【摘要】:信息化作為現(xiàn)代經(jīng)濟(jì)社會(huì)發(fā)展的動(dòng)力,已經(jīng)深刻地影響著我國(guó)經(jīng)濟(jì)社會(huì)發(fā)展。時(shí)下,能否抓住信息化發(fā)展帶來(lái)的歷史性機(jī)遇,乘勢(shì)加快推進(jìn)我國(guó)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí),這是事關(guān)我國(guó)走向世界經(jīng)濟(jì)強(qiáng)國(guó)的關(guān)鍵問(wèn)題。本文以信息化推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)為主線,理論聯(lián)系實(shí)際,以深入分析信息化對(duì)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的作用機(jī)理為切入點(diǎn),著力于對(duì)信息化與產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)之間的動(dòng)態(tài)相互關(guān)系和信息化對(duì)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的推動(dòng)作用進(jìn)行了實(shí)證分析。進(jìn)而圍繞如何加快信息化推動(dòng)我國(guó)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)提出了相關(guān)對(duì)策建議。本文主要研究?jī)?nèi)容體現(xiàn)在以下五個(gè)方面。1.分析了信息化對(duì)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的影響機(jī)理。本文從產(chǎn)業(yè)改造和產(chǎn)業(yè)融合兩個(gè)方面來(lái)分析信息化對(duì)產(chǎn)業(yè)轉(zhuǎn)型升級(jí)的作用機(jī)理:其一,基于創(chuàng)新理論視角分析信息化以新技術(shù)、新模式和新市場(chǎng)實(shí)現(xiàn)傳統(tǒng)產(chǎn)業(yè)的改造。信息化以新技術(shù)提升產(chǎn)業(yè)生產(chǎn)效率,以新模式激發(fā)產(chǎn)業(yè)內(nèi)在活力,和以新生態(tài)系統(tǒng)提升產(chǎn)業(yè)創(chuàng)新能力,實(shí)現(xiàn)傳統(tǒng)產(chǎn)業(yè)有序健康發(fā)展;其二,基于產(chǎn)業(yè)融合理論視角分析信息化促進(jìn)產(chǎn)業(yè)融合。信息化以新引擎提升產(chǎn)業(yè)融合效率、以新平臺(tái)縮短產(chǎn)業(yè)融合周期、以新業(yè)態(tài)豐富產(chǎn)業(yè)發(fā)展內(nèi)容,實(shí)現(xiàn)傳統(tǒng)產(chǎn)業(yè)更高效的融合。信息化通過(guò)產(chǎn)業(yè)改造和產(chǎn)業(yè)融合促進(jìn)產(chǎn)業(yè)結(jié)構(gòu)向合理化、高度化、升級(jí)化和轉(zhuǎn)型化方向發(fā)展。2.測(cè)度了我國(guó)信息化發(fā)展水平和產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)程度。測(cè)度研究分為兩個(gè)部分:其一,從信息化是一個(gè)持續(xù)漸進(jìn)的動(dòng)態(tài)過(guò)程這一內(nèi)涵出發(fā),在前人關(guān)于信息化測(cè)度研究的基礎(chǔ)上,充分考慮國(guó)情因素,提出從不同側(cè)面綜合反映信息化水平的4大要素(基礎(chǔ)設(shè)施、信息化應(yīng)用水平、信息產(chǎn)業(yè)、信息化發(fā)展環(huán)境),篩選13項(xiàng)指標(biāo),構(gòu)建了信息化測(cè)評(píng)的動(dòng)態(tài)多指標(biāo)評(píng)價(jià)體系。其二,從產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)是一個(gè)“轉(zhuǎn)型”和“升級(jí)”共同發(fā)生的演變過(guò)程這一內(nèi)涵出發(fā),充分考慮產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)過(guò)程中產(chǎn)業(yè)結(jié)構(gòu)發(fā)生的變化,從產(chǎn)業(yè)結(jié)構(gòu)合理化、產(chǎn)業(yè)結(jié)構(gòu)高度化、產(chǎn)業(yè)結(jié)構(gòu)升級(jí)化和產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型化4個(gè)維度構(gòu)建產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的評(píng)價(jià)指標(biāo)體系。3.構(gòu)建了面板向量自回歸模型(PVAR)研究信息化與產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)之間的動(dòng)態(tài)關(guān)系。國(guó)內(nèi)現(xiàn)有關(guān)于信息化與產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)之間關(guān)系的實(shí)證研究絕大多數(shù)是基于靜態(tài)面板數(shù)據(jù)模型方法。本文另辟蹊徑,利用2003~2014年我國(guó)30個(gè)省市信息化水平與產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)程度數(shù)據(jù)①,構(gòu)建面板向量自回歸模型,并通過(guò)動(dòng)態(tài)面板GMM估計(jì)、脈沖響應(yīng)函數(shù)(IRF)以及預(yù)測(cè)誤差的方差分解(FEVD),檢驗(yàn)二者相互對(duì)對(duì)方?jīng)_擊情況。研究結(jié)果顯示:(1)信息化對(duì)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)具有持續(xù)顯著的動(dòng)態(tài)促進(jìn)作用;(2)信息化與產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的相互拉動(dòng)作用是非對(duì)等的,即產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)對(duì)信息化也有持續(xù)顯著的動(dòng)態(tài)促進(jìn)作用,但信息化對(duì)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的推動(dòng)作用要強(qiáng)于產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)對(duì)信息化的推動(dòng)作用;(3)信息化對(duì)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的推動(dòng)存在時(shí)滯效應(yīng),信息化的推動(dòng)作用需要5年時(shí)間才能達(dá)到峰值,隨后作用強(qiáng)度開始持續(xù)衰減。4.引入空間計(jì)量模型研究信息化對(duì)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的推動(dòng)作用。目前國(guó)內(nèi)有關(guān)信息化對(duì)產(chǎn)業(yè)結(jié)構(gòu)升級(jí)影響的實(shí)證研究相對(duì)較少,且均忽略空間因素對(duì)于信息化和產(chǎn)業(yè)結(jié)構(gòu)的影響。從我國(guó)的國(guó)情來(lái)看,信息化發(fā)展和產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)都會(huì)受到區(qū)域經(jīng)濟(jì)與社會(huì)發(fā)展的影響,因此本文應(yīng)用Morans'I指數(shù)、Moran散點(diǎn)圖、LISA集聚圖、空間計(jì)量模型等方法考察信息化與產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的空間相依性、以及信息化對(duì)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的空間溢出效應(yīng)。同時(shí),根據(jù)學(xué)者們關(guān)于產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)影響因素的相關(guān)研究,本文將科研水平、金融化水平、城鎮(zhèn)化水平、外貿(mào)水平等因素作為控制變量納入空間計(jì)量模型。