中冶京誠市政業(yè)務競爭戰(zhàn)略研究

【摘要】:中冶京誠工程技術有限公司(以下簡稱“中冶京誠”)其前身是中冶集團北京鋼鐵設計研究總院,2003年11月28日,在國家要求和有關政策支持下,由中冶集團公司的統(tǒng)一部署和領導,改制設立而成,具有產(chǎn)權清晰、資產(chǎn)優(yōu)良、管理科學、允滿朝氣和富有競爭力等特點,是一家國際型現(xiàn)代化工程技術國有控股有限公司。2009年初,受國際金融危機嚴重沖擊,中冶京誠公司的主要業(yè)務板塊也受到很大的負面影響,中冶京誠勇于迎接挑戰(zhàn)并將其轉(zhuǎn)化為機遇,積極開展市政工程業(yè)務。本文依據(jù)企業(yè)戰(zhàn)略管理課程以及相關知識理論,運用宏觀環(huán)境分析、邁克爾.波特“五力模型”、SWOT矩陣分析等企業(yè)戰(zhàn)略分析工具,對中冶京誠企業(yè)宏觀環(huán)境現(xiàn)狀、企業(yè)所處的內(nèi)外部環(huán)境作出分析與進一步評價,并對企業(yè)外部存在的他機會和威脅以及內(nèi)部所存在的優(yōu)勢和劣勢分析識別,采用定性和定量相結合的方法,并輔之大量行業(yè)統(tǒng)計年鑒數(shù)據(jù)進行研究。在此基礎上,歸納、確定“頂層設計發(fā)展戰(zhàn)略”為中冶京誠總體戰(zhàn)略方案,即:在對未來趨勢前瞻性預判的基礎上,進行系統(tǒng)化、體系化的戰(zhàn)略規(guī)劃,并把戰(zhàn)略規(guī)劃和利益分配掛鉤,把戰(zhàn)略與管理部門職能轉(zhuǎn)變?yōu)閽煦^,把戰(zhàn)略與企業(yè)文化再造掛鉤,實現(xiàn)企業(yè)轉(zhuǎn)型升級、打造智慧企業(yè)。為實現(xiàn)市政工程業(yè)務的頂層設計,中冶京誠將頂層設計戰(zhàn)略細化為:總體目標設計、產(chǎn)品打造管理、營銷一體化管理、生產(chǎn)一體化管理、技術質(zhì)量—體化管理等方面。成功的競爭戰(zhàn)略需要通過切實的措施進行保障,在提出頂層設計競爭戰(zhàn)略的基礎上,中冶京誠通過優(yōu)化組織結構、優(yōu)化人力資源管理、完善薪酬體系、加強技術保障等方面對市政工程業(yè)務競爭戰(zhàn)略進行保障。優(yōu)化后的組織結構,設置了專門負責市政和公用設施業(yè)務的市政工程業(yè)務部;并通過加強企業(yè)員工特別是中高層領導的培訓工作以優(yōu)化人力資源管理,提高人力資源素質(zhì);同時以薪酬分配合理,并充分體現(xiàn)個人價值為原則不斷完善薪酬體系;此外,中冶京誠還組建技術專家團隊,不斷學習,加強技術保障。
[Abstract]:China Metallurgical Jingcheng Engineering Technology Co., Ltd (hereinafter referred to as "China Metallurgical Jingcheng") was formerly known as Beijing Iron and Steel Design and Research Institute of China Metallurgical Group. On November 28, 2003, it was supported by national requirements and relevant policies. Set up by the unified arrangement and leadership of China Metallurgical Group, with clear property rights, excellent assets, scientific management, full of vitality and competitiveness, etc. Is an international state-owned holding company of modern engineering and technology. At the beginning of 2009, due to the severe impact of the international financial crisis, the main business sectors of China Metallurgical Jingcheng Company were also greatly adversely affected. China Metallurgical Beijing is brave to meet the challenge and turn it into an opportunity to actively carry out municipal engineering business. According to enterprise strategic management curriculum and related knowledge theory, this paper applies macro-environment analysis, Michael. Porter's "five Force Model" and other strategic analysis tools such as SWOT matrix analysis, make an analysis and further evaluation on the present situation of macroscopical environment and the internal and external environment of Jingcheng enterprise in China Metallurgical Co., Ltd. It also analyzes and identifies the external opportunities and threats as well as the internal strengths and weaknesses of the enterprise, adopts the method of combining qualitative and quantitative analysis, and studies a large number of industry statistical yearbook data. On this basis, we conclude that "top-level design and development strategy" is the overall strategic plan of Beijing Cheng of China Metallurgical Corporation, that is, on the basis of forward-looking prediction of future trends, we should carry out systematic and systematic strategic planning. It also links the strategic planning with the distribution of benefits, transforms the function of the strategy and the management department into the link, links the strategy with the enterprise culture reengineering, realizes the enterprise transformation and upgrade, and builds the intelligent enterprise. In order to realize the top-level design of municipal engineering business, the top-level design strategy is refined into: overall objective design, product creation management, integrated marketing management, integrated production management, technical quality-body management and so on. A successful competition strategy needs to be guaranteed by practical measures. On the basis of putting forward a top-level design competition strategy, Beijing Cheng of China Metallurgical Co. Ltd optimizes the organizational structure, optimizes human resources management, and consummates the compensation system. Strengthen the technical support and other aspects of municipal engineering business competition strategy to ensure. After the optimization of the organization structure, set up the municipal engineering business department, which is responsible for the municipal and utility business, and improve the human resource quality by strengthening the training work of the enterprise staff, especially the middle and senior leaders, in order to optimize the human resource management and improve the quality of the human resources. At the same time, pay distribution is reasonable, and the principle of personal value is to perfect the compensation system. In addition, Beijing Cheng of China Metallurgical Co., Ltd also set up a team of technical experts to study continuously and strengthen the technical guarantee.
