新疆兵團(tuán)某墾區(qū)醫(yī)療集團(tuán)基層醫(yī)療衛(wèi)生機(jī)構(gòu)人力資源現(xiàn)狀分析及對(duì)策

【摘要】:目的:了解和分析兵團(tuán)某墾區(qū)醫(yī)療集團(tuán)基層醫(yī)療衛(wèi)生機(jī)構(gòu)人力資源現(xiàn)狀,針對(duì)存在的困難與問(wèn)題提出相應(yīng)的對(duì)策,為加強(qiáng)醫(yī)療集團(tuán)內(nèi)部管理和制定基層醫(yī)療衛(wèi)生機(jī)構(gòu)中短期人力資源規(guī)劃提供依據(jù)。方法:通過(guò)查詢新疆兵團(tuán)衛(wèi)生事業(yè)發(fā)展報(bào)告、第六師衛(wèi)生統(tǒng)計(jì)年報(bào)和醫(yī)療集團(tuán)人事數(shù)據(jù)年報(bào),建立某墾區(qū)醫(yī)療集團(tuán)基層醫(yī)療衛(wèi)生機(jī)構(gòu)人力資源數(shù)據(jù)庫(kù),對(duì)數(shù)據(jù)進(jìn)行統(tǒng)計(jì)分析,通過(guò)訪談法和問(wèn)卷調(diào)查收集某醫(yī)療集團(tuán)基層醫(yī)療衛(wèi)生人員對(duì)醫(yī)療集團(tuán)的培訓(xùn)狀況、薪酬?duì)顩r、職業(yè)環(huán)境的主觀評(píng)價(jià),通過(guò)分析找出存在的問(wèn)題并提出意見(jiàn)和建議。結(jié)果:2015年,醫(yī)療集團(tuán)基層醫(yī)療衛(wèi)生機(jī)構(gòu)共有衛(wèi)生專業(yè)技術(shù)人員223人。其中臨床醫(yī)療和護(hù)理專業(yè)分別占28.7%和43.95%;公共衛(wèi)生專業(yè)僅占2.69%;女性占76.68%;50歲以上人數(shù)占25.11%;大專、高中/中專學(xué)歷分別占到47.09%和43.05%;本科學(xué)歷僅為4.48%。初級(jí)和中級(jí)職稱分別占到65.47%和20.18%,無(wú)職稱占到11.66%,副高級(jí)職稱僅占2.69%,且40歲(含40歲)以上專業(yè)技術(shù)人員以初級(jí)職稱為主,占34.95%,中級(jí)職稱占14.35%。訪談?dòng)涗浿?有65%的人認(rèn)為績(jī)效考核制度中績(jī)效工資分配方案需要調(diào)整,15%的人認(rèn)為醫(yī)療集團(tuán)內(nèi)部管理制度需要進(jìn)一步完善;100%的人認(rèn)為醫(yī)療集團(tuán)的成立后,基層衛(wèi)生機(jī)構(gòu)整體的醫(yī)療服務(wù)水平,規(guī)范化、制度化管理方面有了很大的提高。95%的人愿意參加臨床進(jìn)修和理論授課,提高自己的理論知識(shí)和實(shí)踐技能。大多數(shù)人對(duì)自己的工作狀況表示滿意,同時(shí)希望個(gè)人收入能夠得到改善,獲取更多的,公平的職稱晉升機(jī)會(huì)。結(jié)論:隊(duì)伍結(jié)構(gòu)有待進(jìn)一步優(yōu)化、醫(yī)療集團(tuán)內(nèi)基層衛(wèi)生技術(shù)人員總量不足且增長(zhǎng)緩慢、管理制度有待進(jìn)一步完善、需進(jìn)一步改善基層衛(wèi)生技術(shù)人員職業(yè)環(huán)境。要加大政府政策支持,進(jìn)一步完善集團(tuán)內(nèi)部管理制度、轉(zhuǎn)變觀念逐步促進(jìn)基層人員結(jié)構(gòu)合理化發(fā)揮醫(yī)療集團(tuán)優(yōu)勢(shì)、改善基層衛(wèi)生技術(shù)人員職業(yè)環(huán)境。
[Abstract]:Objective: to understand and analyze the present situation of human resources of primary medical and health institutions in a reclamation group of bingtuan, and to put forward corresponding countermeasures against the difficulties and problems. It provides the basis for strengthening internal management of medical group and making medium-and short-term human resource planning of primary-level medical and health institutions. Methods: the human resource database of primary medical and health institutions of a medical group in a reclamation area was set up by consulting the Xinjiang Bingtuan Health Development report, the sixth Division Health Statistics Annual report and the personnel data Annual report of the Medical Group, and the data were statistically analyzed. Through interview and questionnaire survey, the paper collected the subjective evaluation of the training status, salary status and occupational environment of the primary medical and health personnel of a medical group, and found out the existing problems and put forward some opinions and suggestions. Results: in 2015, there were 223 health professionals in primary medical and health institutions of medical group. The clinical medical and nursing specialty accounted for 28.7% and 43.95% respectively; the public health specialty only accounted for 2.69%; the female accounted for 25.11% of the people over the age of 76.68%; the junior college, senior high school / technical secondary school degree accounted for 47.09% and 43.05% respectively; the undergraduate degree was only 4.48%. Primary and intermediate professional titles accounted for 65.47% and 20.18% respectively, non-professional titles accounted for 11.66, deputy senior titles accounted for only 2.69, and professional and technical personnel above 40 years old (including 40 years old) were dominated by primary titles, accounting for 34.95 and 14.3535. In the interview records, 65% of the people think that the performance pay distribution scheme in the performance appraisal system needs to be adjusted. 15% of the people think that the internal management system of the medical group needs to be further improved, and 100% think that after the establishment of the medical group, The whole medical service level, standardization and institutionalization of the primary health care institutions have greatly improved. 95% of the people are willing to take part in clinical studies and theoretical teaching to improve their theoretical knowledge and practical skills. Most people are satisfied with their jobs and hope that their personal income will improve and that they will get more and more fair promotion opportunities. Conclusion: the structure of the team needs to be further optimized, the total amount of basic health technicians in the medical group is insufficient and the growth is slow, the management system needs to be further improved, and the occupational environment of the basic level health technical personnel needs to be further improved. It is necessary to increase government policy support, further improve the internal management system of the group, change the concept and gradually promote the rationalization of the structure of the grass-roots personnel, give play to the advantages of the medical group, and improve the occupational environment of the medical technicians at the grass-roots level.
