【摘要】：目前世界各國都將面臨一個共同的問題,那就是人口老齡化。由于科技水平的不斷提高以及現(xiàn)代醫(yī)療水平的不斷發(fā)展,人的生命被相對延長,人口老齡化成了不可避免的趨勢,民辦養(yǎng)老院開始走入人們的視線中,逐漸獲得了人們的認(rèn)可,幫政府分擔(dān)了養(yǎng)老壓力。然而,在面對如何引導(dǎo)我國民辦養(yǎng)老機構(gòu)發(fā)展的情況,由于我國政府對于該行業(yè)的認(rèn)識還不夠全面,因此存在著弱化責(zé)任的問題,這就導(dǎo)致了我國民辦養(yǎng)老機構(gòu)在建設(shè)方面較落后。伴隨著我國老年人口的增加,我國公民對于養(yǎng)老的需求也就越來越大,同時養(yǎng)老的要求也在逐步提高,面對社會的養(yǎng)老需求,我國民辦養(yǎng)老機構(gòu)開始步入穩(wěn)定的發(fā)展時期,民辦養(yǎng)老機構(gòu)不僅數(shù)量增加,并且養(yǎng)老機構(gòu)內(nèi)部的設(shè)施也得到了更新?lián)Q代。但是,由于我國政府不能夠很好的引導(dǎo)民辦養(yǎng)老機構(gòu)的發(fā)展,因此,我國民辦養(yǎng)老機構(gòu)仍舊存在著發(fā)展的困境,例如專業(yè)人才的匱乏、政策落實的不到位、缺乏嚴(yán)格的監(jiān)督管理等。所以要想讓我國的民辦養(yǎng)老機構(gòu)在當(dāng)前人口老齡化的大環(huán)境下得到良好的發(fā)展,這就需要我國政府對民辦養(yǎng)老機構(gòu)進(jìn)行扶持與領(lǐng)導(dǎo)。本文共分五章,第一章簡要介紹了本文的研究背景以及研究目的,并且對近年來國內(nèi)外有關(guān)于該問題的解析進(jìn)行了文獻(xiàn)綜述;第二章簡要介紹了民辦養(yǎng)老機構(gòu)當(dāng)前發(fā)展的基本情況以及趨勢,分析了我國民辦養(yǎng)老機構(gòu)存在的必要性以及政府在引導(dǎo)民辦養(yǎng)老機構(gòu)發(fā)展過程中所存在的問題;第三章以X養(yǎng)老機構(gòu)為典型案例著手,從服務(wù)內(nèi)容、組織架構(gòu)以及人力資源三方面進(jìn)行探析,了解民辦養(yǎng)老機構(gòu)在發(fā)展過程中所遭遇到的困境;第四章借鑒美國、英國以及德國三個國家的民辦養(yǎng)老機構(gòu)的發(fā)展,找出適用于我國的經(jīng)驗啟示;第五章從現(xiàn)實的角度出發(fā),對于強化民辦養(yǎng)老機構(gòu)中的政府責(zé)任提出對策建議。本研究以促進(jìn)我國民辦養(yǎng)老機構(gòu)的健康發(fā)展為主題,探討其中的政府責(zé)任,為強化政府管理提出對策建議。
[Abstract]:At present, the world will face a common problem, that is, aging population. With the continuous improvement of science and technology and the continuous development of modern medical treatment, human life has been relatively prolonged, and the aging of the population has become an inevitable trend. Private nursing homes have begun to enter people's attention and gradually gained people's recognition. Helping the government share the burden of retirement. However, in the face of how to guide the development of private pension institutions in our country, because our government's understanding of the industry is not comprehensive enough, there is a problem of weakening responsibility. This led to the construction of private pension institutions in China is relatively backward. With the increase of the elderly population in our country, the demand of our citizens for the aged is also increasing, and the demand for the aged is also gradually increasing. In the face of the social demand for the aged, the private pension institutions in our country have begun to enter a stable period of development. Private pension institutions not only increase in number, and the facilities within pension institutions have also been upgraded. However, because our government can not guide the development of the private pension institutions, there are still difficulties in the development of the private pension institutions, such as the lack of professional personnel, the implementation of the policy is not in place. Lack of strict supervision and management. Therefore, in order to make the private pension institutions in our country in the current population aging environment to get a good development, it is necessary for our government to support and lead the private pension institutions. This paper is divided into five chapters. The first chapter briefly introduces the research background and purpose of this paper, and has a literature review on the analysis of this problem at home and abroad in recent years; The second chapter briefly introduces the basic situation and trend of the current development of the private pension institutions, analyzes the necessity of the existence of private pension institutions in China and the problems existing in the process of the government guiding the development of the private pension institutions. The third chapter takes X pension institution as a typical case, from service content, organizational structure and human resources to explore the difficulties encountered by private pension institutions in the process of development; The fourth chapter draws lessons from the development of private pension institutions in the United States, Britain and Germany, and finds out the experience and enlightenment applicable to our country. Chapter five, from the perspective of reality, puts forward countermeasures and suggestions to strengthen the government responsibility in private pension institutions. This study focuses on promoting the healthy development of private pension institutions in China, discusses the responsibility of the government, and puts forward countermeasures and suggestions for strengthening the management of the government.
