【摘要】：產(chǎn)業(yè)政策的調(diào)整,掀起了產(chǎn)業(yè)整合浪潮,通過多重整合,構(gòu)建起了以核心企業(yè)為鏈主,從屬不同節(jié)點(diǎn)企業(yè)的區(qū)域產(chǎn)業(yè)鏈。由于治理缺位,節(jié)點(diǎn)企業(yè)的敗德行為、信息不能共享等問題十分突出,節(jié)點(diǎn)企業(yè)的自利嚴(yán)重影響了產(chǎn)業(yè)鏈的穩(wěn)定發(fā)展。本文立足于青藏地區(qū)旅游產(chǎn)業(yè)鏈的實(shí)際,架構(gòu)理論模型,探討人際信任、信息共享、專用性資產(chǎn)投資、制度信任、產(chǎn)業(yè)鏈信任之間的關(guān)系。在實(shí)證研究中發(fā)現(xiàn),人際信任對(duì)產(chǎn)業(yè)鏈信任正向作用非常顯著;人際信任與信息共享、制度信任、專用性資產(chǎn)投資存在著顯著的正向關(guān)系;制度信任對(duì)信息共享的正向影響非常顯著;專用性資產(chǎn)對(duì)信息共享、制度信任產(chǎn)生顯著的正向作用。最后提出政策建議:旅游產(chǎn)業(yè)鏈人際信任機(jī)制的建立,必須根據(jù)產(chǎn)業(yè)鏈上節(jié)點(diǎn)企業(yè)間的協(xié)同運(yùn)作機(jī)制,構(gòu)建一種交往的范式,節(jié)點(diǎn)企業(yè)間要突破企業(yè)的邊界,積極創(chuàng)建領(lǐng)導(dǎo)層面的互訪和協(xié)作行動(dòng)的平臺(tái);信息共享機(jī)制的建立從信息共享的程度開始,建立信息共享程度的信任評(píng)價(jià)手段,當(dāng)信任關(guān)系逐步建立起來時(shí),信息共享上升到選擇性信息共享階段,直至情感信息的共享;對(duì)制度結(jié)構(gòu)而言,要建立監(jiān)控機(jī)制、反饋機(jī)制、契約機(jī)制、認(rèn)證機(jī)制和合作規(guī)范;專用性資產(chǎn)投資機(jī)制應(yīng)該建立在節(jié)點(diǎn)企業(yè)的人際信任基礎(chǔ)上,通過人際信任機(jī)制拉動(dòng)旅游產(chǎn)業(yè)鏈實(shí)物資產(chǎn)的內(nèi)部小規(guī)模整合和投資,建立跨企業(yè)邊界的管理團(tuán)隊(duì),并且在管理團(tuán)隊(duì)的協(xié)同作用下,建立一體化服務(wù)的響應(yīng)隊(duì)伍,積極探討產(chǎn)業(yè)鏈整體的人力資源合作開發(fā)的新途徑,建立人才庫,架構(gòu)產(chǎn)業(yè)鏈的人才激勵(lì)機(jī)制和選聘機(jī)制,同時(shí)在制度信任的框架下,形成人才共享機(jī)制。
[Abstract]:The adjustment of industrial policy sets off a wave of industrial integration. Through multiple integration, a regional industrial chain with core enterprises as the main chain and subordinate enterprises with different nodes is constructed. Due to the lack of governance, the moral behavior of the node enterprises and the information sharing, the self-interest of the node enterprises seriously affects the steady development of the industrial chain. Based on the reality of tourism industry chain in Qinghai-Tibet region, this paper discusses the relationship between interpersonal trust, information sharing, specific asset investment, institutional trust and industry chain trust. In the empirical study, it is found that interpersonal trust has a significant positive effect on industry chain trust, interpersonal trust has a significant positive relationship with information sharing, institutional trust, and specific asset investment. Institutional trust has a significant positive effect on information sharing, and specialized assets have a significant positive effect on information sharing. Finally, the paper puts forward some policy suggestions: the establishment of interpersonal trust mechanism in tourism industry chain must be based on the cooperative operation mechanism among node enterprises in the industry chain, and a kind of communication paradigm should be constructed, and the boundary of enterprises should be broken through among node enterprises. The establishment of information sharing mechanism starts with the degree of information sharing, and establishes the means of trust evaluation of information sharing degree, when the trust relationship is gradually established, The information sharing goes up to the stage of selective information sharing until the emotional information is shared, for the system structure, the monitoring mechanism, the feedback mechanism, the contract mechanism, the authentication mechanism and the cooperation standard should be established. The investment mechanism of specialized assets should be based on the interpersonal trust of nodal enterprises, and promote the integration and investment of the real assets of tourism industry chain on a small scale through the interpersonal trust mechanism, and establish a management team that crosses the boundaries of the enterprises. And under the cooperation of the management team, the response team of integrated service should be set up, and the new ways of cooperation and development of human resources in the whole industry chain should be explored, the talent pool should be established, and the talent incentive mechanism and the selection and employment mechanism of the industry chain should be constructed. At the same time, in the framework of institutional trust, the formation of talent sharing mechanism.
