【摘要】：近年來,我國公共安全形勢復雜嚴峻,突發(fā)事件頻發(fā)易發(fā),并且朝著非常規(guī)化方向發(fā)展,我國應急管理工作面臨新的挑戰(zhàn),廣大社會群體安全和應急管理意識逐步增強,不斷創(chuàng)新與完善應急管理機制,推動發(fā)展應急產業(yè),提升對突發(fā)事件的應急救援處置能力,提升全社會對風險的抵御能力,已成為目前社會轉型期實現“中國夢”的重要組成部分。進入新世紀以來,面對幾次巨災,我國在突發(fā)事件應急管理方面取得了令世人矚目的成績,但每次新的災難都暴露出不同層次的問題,比如應急管理機制不夠完善、應急法制不健全等,尤其是在物資保障方面,存在著應急設備不齊全、科技含量低、質量差等問題,現有應急裝備不能滿足救援處置的需求。而加快發(fā)展應急產業(yè),制造生產適用、先進、安全、可靠的應急產品是構建突發(fā)事件應急處置體系的核心,是應急管理工作能夠有序開展的基礎,對于應急裝備企業(yè)而言,自主創(chuàng)新,通過創(chuàng)新驅動發(fā)展是必由之路。因此,研究應急裝備企業(yè)的創(chuàng)新能力,對完善應急產業(yè)體系、提高我國公共安全的基礎水平、調整產業(yè)結構形成新的經濟增長點、提升我國應急裝備技術核心競爭力具有重大的理論及現實意義。本文綜合運用應急管理、企業(yè)創(chuàng)新、應急產業(yè)等相關理論知識,全面分析武漢應急產業(yè)及應急裝備企業(yè)的發(fā)展現狀并指出其存在的問題,通過界定應急裝備企業(yè)的定義及特征,利用應急管理思想和企業(yè)創(chuàng)新相關理論,結合武漢市應急產業(yè)發(fā)展的特殊環(huán)境和現狀,構建了以制度創(chuàng)新、管理創(chuàng)新、技術創(chuàng)新、營銷創(chuàng)新、創(chuàng)新投入、創(chuàng)新產出為一級指標的一套評價研究應急裝備企業(yè)創(chuàng)新能力的指標體系,提出了基于AHP/熵權法和模糊綜合評價法的武漢應急裝備企業(yè)創(chuàng)新能力評價模型。選擇AHP和熵權法的組合方法確定評價指標權重,避免了單一方法確定指標權重的缺陷,實現了定性與定量方法的優(yōu)勢互補。結合應急裝備企業(yè)創(chuàng)新能力評價的特點,利用模糊綜合評價法對武漢應急裝備企業(yè)的創(chuàng)新能力進行評估,結果顯示武漢應急裝備企業(yè)的創(chuàng)新能力水平為“一般”。論文最后還針對評價結果進行了分析,提出了武漢應急裝備企業(yè)創(chuàng)新能力提升的對策及建議。以期為武漢應急裝備企業(yè)提高其創(chuàng)新能力提供理論參考。
[Abstract]:In recent years, the situation of public safety in our country is complex and severe, the frequent occurrence of emergencies is easy, and the emergency management work is facing new challenges, and the safety and emergency management consciousness of the broad social groups is gradually strengthened. Constantly innovating and perfecting the emergency management mechanism, promoting the development of emergency industry, enhancing the ability of emergency rescue and handling of emergencies, and enhancing the whole society's ability to resist risks, It has become an important part of realizing "Chinese Dream" in the current social transformation period. Since entering the new century, in the face of several catastrophic disasters, our country has made remarkable achievements in emergency management of emergencies. However, each new disaster has exposed problems at different levels, such as inadequate emergency management mechanisms, imperfect emergency legal system, etc., especially in the field of material support, there are problems such as inadequate emergency equipment, low scientific and technological content, and poor quality. The existing emergency equipment can not meet the needs of rescue and disposal, and accelerating the development of emergency industry, manufacturing and producing suitable, advanced, safe and reliable emergency products is the core of building emergency management system. It is the foundation of the emergency management work to carry out orderly, for the emergency equipment enterprise, the independent innovation, through the innovation drive development is the only way. Therefore, to study the emergency equipment enterprise's innovation ability, to consummate the emergency industry system, It is of great theoretical and practical significance to improve the basic level of public safety in our country, to adjust the industrial structure to form a new economic growth point and to enhance the technical core competitiveness of China's emergency equipment. This paper analyzes the current situation of Wuhan emergency industry and emergency equipment enterprises and points out the existing problems by defining the definition and characteristics of emergency equipment enterprises. Based on the theory of emergency management and enterprise innovation, combined with the special environment and present situation of the development of emergency industry in Wuhan, the paper constructs the investment of system innovation, management innovation, technology innovation, marketing innovation and innovation. A set of Evaluation of Innovation output as a First-Class Index; the Index system for the Innovation ability of Emergency equipment Enterprises, The evaluation model of innovation ability of Wuhan emergency equipment enterprise based on AHP/ entropy weight method and fuzzy comprehensive evaluation method is put forward. The combination method of AHP and entropy weight method is chosen to determine the weight of evaluation index, which avoids the defect of single method to determine index weight. This paper realizes the complementary advantages of qualitative and quantitative methods. Combined with the characteristics of the evaluation of innovation ability of emergency equipment enterprises, the fuzzy comprehensive evaluation method is used to evaluate the innovation ability of Wuhan emergency equipment enterprises. The results show that the level of innovation ability of Wuhan emergency equipment enterprises is "general". Finally, the evaluation results are analyzed. The countermeasures and suggestions for improving the innovation ability of Wuhan emergency equipment enterprises are put forward in order to provide a theoretical reference for Wuhan emergency equipment enterprises to improve their innovation ability.
