【摘要】：數(shù)據(jù)已成為國(guó)家基礎(chǔ)性戰(zhàn)略資源。但用以規(guī)范數(shù)據(jù)市場(chǎng)交易秩序的數(shù)據(jù)產(chǎn)權(quán)制度卻還未建立起來(lái)。論文以制度經(jīng)濟(jì)學(xué)理論為基礎(chǔ),從數(shù)據(jù)產(chǎn)權(quán)制度建立的意義出發(fā),提出了數(shù)據(jù)產(chǎn)權(quán)制度建立必須解決數(shù)據(jù)資源確權(quán)問(wèn)題,并從公共數(shù)據(jù)資源、企業(yè)數(shù)據(jù)資源和個(gè)人數(shù)據(jù)資源三個(gè)層面分析了確權(quán)的依據(jù)。
[Abstract]:Data has become the country's basic strategic resources. However, the data property right system used to regulate the order of data market transaction has not been established. Based on the theory of institutional economics and the significance of the establishment of data property right system, the paper puts forward that the establishment of data property right system must solve the problem of data resources confirming right, and from the point of view of public data resources, Enterprise data resources and personal data resources are analyzed in three levels.
