【摘要】:當(dāng)今社會(huì),實(shí)現(xiàn)企業(yè)核心競(jìng)爭(zhēng)力與可持續(xù)發(fā)展的長(zhǎng)遠(yuǎn)目標(biāo)逐漸成為企業(yè)在激烈的競(jìng)爭(zhēng)中得以生存和發(fā)展的重要籌碼。與此同時(shí),人力資源管理已經(jīng)成為了企業(yè)立于不敗之地,實(shí)現(xiàn)上述目標(biāo)的關(guān)鍵。人力資源管理部門的建立主要是基于為公司吸引人才、培養(yǎng)人才、留住人才,激發(fā)人才為公司的建設(shè)和發(fā)展做出突出,重要貢獻(xiàn)。國(guó)有企業(yè)是中國(guó)特色社會(huì)主義制度的突出特色和優(yōu)勢(shì),是公有制經(jīng)濟(jì)的核心載體。隨著經(jīng)濟(jì)的快速發(fā)展,國(guó)有企業(yè)如何在內(nèi)部管理做出相應(yīng)調(diào)整,適應(yīng)國(guó)家政策并對(duì)外部市場(chǎng)變化采取相應(yīng)政策,成為企業(yè)持久健康發(fā)展的關(guān)鍵。本文以HB醫(yī)藥公司人力資源管理情況為例對(duì)國(guó)有外貿(mào)醫(yī)藥企業(yè)進(jìn)行研究。作為中國(guó)大型國(guó)有制藥集團(tuán)的下屬子公司,HB醫(yī)藥公司主營(yíng)業(yè)務(wù)以國(guó)際市場(chǎng)開發(fā)和業(yè)務(wù)推廣為主,銷售業(yè)績(jī)逐年穩(wěn)步增長(zhǎng)。但是,受到制劑藥品創(chuàng)新性不足的制約和生產(chǎn),檢驗(yàn)器械條件等因素的限制,該司主要出口市場(chǎng)為亞洲,非洲以及拉丁美洲等低利潤(rùn)的開放性市場(chǎng)。HB醫(yī)藥公司的進(jìn)一步發(fā)展,迫切需要突破瓶頸,在與民營(yíng)企業(yè)及外資企業(yè)在激烈的競(jìng)爭(zhēng)中搶占?xì)W美管制市場(chǎng)的市場(chǎng)份額。而優(yōu)秀的業(yè)務(wù)人才和管理人才成為該企業(yè)成功實(shí)現(xiàn)中,長(zhǎng)期目標(biāo)的關(guān)鍵因素。通過用統(tǒng)計(jì)分析法對(duì)公司人力資源的年齡、學(xué)歷、職稱等基本情況進(jìn)行了分析,可以看出,HB醫(yī)藥公司有一支以中青年為主,整體素質(zhì)較高的優(yōu)秀人才隊(duì)伍。針對(duì)人力資源管理部門面臨的公司難以留住優(yōu)秀人才、無法有效調(diào)動(dòng)員工工作積極性和員工缺乏長(zhǎng)期培養(yǎng)方案等問題,文章對(duì)問題的成因進(jìn)行分析、研究對(duì)策,并提出下述建議:首先,完善公司用人機(jī)制。公司加大引進(jìn)優(yōu)秀人才,改進(jìn)公司員工的培訓(xùn)方式,并逐步改進(jìn)企業(yè)文化管理。其次,完善約束機(jī)制。改善公司內(nèi)部競(jìng)爭(zhēng)機(jī)制,規(guī)范績(jī)效管理體系和明確監(jiān)督機(jī)制。最后,完善激勵(lì)機(jī)制。在公司中構(gòu)建員工職業(yè)生涯管理體系,同時(shí)豐富物質(zhì)激勵(lì)機(jī)制和建立精神激勵(lì)機(jī)制。雖然HB醫(yī)藥公司在留住人才方面,受到公司所處地理位置、公司體制、行業(yè)發(fā)展情況和國(guó)際經(jīng)濟(jì)環(huán)境等因素的共同制約影響,通過提升人力資源管理部門的管理能力,完善管理機(jī)制,可以有效改善公司在發(fā)展過程中面臨的人力資源管理問題。希望本文提出的管理建議為對(duì)同樣處于醫(yī)藥行業(yè)的國(guó)有外貿(mào)企業(yè)提供人力資源管理提供借鑒和啟示作用。
[Abstract]:In today's society, realizing the long-term goal of core competitiveness and sustainable development of enterprises has gradually become an important bargaining chip for enterprises to survive and develop in the fierce competition. Human resource management has become an invincible enterprise, the key to achieve the above goals. The establishment of human resources management department is mainly based on attracting talent for the company, training talent, retaining talent. The state-owned enterprises are the prominent features and advantages of the socialist system with Chinese characteristics and the core carrier of the public ownership economy. With the rapid development of the economy. How to adjust the internal management of the state-owned enterprises, adapt to the national policies and adopt the corresponding policies to the changes of the external market. This paper takes the human resource management of HB Pharmaceutical Company as an example to study the state-owned foreign trade pharmaceutical enterprises. It is a subsidiary of the large state-owned pharmaceutical group in China. HB Pharmaceutical Company's main business is mainly international market development and business promotion, sales performance has steadily increased year by year. However, it is restricted by the lack of innovation and production of pharmaceutical preparations, testing equipment conditions and other factors. The Division's main export market is Asia, Africa and Latin America, the low-margin open market. HB pharmaceutical company further development, there is an urgent need to break through the bottleneck. In the fierce competition with private enterprises and foreign-funded enterprises in Europe and the United States to seize the market share of the regulatory market, and excellent business personnel and management personnel become the successful realization of the enterprise. Through the statistical analysis of the company's human resources age, educational background, professional title and other basic conditions were analyzed, we can see that there is an HB pharmaceutical company mainly to young and middle-aged.
