【摘要】：正近期,中央全面深化改革領(lǐng)導(dǎo)小組第二十七次會(huì)議,審議通過了《關(guān)于創(chuàng)新政府配置資源方式的指導(dǎo)意見》。貫徹落實(shí)中央提出的創(chuàng)新政府配置資源方式的決策部署,要大幅度減少政府對(duì)資源的直接配置,并在政府配置的公共資源和公共服務(wù)等領(lǐng)域,加大改革力度,加強(qiáng)法規(guī)規(guī)章、戰(zhàn)略、政策、規(guī)劃等的制定和實(shí)施,更好發(fā)揮政府的引導(dǎo)和規(guī)制作用。一、大幅度減少政府對(duì)資源的直接配置改革開放以來,我國進(jìn)行了多次政府職能轉(zhuǎn)
[Abstract]:Recently, at the twenty-seventh meeting of the leading Group for All-round deepening Reform, the Central Committee deliberated and adopted the "guiding opinions on innovative ways of allocating Resources by the Government."To implement the central government's policy plan for innovative ways of allocating resources, it is necessary to substantially reduce the direct allocation of resources by the government, and intensify reform efforts and strengthen laws and regulations in areas such as public resources and public services allocated by the government.Strategy, policy, planning and other formulation and implementation, better play the role of government guidance and regulation.First, the direct allocation of resources by the government has been greatly reduced. Since the reform and opening up, China has carried out many changes in government functions.
