【摘要】：我國(guó)當(dāng)前對(duì)學(xué)�？�(jī)效評(píng)估的研究主要集中于高等教育領(lǐng)域,面向初中學(xué)校的很少。已有的初中學(xué)�？�(jī)效評(píng)估主要由教育行政部門展開(kāi),評(píng)估的公正性、專業(yè)性受到質(zhì)疑。近幾年來(lái),隨著第三教育評(píng)估機(jī)構(gòu)的出現(xiàn),我國(guó)的學(xué)校評(píng)估得到一定的發(fā)展。但是這些第三方教育評(píng)估機(jī)構(gòu)主要面向高等教育領(lǐng)域,多是由政府主導(dǎo)自上而下建立,獨(dú)立性缺乏。因此,探討基礎(chǔ)教育領(lǐng)域第三方教育評(píng)估機(jī)構(gòu)的構(gòu)建,并制定第三方教育評(píng)估機(jī)構(gòu)應(yīng)用于初中學(xué)�？�(jī)效評(píng)估的方案,具備一定的研究?jī)r(jià)值。本文首先梳理了初中學(xué)校第三方績(jī)效評(píng)估的研究現(xiàn)狀,并對(duì)其相關(guān)概念進(jìn)行界定。其次,描述第三方教育評(píng)估機(jī)構(gòu)的特征及構(gòu)建原則,在對(duì)國(guó)內(nèi)外第三方教育評(píng)估機(jī)構(gòu)的概況進(jìn)行比較介紹的基礎(chǔ)上,從確認(rèn)機(jī)構(gòu)性質(zhì)、設(shè)置機(jī)構(gòu)部門及主要職責(zé)、組聘機(jī)構(gòu)成員、機(jī)構(gòu)注冊(cè)申請(qǐng)幾個(gè)方面出發(fā),探討筆者所認(rèn)為的基礎(chǔ)教育領(lǐng)域的第三方教育評(píng)估機(jī)構(gòu)的構(gòu)建。并在本文中的啟動(dòng)保障一節(jié)里對(duì)其經(jīng)費(fèi)來(lái)源和政策支持進(jìn)行了一定的描述。最后制定第三方教育評(píng)估機(jī)構(gòu)應(yīng)用于初中學(xué)�？�(jī)效評(píng)估的基本方案。
[Abstract]:The current research on school performance evaluation in our country is mainly focused on the field of higher education, but few on junior high school. The existing performance evaluation of junior high school is mainly carried out by the educational administrative department, and the evaluation is fair. Professionalism has been questioned. In recent years, with the emergence of the third education evaluation institution, school evaluation in our country has developed to a certain extent. However, these third-party educational evaluation institutions are mainly geared towards the field of higher education. Most of them are established from top to bottom by the government, and lack of independence. Therefore, this paper discusses the construction of the third-party educational evaluation institution in the field of basic education, and formulates the scheme of the application of the third-party educational evaluation institution to the performance evaluation of junior high school. This paper firstly combs the research status of the third party performance evaluation in junior high school, and defines its related concepts. Secondly, it describes the characteristics and construction principles of the third party educational evaluation institution. On the basis of comparing and introducing the general situation of the third-party educational evaluation institutions at home and abroad, starting from the following aspects: confirming the nature of the organization, setting up the agency departments and their main responsibilities, recruiting the members of the organization, and applying for the registration of the institution, This paper probes into the construction of the third-party educational evaluation institution in the field of basic education, and describes its funding source and policy support in the section of the Start-up guarantee in this paper. Finally, it formulates the third-party education. The evaluation institution is applied to the basic scheme of the performance evaluation of junior high school.