研究結(jié)果顯示:(1)信息化和產(chǎn)業(yè)結(jié)構(gòu)升級(jí)皆存在顯著的空間依賴性,二者呈現(xiàn)出區(qū)域聚集特征;(2)信息化對(duì)本地區(qū)及相鄰地區(qū)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)均有具有顯著的正向空間沖擊效應(yīng);(3)科研水平、金融化水平、城鎮(zhèn)化水平對(duì)區(qū)域產(chǎn)業(yè)結(jié)構(gòu)升級(jí)具有顯著正向效應(yīng),而外貿(mào)水平對(duì)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)沒有顯著影響。5.最后,基于對(duì)當(dāng)前我國(guó)信息化推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的現(xiàn)狀分析基礎(chǔ)上,并充分借鑒發(fā)達(dá)國(guó)家信息化推動(dòng)產(chǎn)業(yè)結(jié)構(gòu)轉(zhuǎn)型升級(jí)的相關(guān)經(jīng)驗(yàn),從強(qiáng)化基礎(chǔ)設(shè)施建設(shè)、完善信息技術(shù)自主創(chuàng)新體系、產(chǎn)業(yè)創(chuàng)新生態(tài)體系、新型市場(chǎng)治理體系等方面提出相關(guān)對(duì)策建議。
[Abstract]:As the motive force of modern economic and social development, information has profound influence on the economic and social development of our country. At present, it is crucial for China to accelerate the transformation and upgrading of China's industrial structure by taking advantage of the historic opportunity brought by the development of information technology and promoting the transformation and upgrading of China's industrial structure. The structure transformation and upgrading are the main line, the theory is connected with the reality, and the mechanism of the informationization to the industrial structure transformation and upgrading is analyzed in depth. The dynamic relationship between information and industrial structure transformation and upgrading and the action of information on industrial structure transformation and upgrading are analyzed. And then how to speed up the acceleration of the industrial structure transformation and upgrading is carried out. Information to promote the transformation and upgrading of industrial structure in China put forward relevant countermeasures and suggestions. The main content of this paper is reflected in the following five aspects:.1. analysis of the mechanism of the impact of information on industrial structure transformation and upgrading. This paper analyzes the mechanism of the role of information on industrial transformation and upgrading from two aspects of industrial transformation and industrial integration: one, Based on the perspective of innovation theory, information technology is analyzed with new technology, new model and new market to realize the transformation of traditional industry. Information technology promotes industrial production efficiency with new technology, stimulates the intrinsic vitality of industry with new model, and improves industrial innovation ability with new ecosystem, and realizes the orderly and healthy development of traditional industry. Secondly, based on the theory of industrial integration Information technology promotes industrial integration. Information technology improves the efficiency of industrial integration with a new engine, shortens the industry integration cycle with a new platform, enriches the content of industrial development, and realizes a more efficient integration of traditional industries. Informatization promotes the rationalization, elevation, upgrading and transformation of the production structure through industrial transformation and industrial integration. The development level of informatization and the degree of transformation and upgrading of the industrial structure in China are measured by.2.. The research is divided into two parts: first, from the connotation of information is a continuous and progressive dynamic process, on the basis of the previous research on information measurement, it takes into account the national conditions, and puts forward the comprehensive reaction from different sides. The 4 major elements of information level (infrastructure, information application level, information industry, information development environment) and 13 indexes are screened and the dynamic multi index evaluation system of information evaluation is constructed. Secondly, the transformation and upgrading of industrial structure is a connotations of "transformation" and "upgrading". Considering the changes of industrial structure during the process