【摘要】：分級(jí)教育是人力資本的代理變量,對(duì)發(fā)達(dá)地區(qū)而言,勞動(dòng)力的高等教育水平對(duì)地區(qū)經(jīng)濟(jì)增長具有積極影響,高級(jí)人力資本通過自主創(chuàng)新和模仿創(chuàng)新提高全要素生產(chǎn)率,中級(jí)人力資本在地區(qū)經(jīng)濟(jì)發(fā)展中暫未發(fā)揮積極作用;欠發(fā)達(dá)地區(qū)中、高級(jí)人力資本對(duì)經(jīng)濟(jì)增長的作用均不明顯。高級(jí)人力資本在第一產(chǎn)業(yè)中并未發(fā)揮正外部性,對(duì)第二產(chǎn)業(yè)生產(chǎn)率的提高作用顯著,而中級(jí)人力資本在第三產(chǎn)業(yè)中的追趕效應(yīng)尚不明顯。應(yīng)根據(jù)地區(qū)經(jīng)濟(jì)特點(diǎn)對(duì)各種人力資源的需求,優(yōu)化地區(qū)教育結(jié)構(gòu)、完善分級(jí)教育管理體制、構(gòu)建終生教育體系、建立技術(shù)資源共享平臺(tái),實(shí)現(xiàn)人才結(jié)構(gòu)與地區(qū)經(jīng)濟(jì)結(jié)構(gòu)相匹配,發(fā)揮技術(shù)創(chuàng)新的經(jīng)濟(jì)效用,提高各地區(qū)經(jīng)濟(jì)發(fā)展速度。
[Abstract]:The hierarchical education is the agent variable of human capital. For the developed areas, the higher education level of the labor force has a positive impact on the regional economic growth. The advanced human capital improves the total factor productivity through independent innovation and imitation innovation, and the intermediate human capital has not played a positive role in the regional economic development. The effect of advanced human capital on economic growth is not obvious. The higher human capital does not play positive externality in the first industry, and it has a significant effect on the productivity of the second industry, while the pursuit effect of the intermediate human capital in the third industry is not yet obvious. The structure of education, the improvement of the management system of graded education, the construction of a lifelong education system, the establishment of a sharing platform for technical resources, the matching of the structure of talent and the economic structure of the region, the economic utility of technological innovation and the improvement of the speed of economic development in all regions.
