【摘要】:在城鄉(xiāng)學(xué)校一體化管理改革的過程中,學(xué)校組織關(guān)系呈現(xiàn)復(fù)雜同組織模式和組織鏈模式兩種模式。復(fù)雜同組織模式系統(tǒng)性特征鮮明,能夠滿足多重需要,有利于驅(qū)動(dòng)一體化雙方深度投入,改革路徑較為清晰明確,利于長效發(fā)展,政策成本較高。因此該模式在推行過程中自上而下的路徑特征鮮明,自主性逐漸凸現(xiàn),重點(diǎn)在組織結(jié)構(gòu)調(diào)整和制度建設(shè),難點(diǎn)在文化沖突和重建,同時(shí)需要構(gòu)建資源統(tǒng)籌體系。組織鏈模式是需求誘致,依托非轉(zhuǎn)型性變革切入,動(dòng)力不均衡,單方面獲利特征明顯,政策前景不明朗,可能造成長效影響缺失,政策成本較低,易于推行。因此該模式在實(shí)踐中應(yīng)該自上而下與自下而上相結(jié)合,重點(diǎn)在人力資源建設(shè)和核心業(yè)務(wù)溝通,難點(diǎn)在組織鏈中溝通機(jī)制的建立,激活與喚醒資源輸入校內(nèi)生需求,推動(dòng)學(xué)校內(nèi)涵式發(fā)展。
[Abstract]:In the process of the reform of the integrated management of urban and rural schools, the organizational relationship of schools presents two modes: complex and organization chain. The systematic characteristics of the complex and same organization model are distinct, which can meet the needs of multiple demands, help to drive the deep investment of both sides of integration, the reform path is clear and clear, conducive to long-term development, and the policy cost is high. Therefore, in the process of implementing this model, the characteristics of top-down path are distinct, autonomy gradually emerges, the emphasis is on the adjustment of organizational structure and system construction, the difficulty lies in the cultural conflict and reconstruction, and the overall system of resources is needed to be constructed at the same time. The organizational chain model is induced by demand, relying on non-transformative changes, unbalanced power, obvious characteristics of unilateral profit, uncertain policy prospects, which may lead to lack of long-term effect, low policy cost and easy to implement. Therefore, this model should be combined with top-down and bottom-up in practice, with emphasis on human resource construction and core business communication. The difficulty lies in the establishment of communication mechanism in the organizational chain, and the activation and arousal of resource input into campus students' needs. Promote the development of school connotation.
