中國神華煤制油發(fā)展戰(zhàn)略研究

【摘要】:我國的能源特征是“多煤、少油、缺氣”,煤炭資源是我國主要的能源,中國能源安全問題日趨嚴(yán)峻,能源是經(jīng)濟(jì)發(fā)展的戰(zhàn)略資源,石油進(jìn)口逐年增加,如今對(duì)外依存度達(dá)55.2%,已超越美國(53.5%)。能源是支撐中國經(jīng)濟(jì)健康發(fā)展的決定性資源,然而日益龐大的能源需求、相對(duì)極為脆弱的能源供應(yīng)以及發(fā)展滯后的能源安全政策保障體系對(duì)中國能源安全造成了嚴(yán)重威脅。為此,通過煤制油對(duì)石油進(jìn)行替代有助于保障能源安全。 本文系統(tǒng)分析了中國能源現(xiàn)狀、中國發(fā)展煤制油宏觀、經(jīng)濟(jì)性、技術(shù)可行性和以及神華集團(tuán)發(fā)展煤制油的動(dòng)因及能力,通過對(duì)非油氣資源、生物質(zhì)燃料及煤替代石油的比較、對(duì)煤制油直接、間接液化項(xiàng)目全面比較分析、對(duì)神華的多元化擴(kuò)張戰(zhàn)略分析、對(duì)神華集團(tuán)世界上首套百萬噸級(jí)煤直接液化工業(yè)示范裝置的工程建設(shè)、運(yùn)行、效益、市場(chǎng)作了深入細(xì)致的分析,說明經(jīng)濟(jì)性顯著的煤直接液化項(xiàng)目在神華大規(guī)模發(fā)展必要性。通過五種競(jìng)爭(zhēng)力模型對(duì)中國能源結(jié)構(gòu)進(jìn)行了研究,以SWOT模型分析了神華煤直接液化發(fā)展的優(yōu)劣勢(shì)及機(jī)會(huì)威脅,形成了關(guān)于煤直接液化制油產(chǎn)業(yè)前景即煤制油中長(zhǎng)期計(jì)劃,明確了神華煤制油的發(fā)展方向,將排列的各種環(huán)境因素相互匹配起來加以組合,得出一系列適合神華的可選擇對(duì)策。提出了神華煤直接液化發(fā)展總體戰(zhàn)略目標(biāo),明確了總體戰(zhàn)略思路,進(jìn)而推出了神華集團(tuán)實(shí)現(xiàn)煤直接液化發(fā)展主要戰(zhàn)略任務(wù)。
[Abstract]:China's energy resources are characterized by "more coal, less oil, less gas". Coal resources are the main energy resources in China. China's energy security problems are becoming increasingly serious. Energy is a strategic resource for economic development, and oil imports are increasing year by year. Today's dependence on foreign affairs is 55.2, which has surpassed that of the United States. Energy is the decisive resource to support the healthy development of China's economy. However, the growing energy demand, the relatively fragile energy supply and the lagging development of energy security policy guarantee system pose a serious threat to China's energy security. Therefore, the substitution of oil from coal to oil helps to ensure energy security. This paper systematically analyzes the present situation of China's energy resources, the macro, economic, technical feasibility of China's development of coal to oil, and the motivation and ability of Shenhua Group to develop coal to oil, through the comparison of non-oil and gas resources, biomass fuels and coal as substitutes for petroleum. A comprehensive comparative analysis of direct and indirect liquefaction projects for coal production, an analysis of Shenhua's diversified expansion strategy, and an engineering construction, operation and benefit of Shenhua Group's first demonstration plant for direct liquefaction of one million tons of coal in the world, The market analysis shows that it is necessary to develop the coal direct liquefaction project in Shenhua. The energy structure of China is studied through five competitive power models, and the advantages and disadvantages of the development of direct coal liquefaction of Shenhua are analyzed with SWOT model, and the prospect of direct coal liquefaction for oil production is formed, that is, the medium and long term plan of coal to oil production. The development direction of Shenhua coal oil production is clarified and the various environmental factors arranged together are matched together and a series of selectable countermeasures suitable for Shenhua are obtained. The general strategic goal of direct coal liquefaction development of Shenhua coal is put forward, the overall strategic thinking is clarified, and the main strategic task of realizing direct coal liquefaction development in Shenhua Group is put forward.
