向國際組織輸送人才:來自瑞士的經(jīng)驗與啟示

【摘要】:21世紀(jì),國際組織的全球影響力與日俱增,向國際組織輸送人才日益成為主權(quán)國家提升本國國際話語權(quán)、參與國際規(guī)則制定的重要途徑。"促使瑞士公民在國際組織中保持盡量高與盡量多的職位"是瑞士一直奉行的核心外交政策之一。本文從瑞士政府的高層支持、吸引國際組織落戶的總部策略、民間機構(gòu)的就業(yè)服務(wù)三方面對瑞士有計劃、有目的地輸送本國人才到國際組織任職的成功經(jīng)驗進(jìn)行分析,并結(jié)合我國實際國情對我國向國際組織輸送人才提出建議。
[Abstract]:In the 21st century, the global influence of international organizations is growing day by day, and sending talents to international organizations has increasingly become an important way for sovereign states to enhance their international discourse and participate in international rulemaking. " Keeping Swiss citizens in as high and as many positions as possible in international organizations is one of Switzerland's core foreign policies. This paper analyzes the successful experience of Switzerland from three aspects: the high-level support of the Swiss government, the headquarter strategy of attracting international organizations, and the employment services of private organizations. In addition, some suggestions are put forward to transfer talents to international organizations according to the actual situation of our country.
