【摘要】：教育財政撥款是基礎教育發(fā)展的保障。隨著教育總量投入和生均投入的不斷增長,我國亟需探索和建立與基礎教育發(fā)展相適應的均衡教育撥款模式。結合我國基礎教育撥款模式演進的背景和國際經驗,本文根據基礎教育的特點,對構建基于學校層和以學生基本教育需要的撥款公式,以及確立生均財政撥款綜合標準進行分析,并對提高教育公式撥款效率的持續(xù)運行機制提出建議。
[Abstract]:The financial allocation for education is the guarantee for the development of basic education. It is urgent for our country to explore and establish a balanced education allocation model suitable for the development of basic education. Based on the background and international experience of the evolution of the basic education funding model in China, this paper is based on the characteristics of basic education. This paper analyzes on the establishment of the allocation formula based on the school level and the basic education needs of the students, and establishes the comprehensive standard of the student's average financial allocation, and puts forward some suggestions on the continuous operation mechanism to improve the efficiency of the allocation of the educational formula.
