英國基礎教育公式撥款的改革路徑與啟示

【摘要】:財政教育撥款是教育資源分配的源頭,均衡撥款是基礎教育服務均等化的前提。在OECD成員國中,英國基礎教育的財政投入和教育水平都具有領先優(yōu)勢。為了持續(xù)改善教育公平,英國自2010年開始推進基礎教育公式撥款改革,在漸進式的探索過程中逐步厘清了基礎教育公式撥款改革的主線,明確了公平撥款體系的內涵,并于2016年明確提出"國家教育撥款公式"的改革方案,將建立中央和地方一體化的基礎教育公式撥款模式。英國的基礎教育公式撥款改革,為我國探索和建立財政基礎教育撥款模式提供了參考。
[Abstract]:The financial allocation for education is the source of the allocation of educational resources, and the balanced allocation is the prerequisite for equalization of basic education services. In the OECD member countries, the financial investment and educational level of the UK in basic education have the leading edge. In 2010, the United Kingdom began to promote the reform of basic education formula allocation. In the process of gradual exploration, it gradually clarified the main line of the basic education formula allocation reform, and clarified the connotation of the fair funding system. In 2016, the reform scheme of the National Education allocation Formula was clearly put forward, which will establish the central and local integration of the basic education formula allocation model. It provides a reference for our country to explore and establish the financial basic education allocation model.
