合肥市社區(qū)社會(huì)組織發(fā)展中的問題與對(duì)策研究

【摘要】:自十八大以來,我國政府高度重視基層組織在社會(huì)發(fā)展中的作用,著力推動(dòng)基層力量的建設(shè)與發(fā)展。在黨的十八屆三中全會(huì)上,我黨再次強(qiáng)調(diào)"激發(fā)社會(huì)組織活力",并于2015年9月由中共中央辦公廳印發(fā)了《關(guān)于加強(qiáng)社會(huì)組織黨的建設(shè)工作的意見(試行)》,對(duì)我國社會(huì)組織黨務(wù)工作者隊(duì)伍建設(shè)進(jìn)行了較為明確的規(guī)劃與部署,將我國社會(huì)組織建設(shè)問題提升至新的戰(zhàn)略性高度。我國現(xiàn)有社會(huì)組織56.1萬個(gè),比2009年增加了近14萬個(gè),其中社會(huì)團(tuán)體29.4萬個(gè),基金會(huì)3736個(gè),民辦非企業(yè)單位26.4萬個(gè),增勢(shì)之猛實(shí)屬罕見。但在這喜人的增勢(shì)背后,社會(huì)組織,尤其是社區(qū)社會(huì)組織在自身綜合實(shí)力、人員素質(zhì)水平、人力資源管理等方面的問題也日益凸顯。根據(jù)我國民政部對(duì)社會(huì)組織的劃分,可將其分為三類,即基金會(huì)、社會(huì)團(tuán)體、民辦非企業(yè)單位,其中后兩者是社區(qū)社會(huì)組織的主要組成部分。社區(qū)社會(huì)組織作為社會(huì)組織中根基最為薄弱、人員需求最緊迫的特殊類別,在組織轉(zhuǎn)型和人力資源管理等方面都缺乏統(tǒng)—的系統(tǒng)化管理模式。同時(shí),又由于其資金來源渠道較為狹窄,僅通過政府購買和基金會(huì)專項(xiàng)資金的支持很難滿足大型服務(wù)項(xiàng)目的人員支出,必須借助—些來自社區(qū)或社會(huì)人士的幫助才能順利進(jìn)行,所以需依賴大量的志愿者和臨時(shí)性人員,在人員管理和資金運(yùn)作方面常常存在漏洞,使得組織經(jīng)費(fèi)收支和社區(qū)居民需求間的矛盾愈演愈烈,亟待解決。本文聚焦于合肥市的社區(qū)社會(huì)組織,通過對(duì)包河區(qū)、蜀山區(qū)、瑤海區(qū)、肥東縣等多家社區(qū)社會(huì)組織的抽樣調(diào)研和實(shí)地訪談,對(duì)我市社區(qū)社會(huì)組織的發(fā)展現(xiàn)狀進(jìn)行相應(yīng)的總結(jié),從外部環(huán)境、人力資源管理、組織運(yùn)行三個(gè)層面分析合肥市社區(qū)社會(huì)組織在發(fā)展過程中所遇困境,并構(gòu)建相應(yīng)的解決途徑。
[Abstract]:Since the 18 National Congress, the Chinese government has attached great importance to the role of grass-roots organizations in social development, and has focused on promoting the construction and development of grass-roots forces at the third Plenary session of the 18 CPC Central Committee. In September 2015, the CPC Central Committee General Office issued the opinions on strengthening the Party Building of Social organizations (on a trial basis). In this paper, we have made a clear plan and arrangement for the construction of party affairs workers in social organizations in our country, which has raised the construction of social organizations to a new strategic height. There are 561,000 existing social organizations in our country. There were nearly 140,000 more than in 2009, including 294,000 social organizations, 3,736 foundations and 264,000 non-enterprise units run by the people. It is rare to increase the strength of social organizations, especially the community social organizations in their own comprehensive strength, personnel quality level. According to the division of the Ministry of Civil Affairs to social organizations, it can be divided into three categories, namely foundations, social organizations, private non-enterprise units. The latter two are the main components of the community social organization. As a social organization, the community social organization has the weakest foundation and the most urgent personnel needs. In the aspects of organizational transformation and human resource management, there is a lack of systematized management model. At the same time, because of its narrow funding sources. Support from government purchases and foundation funds alone is difficult to meet the needs of large service providers and must be supported by some help from the community or the community. Therefore, relying on a large number of volunteers and temporary personnel, there are often loopholes in personnel management and fund operation, which makes the contradiction between the income and expenditure of organizations and the needs of community residents intensified. This paper focuses on the community social organizations in Hefei, through sampling investigation and field interviews of many community social organizations, such as Baohe District, Shushan District, Yaohai District, Feidong County and so on. From the external environment, human resource management and organization operation, the paper analyzes the difficulties encountered by the community social organizations in Hefei in the process of development. And construct the corresponding solution.
