【摘要】:在經(jīng)濟(jì)全球化的今天,人才已成為各國(guó)爭(zhēng)奪的核心戰(zhàn)略性資源,而人才的競(jìng)爭(zhēng)本質(zhì)上是人才生態(tài)環(huán)境的競(jìng)爭(zhēng)。中國(guó)人才流失問題一向嚴(yán)重,優(yōu)化中國(guó)的人才生態(tài)環(huán)境,對(duì)中國(guó)發(fā)展至關(guān)重要。本文以生態(tài)系統(tǒng)理論為基礎(chǔ),在梳理現(xiàn)有的人力資源生態(tài)系統(tǒng)指標(biāo)體系基礎(chǔ)上,建立了基于生態(tài)系統(tǒng)理論的人才生態(tài)環(huán)境評(píng)價(jià)指標(biāo)體系初始模型。之后通過實(shí)證研究,對(duì)模型進(jìn)行了優(yōu)化。最終,本文確立了包含4個(gè)二級(jí)指標(biāo)以及10個(gè)三級(jí)指標(biāo)的人才生態(tài)環(huán)境評(píng)價(jià)指標(biāo)體系。根據(jù)該體系,可以全面地反映本地區(qū)人才生態(tài)環(huán)境建設(shè)中的問題,從而為合理的解決這些問題和優(yōu)化整個(gè)人才生態(tài)環(huán)境提供科學(xué)可靠的決策依據(jù)。同時(shí),本文在研究時(shí)還引入時(shí)間系統(tǒng)進(jìn)行評(píng)價(jià),提出要能夠識(shí)別出處在不同職業(yè)生涯發(fā)展階段的人才的特點(diǎn)和需求,從而更好的建設(shè)人才生態(tài)環(huán)境,吸引并留住人才。
[Abstract]:Nowadays, with the economic globalization, talents have become the core strategic resources of all countries, and the competition of talents is essentially the competition of the ecological environment of talents. China's brain drain has always been a serious problem. Optimizing China's talent ecological environment is of great importance to China's development. Based on the theory of ecosystem and combing the existing index system of human resource ecosystem, this paper establishes the initial model of human resource ecological environment evaluation index system based on ecosystem theory. Then the model is optimized by empirical research. Finally, this paper establishes a talent ecological environment evaluation index system which includes 4 secondary indexes and 10 tertiary indexes. According to this system, the problems in the construction of ecological environment of local talents can be reflected comprehensively, thus providing a scientific and reliable decision basis for reasonably solving these problems and optimizing the ecological environment of talents. At the same time, this paper also introduces the time system to evaluate, and proposes to identify the characteristics and needs of talents in different career development stages, so as to better build the ecological environment of talent, attract and retain talent.
