shí)現(xiàn)價(jià)值的能力。實(shí)踐表明一個(gè)國家的教育水平,不僅影響該國經(jīng)濟(jì)和社會(huì)發(fā)展水平,而且也是確保一個(gè)國家經(jīng)濟(jì)和政治獨(dú)立和其進(jìn)一步發(fā)展的一個(gè)關(guān)鍵因素。因此,對(duì)教育質(zhì)量的研究,對(duì)進(jìn)一步提高國家經(jīng)濟(jì)和社會(huì)發(fā)展水平具有迫切性和現(xiàn)實(shí)性的意義?刂坪吞嵘逃|(zhì)量,需要建立一個(gè)國家教育質(zhì)量評(píng)估系統(tǒng),通過引入獨(dú)立的外部評(píng)估體系(授權(quán),認(rèn)證,認(rèn)可,全國統(tǒng)一測(cè)試,外部評(píng)估,政府控制和其它),從而為實(shí)現(xiàn)有效的,客觀的監(jiān)管提供了一個(gè)有效的基礎(chǔ)。國家教育質(zhì)量評(píng)估系統(tǒng)通過綜合考試將評(píng)估知識(shí)的質(zhì)量;有助于相關(guān)的教育職能機(jī)構(gòu)來跟蹤學(xué)生和教育機(jī)構(gòu)的發(fā)展動(dòng)態(tài)。建立一個(gè)全面、系統(tǒng)的連續(xù)教育質(zhì)量監(jiān)測(cè)體系,也是國家教育行政習(xí)題的一個(gè)關(guān)鍵組成部分。在哈薩克斯坦教育質(zhì)量評(píng)估是由國家教育行政部門作為唯一主體擔(dān)當(dāng)?shù)摹H欢?世界經(jīng)驗(yàn)表明,一般是學(xué)生的學(xué)業(yè)質(zhì)量評(píng)估應(yīng)由獨(dú)立機(jī)構(gòu)或公共的外部機(jī)構(gòu)進(jìn)行,這樣才能保證評(píng)估和客觀性和有效性。本篇論文基于一般三個(gè)問題:WHY,WHAT,HOW。通過相關(guān)研究來確定中學(xué)教育質(zhì)量低的原因;對(duì)中央政府可以使用的監(jiān)管方法和手段進(jìn)行探究,以實(shí)現(xiàn)提高教育質(zhì)量和政府有效實(shí)現(xiàn)行政職能的方法和手段。相關(guān)的理論和科研成果可以在當(dāng)代哈薩克斯坦政治發(fā)展研究的深入過程中得到有效的運(yùn)用,也可以應(yīng)用在現(xiàn)實(shí)的哈薩克斯坦的中學(xué)教育管理過程中,具有巨大的理論和現(xiàn)實(shí)意義。
[Abstract]:In the fierce competition of market economy today, the quality and level of education have an important influence on the quality of personal life, which directly determines the ability of individuals to satisfy themselves and realize their value. Not only does it affect the level of economic and social development in the country, but it is also a key factor in ensuring the economic and political independence and further development of a country... therefore, research on the quality of education, It is of urgent and realistic significance to further improve the level of national economic and social development. To control and improve the quality of education, a national education quality assessment system needs to be established through the introduction of an independent external assessment system (authorization, certification, Recognition, national unified testing, external evaluation, government control and other measures, thus providing an effective basis for effective and objective regulation. The National Educational quality Assessment system will assess the quality of knowledge through comprehensive examinations; To assist relevant educational institutions to track the development of students and educational institutions and to establish a comprehensive and systematic monitoring system for the quality of continuous education, It is also a key component of the national educational administration exercises. In Kazakhstan, the assessment of the quality of education is carried out by the State administration of education as the sole subject. However, world experience shows that. Generally speaking, the assessment of students' academic quality should be carried out by an independent body or by a public external body. This paper is based on three general questions:: WHYY and WHATATHW. through relevant research to determine the reasons for the low quality of secondary education; to explore the regulatory methods and means that the central government can use. In order to achieve ways and means of improving the quality of education and the effective fulfilment of administrative functions by the Government. Relevant theories and scientific research results can be effectively applied in the in-depth study of the political development of contemporary Kazakhstan, It can also be applied in the course of middle school education management in Kazakhstan, which has great theoretical and practical significance.
