【摘要】：政府人才服務(wù)機構(gòu)在提供人力資源公共服務(wù)方面具有天然優(yōu)勢與合理性。多年發(fā)展中,政府人才服務(wù)機構(gòu)一直同時提供公益性與經(jīng)營性兩類人才公共服務(wù),其間不可避免存在一些矛盾,事業(yè)單位分類改革后被定位為公益二類事業(yè)單位。政府人才服務(wù)機構(gòu)目前存在財政撥款不足、員工缺乏激勵、服務(wù)質(zhì)量與成效不高等困境。可以從事企分離、加大財政投入、推行社會購買等方面進(jìn)行改革。
[Abstract]:Government talent service institutions have natural advantages and rationality in providing human resources public services. In the years of development, government talent service institutions have been providing public welfare and management of two types of public services, there are inevitably some contradictions, public institutions are classified into the reform of the second class of public welfare institutions. At present, there are some difficulties in the government talent service organization, such as insufficient financial allocation, lack of incentive for staff, low service quality and effectiveness, etc. Can be engaged in the separation of enterprises, increase financial input, social purchase and other aspects of reform.
