【摘要】:教育對(duì)外開(kāi)放已經(jīng)成為一種基本趨勢(shì),推進(jìn)基礎(chǔ)教育國(guó)際化也是我國(guó)教育對(duì)外開(kāi)放的重大舉措。作為我國(guó)進(jìn)入21世紀(jì)之后的第一個(gè)教育規(guī)劃,《國(guó)家中長(zhǎng)期教育改革和發(fā)展規(guī)劃綱要(2010—2020年)》是今后一個(gè)時(shí)期內(nèi)指導(dǎo)全國(guó)教育改革和發(fā)展的綱領(lǐng)性文件。教育規(guī)劃綱要明確提出,“進(jìn)一步擴(kuò)大教育開(kāi)放作為優(yōu)化教育資源、培養(yǎng)具有國(guó)際競(jìng)爭(zhēng)力人才的重要舉措,大力推動(dòng)教育改革發(fā)展要提高中國(guó)的教育國(guó)際化水平。”本研究在對(duì)成都市武侯區(qū)內(nèi)基礎(chǔ)教育國(guó)際化發(fā)展較為完善的武侯高中、龍江路小學(xué)和磨子橋小學(xué)等幾所中小學(xué)進(jìn)行了實(shí)地調(diào)研,發(fā)現(xiàn)雖然成都市基礎(chǔ)教育國(guó)際化取得了較好的成績(jī),得到了社會(huì)各界關(guān)注,但是相較于教育國(guó)際化先行國(guó)家和國(guó)內(nèi)沿海發(fā)達(dá)城市,成都的基礎(chǔ)教育國(guó)際化的現(xiàn)狀并不樂(lè)觀。對(duì)于國(guó)際理解教育和國(guó)際化課程該如何推行, 國(guó)際化師資和人才如何培訓(xùn)和管理如何進(jìn)行,政府、教育部門(mén)和學(xué)校三者如何協(xié)作一致等方面存在許多亟待解決問(wèn)題,缺乏能夠推進(jìn)基礎(chǔ)教育國(guó)際化整體發(fā)展的路徑模式。筆者在對(duì)成都市基礎(chǔ)教育國(guó)際化進(jìn)行研究的過(guò)程中,主要采用了文獻(xiàn)研究、實(shí)地調(diào)查、案例分析等研究方法。筆者首先對(duì)學(xué)術(shù)界現(xiàn)有的相關(guān)文獻(xiàn)進(jìn)行回顧,為基礎(chǔ)教育國(guó)際化的問(wèn)題尋求理論支持;然后跟隨成都市教育局國(guó)際交流處對(duì)成都市武侯區(qū)幾所中小學(xué)進(jìn)行實(shí)地調(diào)查,并形成研究案例,從中發(fā)現(xiàn)成都市推進(jìn)基礎(chǔ)教育國(guó)際化的現(xiàn)狀和問(wèn)題;最后,借鑒日本的東京,國(guó)內(nèi)的北京、上海等地發(fā)展基礎(chǔ)教育國(guó)際化的經(jīng)驗(yàn),結(jié)合成都市的具體情況,探求出一條符合成都市基礎(chǔ)教育國(guó)際化現(xiàn)有水平的路徑模式。最終為學(xué)校和教育行政部門(mén)提供可行性的對(duì)策和建議,指導(dǎo)教育實(shí)踐。
[Abstract]:The opening of education to the outside world has become a basic trend. To promote the internationalization of basic education is also a major measure for China's opening to the outside world. As the first educational plan after China's entry into twenty-first Century, the outline of the national medium and long term educational reform and development plan (2010 to 2020) is a programmatic document guiding the reform and development of education in the future in a period of time. The outline of education plan clearly put forward that "further opening up education as an important measure to optimize educational resources and cultivate internationally competitive talents, vigorously promote the development of educational reform and improve the level of education internationalization in China". The research and development of Wuhou high school, Longjiang Road Primary School and primary school moziqiao several primary and secondary schools in Chengdu city of Wuhou District in the internationalization of basic education conducted field research, found that although the internationalization of basic education in Chengdu has achieved good results, to get the attention of social all circles, but compared with the developed countries and domestic and international education the coastal city, the status quo of the internationalization of basic education in Chengdu is not optimistic. For international understanding education and how to implement the internationalization of curriculum internationalization, how teachers and personnel how to training and management, there are many problems to be solved in the three government, education departments and schools to work together and so on, the lack of path model can promote the overall development of the internationalization of basic education. In the process of studying the internationalization of basic education in Chengdu, the author mainly adopted the research methods such as literature research, field investigation, case analysis and so on. The author of the academic literature review of existing, seeking theoretical support for the internationalization of basic education; and then follow the Chengdu City Bureau of Education Department of international exchange and on-the-spot investigation in Chengdu city of Wuhou District primary and secondary schools, and the formation of a case study, from the current situation and problems of basic education into the internationalization of the city; finally. According to the Japanese in Tokyo, the internationalization of basic education development in Beijing, Shanghai and other places of experience, combined with the specific situation of Chengdu City, to explore a line with the internationalization of basic education in Chengdu current level pattern. Finally, it provides the feasible countermeasures and suggestions for the school and the educational administration to guide the practice of education.
