【摘要】：目的了解京郊鄉(xiāng)鎮(zhèn)衛(wèi)生院衛(wèi)生服務可及性現(xiàn)狀,分析基層衛(wèi)生人力資源對服務可及性的影響,并提出相應的建議。方法采用分層抽樣與目的抽樣結合的方法,對北京市5個遠郊區(qū)縣15個鄉(xiāng)鎮(zhèn)的21名醫(yī)務人員以及11名患者進行關鍵知情人訪談。結果鄉(xiāng)鎮(zhèn)衛(wèi)生院人員隊伍不穩(wěn)定、專業(yè)人員缺乏、人員編制有限以及梯隊不合理對衛(wèi)生服務可及性產(chǎn)生直接的影響。結論從滿足人員基本需求、配備專業(yè)技術人員、科學制定人員編制以及合理配置人員梯隊4個方面改善基層衛(wèi)生人才隊伍建設,從而提高衛(wèi)生服務可及性。
[Abstract]:Objective to understand the status quo of health service accessibility in township health centers in Beijing suburb, analyze the influence of human resources on service accessibility, and put forward some suggestions. Methods 21 medical personnel and 11 patients were interviewed by stratified sampling and objective sampling in 15 villages and towns in 5 suburbs of Beijing. Results the unstable staff, lack of professional staff, limited staffing and unreasonable echelon had a direct impact on the accessibility of health services. Conclusion to improve the construction of grass roots health personnel team from four aspects: meeting the basic needs of personnel, equipping professional and technical personnel, making scientific personnel establishment and arranging personnel echelons reasonably, so as to improve the accessibility of health service.
