【摘要】：目前,全球的經(jīng)濟發(fā)展迅速,整個時代步入了信息化的軌道,無論是國內(nèi)還是個國外,不管是哪一個國家的A空管單位都在市場這個大舞臺里,面臨著競爭局勢的炙熱化,接受著層層考驗,在人力資源的管理工作中,績效考核有著不可替代的位置。當(dāng)下,中國的民用航空業(yè)在發(fā)展程度上令人瞠目結(jié)舌,在我國航空業(yè)的領(lǐng)域里,空管在很大程度上起到了很大的支撐作用,讓我國的航空發(fā)展得到了較好的保障。中國在航空業(yè)發(fā)展趨勢比較突出的便是民用航空運輸飛行這一塊,近年來,隨著時間的推移,空中交通保障任務(wù)越來越重,為了滿足當(dāng)前形勢下空管改革發(fā)展的需要,就必須針對空管的管理模式有相對應(yīng)當(dāng)調(diào)整,這不僅是為了加強管理,更是為我國的民航安全奠定了堅實的基礎(chǔ),要保證空管安全,促進空管健康發(fā)展,就要把發(fā)展導(dǎo)向準(zhǔn)確定位,用績效考核管制工作人員的績效是很有必要的�？冃Э己四壳氨贿\用在各個管制單位,實際操作中績效考核的實施力度、考核過程中所出現(xiàn)的問題依舊很多,本文將根據(jù)管制員績效考核在操作過程中所需要的要求,對管制員的績效考核指標(biāo)拖過管制現(xiàn)場、交流、情景意識和管制質(zhì)量方面進行分析,對管制員績效考核方面的相關(guān)制度進行全面的剖析,然后給出相關(guān)建議,本文列出了A空管單位作為實例研究。當(dāng)前局勢下,要想讓管制員的績效考核有所加強,把科學(xué)的依據(jù)納入管制員的工作評估中去,做好相關(guān)工作的必要性就不言而喻。在空中交通安全的這項工作中,A空管單位作為一個空中交通管理的機構(gòu),為運行水平有著絕對的安全提供著保障性的服務(wù),這是他們工作的理念。民航的安全管理體系建設(shè)工作在各方面不斷的推動前行,績效考核管理工作在A空管單位的工作日程上是比較醒目的,那么A空管單位在當(dāng)前需要解決的問題就是要建立一套績效考核方法,這套方法不僅要科學(xué)、全面、有效,還要考慮到關(guān)于如今績效考核的相關(guān)理論,并根據(jù)每個單位的實際情況而定。在人力資源管理方面,通過分析過程中發(fā)現(xiàn)的問題,研究A空管單位在人力資源管理上的實際問題,融入如今科學(xué)的設(shè)計理論和先進的方法并考慮到A空管單位的現(xiàn)實問題,就決定了新的績效考核的方案必須要能被現(xiàn)在的市場經(jīng)濟法站所接受的。在這個績效考核方案出臺的過程中,要分析清楚一個單位的工作目標(biāo)就要通過目標(biāo)管理的方法著手,并把新的績效考核制度實際操作,對考核結(jié)果所反映出來的相關(guān)問題仔細(xì)研究,并有針對性的采取有效的措施。

In the management of human resources, performance appraisal has an irreplaceable position. At present, the civil aviation industry in China is eye-popping in the development level, in the field of aviation industry in China, To a large extent, air traffic control has played a very important role in supporting the development of China's aviation industry. The most prominent trend in China's aviation industry is that of civil air transport flights. In recent years, with the passage of time, The task of air traffic support is getting heavier and heavier. In order to meet the needs of the reform and development of air traffic control under the current situation, it is necessary to adjust the management mode of air traffic control relatively, not only to strengthen management, It has laid a solid foundation for the safety of civil aviation in China. In order to ensure the safety of air traffic control and promote the healthy development of air traffic control, it is necessary to orient the development to an accurate orientation. It is very necessary to use performance appraisal to control the staff's performance. Performance appraisal is used in various control units at present. In practice, there are still many problems in the implementation of performance appraisal, and there are still many problems in the process of performance appraisal. According to the requirements of controller performance appraisal in the operation process, this paper will analyze the controller's performance appraisal index in the aspects of control scene, communication, situational awareness and control quality. A comprehensive analysis of the controller performance evaluation system, and then give the relevant recommendations, this paper listed A Air Traffic Control Unit as a case study. In the current situation, if you want to strengthen the controller performance appraisal, It is self-evident that the scientific basis should be incorporated into the assessment of the work of the controller. In this work of air traffic safety, the Air Traffic Control Unit serves as an air traffic management body. For the operation level of absolute safety to provide guaranteed services, this is the concept of their work. Civil aviation safety management system construction in all aspects of continuous push ahead, The performance appraisal management work is quite striking in the work schedule of the A air traffic control unit. The problem that the A air traffic control unit needs to solve at present is to establish a set of performance appraisal methods, which should not only be scientific, comprehensive and effective, Also taking into account the relevant theories about today's performance appraisal, and depending on the actual situation of each unit... In the area of human resources management, the problems found in the process of analysis, To study the practical problems in human resource management of A air traffic control unit, to integrate the scientific design theory and advanced methods, and to take into account the practical problems of A air traffic control unit, It is decided that the new performance appraisal scheme must be acceptable to the current market economic law station. In the process of issuing this performance appraisal program, to analyze clearly the work objectives of a unit must be carried out through the method of objective management. And the new performance appraisal system practical operation, the appraisal results reflected by the relevant issues carefully studied, and targeted to take effective measures.
