【摘要】：目的:探討醫(yī)院物質(zhì)資源和人力資源同其產(chǎn)出能力間的數(shù)理關(guān)系,以探索現(xiàn)有的醫(yī)院法人治理制度對(duì)醫(yī)院產(chǎn)出的影響,試圖為構(gòu)建現(xiàn)代醫(yī)院法人治理制度提供實(shí)證依據(jù)。方法:利用C-D生產(chǎn)函數(shù)將現(xiàn)代醫(yī)院所占用的資源轉(zhuǎn)化成產(chǎn)出能力。結(jié)果:利用C-D生產(chǎn)函數(shù)建立模型,依托統(tǒng)計(jì)數(shù)據(jù)對(duì)醫(yī)院分析不同人力投入對(duì)醫(yī)院產(chǎn)出效率的影響。結(jié)論:通過(guò)分析得到醫(yī)院用于在人力方面的投入小于政府對(duì)衛(wèi)生投資總額的1/3,政府對(duì)衛(wèi)生投資總額的2/3用于物力方面的投入,我國(guó)醫(yī)療衛(wèi)生領(lǐng)域醫(yī)院投入產(chǎn)出的現(xiàn)狀與模型擬合的結(jié)果正好相反,即ab,這說(shuō)明政府舉辦的醫(yī)院對(duì)醫(yī)技人力的投入對(duì)產(chǎn)出所做的貢獻(xiàn)小于其物力投入對(duì)產(chǎn)出做的貢獻(xiàn),間接說(shuō)明了我國(guó)政府舉辦的醫(yī)院用于醫(yī)技人力方面投資不足,正好說(shuō)明醫(yī)技人員在提供醫(yī)療服務(wù)的過(guò)程中尋租行為的發(fā)生。
[Abstract]:Objective: to explore the mathematical relationship between the material and human resources of hospital and its output ability in order to explore the influence of the existing hospital corporate governance system on hospital output and to provide an empirical basis for the construction of modern hospital corporate governance system. Methods: C-D production function was used to transform the resources occupied by modern hospitals into productive capacity. Results: the C-D production function was used to establish the model and to analyze the effect of different manpower input on hospital output efficiency based on statistical data. Conclusion: the results show that the human resources of hospitals are less than one third of the total amount of government investment in health, and two thirds of the total amount of government investment in health is spent on material resources. The current situation of hospital input-output in the field of medical and health in our country is just opposite to the result of model fitting, that is, ab, which shows that the contribution of government sponsored hospital to the output of medical technical manpower is less than that of its material input to output. The indirect explanation is that the hospitals run by our government have insufficient investment in medical technical manpower, which indicates the rent-seeking behavior of medical technicians in the process of providing medical services.
