【摘要】：全球經(jīng)濟一體化和國際分工的日益深入推動了遼寧裝備制造業(yè)集群的形成與發(fā)展。全球化所帶來的不僅是機遇，，還帶來了種種挑戰(zhàn)，遼寧裝備制造業(yè)集群需要積極融入到全球制造業(yè)生產(chǎn)網(wǎng)絡之中，互動合作，從而實現(xiàn)不斷的創(chuàng)新和升級。全球價值鏈這一理論工具，為遼寧裝備制造業(yè)集群參與全球競爭，提供了新的思路。 遼寧裝備制造業(yè)是遼寧經(jīng)濟發(fā)展的基礎(chǔ)性行業(yè)，也是遼寧工業(yè)體系的中堅力量，因此，怎樣讓裝備制造業(yè)更加持續(xù)的從更高層次的方向發(fā)展，對于帶動遼寧其他行業(yè)的發(fā)展乃至整個遼寧經(jīng)濟社會的發(fā)展都是十分重要的。當然，現(xiàn)階段，遼寧裝備制造業(yè)在取得了一定的發(fā)展成果的情況下，也存在著許多問題、面臨著諸多挑戰(zhàn)，如核心企業(yè)在全球價值鏈上沒有取得主動權(quán)，高端技術(shù)匱乏使得大多數(shù)企業(yè)被鎖定在價值鏈的低端，難以取得突破等等，這些都制約著遼寧裝備制造業(yè)在更高水平上發(fā)展。對此，在國家層面上，我國政府重點發(fā)展的“七大戰(zhàn)略性新興產(chǎn)業(yè)新興”中就包括了高端裝備制造業(yè)，足見對發(fā)展裝備制造業(yè)的重視，在遼寧政府層面，也推出了與裝備制造業(yè)相關(guān)的一系列政策措施，這些都為遼寧裝備制造業(yè)的持續(xù)發(fā)展提供了動力支持。 本文首先從理論上梳理了全球價值鏈理論和全球化視角的產(chǎn)業(yè)集群理論，做了一個較為詳盡的解釋，并對裝備制造業(yè)集群做了一個簡單的介紹，并從全球價值鏈視角下遼寧裝備制造業(yè)集群所處的相對地位出發(fā)，構(gòu)建全球價值鏈下產(chǎn)業(yè)集群升級的路徑模型，分析各個要素及其運行機制。提出產(chǎn)業(yè)集群升級是由集群式創(chuàng)新、集群學習、全球價值鏈的嵌入、社會資本和以產(chǎn)業(yè)集群升級為導向的公共政策共同作用的結(jié)果。同時，分析了遼寧裝備制造業(yè)集群的發(fā)展現(xiàn)狀，以及發(fā)展中出現(xiàn)的問題，利用區(qū)位商法，找出現(xiàn)有的產(chǎn)業(yè)集群發(fā)展優(yōu)勢，提出未來的發(fā)展方向以及產(chǎn)業(yè)布局，分析在在全球價值鏈視角下，遼寧裝備制造業(yè)集群所面臨的升級壓力。最后，闡述在全球價值鏈視角下遼寧省裝備制造業(yè)集群發(fā)展的具體對策。 總之，通過運用全球價值鏈這一經(jīng)濟學分析工具，將其應用到產(chǎn)業(yè)集群升級問題中，以期對遼寧裝備制造業(yè)集群的升級提供參考。
[Abstract]:The global economic integration and international division of labor promote the formation and development of Liaoning equipment manufacturing cluster. Globalization brings not only opportunities, but also challenges. Liaoning equipment manufacturing cluster needs to be actively integrated into the global manufacturing production network, interactive cooperation, so as to achieve continuous innovation and upgrading. The theoretical tool of global value chain provides a new idea for Liaoning equipment manufacturing cluster to participate in global competition. Liaoning's equipment manufacturing industry is the basic industry of Liaoning's economic development, and also the backbone of Liaoning's industrial system. Therefore, how to make the equipment manufacturing industry develop more sustainably from a higher level, It is very important to drive the development of other industries and even the economic and social development of Liaoning. Of course, at the present stage, the Liaoning equipment manufacturing industry has achieved some development results, but there are also many problems and challenges, such as the core enterprises in the global value chain did not take the initiative. Lack of high-end technology makes most enterprises locked in the low end of the value chain, difficult to achieve breakthroughs, which restrict the Liaoning equipment manufacturing industry in a higher level of development. In this regard, at the national level, the "emerging seven strategic emerging industries" that our government focuses on developing include the high-end equipment manufacturing industry. This shows the importance attached to the development of the equipment manufacturing industry. At the level of the Liaoning government, A series of policies and measures related to the equipment manufacturing industry have also been put forward, which provide impetus for the sustainable development of the equipment manufacturing industry in Liaoning Province. In this paper, the theory of global value chain and the theory of industrial cluster from the perspective of globalization are reviewed in theory, and a detailed explanation is given, and a brief introduction to the cluster of equipment manufacturing industry is also given in this paper. Based on the relative status of Liaoning equipment manufacturing cluster in the perspective of global value chain, this paper constructs a path model of industrial cluster upgrading under global value chain, and analyzes each element and its operation mechanism. It is pointed out that industrial cluster upgrading is the result of collective innovation, cluster learning, embedding of global value chain, social capital and public policy oriented by industrial cluster upgrading. At the same time, the paper analyzes the present situation of Liaoning equipment manufacturing industry cluster and the problems in the development, uses the location quotient law, finds out some advantages of the industrial cluster development, and puts forward the future development direction and industrial layout. This paper analyzes the upgrading pressure of Liaoning equipment manufacturing cluster from the perspective of global value chain. Finally, the paper expounds the specific countermeasures for the development of Liaoning equipment manufacturing cluster from the perspective of global value chain. In a word, by using the global value chain as an economic analysis tool, the paper applies it to the upgrading of industrial clusters in order to provide a reference for the upgrading of Liaoning equipment manufacturing clusters.
