【摘要】：精準(zhǔn)扶貧是落實(shí)和貫徹《中國農(nóng)村扶貧開發(fā)綱要(2011-2020)》提出的關(guān)于新十年扶貧總體目標(biāo)和重要任務(wù)的關(guān)鍵環(huán)節(jié),也是解決貧困問題實(shí)現(xiàn)共同富裕的必然需要。加強(qiáng)農(nóng)村人力資源開發(fā)對推動精準(zhǔn)扶貧工作具有重大的戰(zhàn)略意義和現(xiàn)實(shí)意義。本文通過對精準(zhǔn)扶貧工作和農(nóng)村人力資源之間的關(guān)系進(jìn)行研究和分析,肯定了目前精準(zhǔn)扶貧工作取得的一系列顯著成就,同時發(fā)現(xiàn)農(nóng)村人口素質(zhì)偏低、農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)分布不均、農(nóng)村人力資源開發(fā)機(jī)制不健全等現(xiàn)實(shí)問題,為此提出扶貧工作應(yīng)強(qiáng)化農(nóng)村基礎(chǔ)教育和技能培養(yǎng)工作、完善農(nóng)村產(chǎn)業(yè)結(jié)構(gòu)、加強(qiáng)農(nóng)村人力資源開發(fā)的管理等對策。
[Abstract]:Precision poverty alleviation is not only the key link of implementing and implementing the overall goal and important task of poverty alleviation in the new decade as proposed in the outline of China's Rural Poverty Alleviation and Development (2011-2020), but also the inevitable need to solve the problem of poverty and achieve common prosperity. Strengthening the development of rural human resources is of great strategic and practical significance in promoting precision poverty reduction. Through the research and analysis of the relationship between precision poverty alleviation and rural human resources, this paper confirms a series of remarkable achievements in precision poverty alleviation, and finds that the quality of rural population is on the low side and the distribution of rural industrial structure is uneven. The mechanism of rural human resources development is not perfect and so on. Therefore, the paper puts forward some countermeasures such as strengthening rural basic education and skills training, perfecting the rural industrial structure and strengthening the management of rural human resources development.