of industrial structure transformation and upgrading, the evaluation index system of industrial structure transformation and upgrading is constructed from 4 dimensions: industrial structure rationalization, industrial structure height, industrial structure upgrading and industrial structure transformation. The.3. model of panel vector autoregressive model (PVAR) is constructed to study information and industrial structure transformation. Most of the empirical research on the relationship between information and industrial structure transformation and upgrading in China is based on the static panel data model method. In this paper, a new way is made to build panel vector from the data of the information level of 30 provinces and cities and the upgrading degree of industrial structure in 2003~2014 years in China. Regression model, and through dynamic panel GMM estimation, impulse response function (IRF) and variance decomposition (FEVD) of prediction error (FEVD), test the impact of each other on each other. The results show that: (1) information on industrial structure transformation and upgrading has a continuous and significant dynamic promotion effect; (2) the mutual pull of information and industrial structure transformation and upgrading. The role is non reciprocal, that is, the transformation and upgrading of industrial structure has a sustained and dynamic promotion effect on information technology, but the promotion of information on industrial structure transformation and upgrading is stronger than the promotion of industrial structure transformation and upgrading to information. (3) the promotion of information on industrial structure transformation and upgrading is time-delay effect, and information technology is pushed forward. The dynamic action takes 5 years to reach the peak value. Then the action intensity begins to continue to attenuate.4. and introduce the spatial econometric model to study the role of information on industrial structure transformation and upgrading. At present, there are relatively few empirical studies on the impact of information on industrial structure upgrading in China, and all of them ignore the spatial factors for information and industry. From the national conditions of our country, information development and industrial structure transformation and upgrading will be affected by regional economic and social development. Therefore, this paper uses Morans'I index, Moran scatter plot, LISA cluster map, spatial measurement model to investigate the spatial dependence of information and industrial structure transformation and upgrading, and information technology The spatial spillover effect of industrial structure transformation and upgrading. At the same time, according to the relevant research on the influencing factors of industrial structure transformation and upgrading, the research level, the level of finance, the level of urbanization, the level of foreign trade and other factors are taken as the control variables into the spatial econometric model. The results show that: (1) information and industrial structure upgrading are all There is a significant spatial dependence, the two shows the characteristics of regional aggregation; (2) information has significant positive spatial impact on the industrial structure transformation and upgrading in the region and adjacent areas; (3) the level of scientific research, the level of Finance and the level of urbanization have significant positive effects on the upgrading of the regional industrial structure, and the level of foreign trade is to the industry. The structural transformation and upgrading have no significant impact on the.5. last. Based on the analysis of the current situation of China's informatization promoting industrial structure transformation and upgrading, and fully drawing lessons from the related experience of the industrial structure transformation and upgrading of the developed countries, we should strengthen the infrastructure construction, improve the independent innovation system of the information technology and the industrial innovation ecosystem.
