【摘要】：農(nóng)村低層次的經(jīng)濟(jì)結(jié)構(gòu)和人力資本積累的嚴(yán)重不足,明顯制約著傳統(tǒng)人力資本對我國農(nóng)業(yè)經(jīng)濟(jì)增長作用的發(fā)揮。而現(xiàn)代信息技術(shù)以其極強的適用性、創(chuàng)新性和融合力已經(jīng)有效的應(yīng)用在我國農(nóng)業(yè)領(lǐng)域。國家統(tǒng)計局和中國互聯(lián)網(wǎng)絡(luò)信息中心的相關(guān)數(shù)據(jù)表明,我國已經(jīng)具備信息技術(shù)發(fā)展的物質(zhì)條件和人力資源條件,因此,利用現(xiàn)代信息技術(shù)改造我國農(nóng)業(yè)已經(jīng)有了可能。信息技術(shù)型人力資本正是在上述背景下應(yīng)運而生的,它作為一種新型的資源性要素,可以實現(xiàn)網(wǎng)絡(luò)間要素流動、資源互換和信息擴散,通過改變知識的傳播速度、存儲速度和存儲量,提高人的知識和能力,進(jìn)而提升生產(chǎn)的效率和效果。那么,可不可以利用信息技術(shù)型人力資本改造我國的傳統(tǒng)農(nóng)業(yè);在農(nóng)業(yè)領(lǐng)域,信息技術(shù)型人力資本又是如何形成的,它與農(nóng)業(yè)經(jīng)濟(jì)增長之間會是什么樣的關(guān)系;是否可以利用信息技術(shù)型人力資本促進(jìn)農(nóng)業(yè)經(jīng)濟(jì)增長,如果可以,其作用路徑是什么,又該如何增強這種促進(jìn)作用?為了解決上述問題,本研究在全面梳理國內(nèi)外關(guān)于人力資本與經(jīng)濟(jì)增長的關(guān)系、人力資本結(jié)構(gòu)與經(jīng)濟(jì)增長的關(guān)系、農(nóng)業(yè)信息技術(shù)等方面的研究動態(tài)基礎(chǔ)上,嘗試從管理學(xué)的角度,基于信息技術(shù)型人力資本結(jié)構(gòu)的視角,研究信息技術(shù)型人力資本與農(nóng)業(yè)經(jīng)濟(jì)增長的關(guān)系。首先基于人力資本理論、經(jīng)濟(jì)增長理論以及信息技術(shù)型人力資本理論,構(gòu)建信息技術(shù)型人力資本與經(jīng)濟(jì)增長關(guān)系的基本理論框架。從農(nóng)業(yè)經(jīng)營主體角度,將信息技術(shù)型人力資本分為個人信息技術(shù)型人力資本、涉農(nóng)企業(yè)信息技術(shù)型人力資本和政府信息技術(shù)型人力資本三類,認(rèn)為這三類信息技術(shù)型人力資本有機結(jié)合構(gòu)成了信息技術(shù)型人力資本的主體類別結(jié)構(gòu);而不同主體類別結(jié)構(gòu)的信息技術(shù)型人力資本的內(nèi)部結(jié)構(gòu)又均是由傳統(tǒng)人力資本、組織資本、社會資本組成。其次,運用規(guī)范分析法,在理論上重點探討不同主體類別結(jié)構(gòu)信息技術(shù)型人力資本的形成過程,以及與農(nóng)業(yè)經(jīng)濟(jì)增長的相互作用機理。再次,通過實證分析,對信息技術(shù)型人力資本與農(nóng)業(yè)經(jīng)濟(jì)增長的關(guān)系以及信息技術(shù)型人力資本對農(nóng)業(yè)經(jīng)濟(jì)增長的作用路徑和作用大小進(jìn)行研究。實證研究主要包括三部分:第一,通過構(gòu)建信息技術(shù)型人力資本存量評價指標(biāo)體系,應(yīng)用因子分析法對我國信息技術(shù)型人力資本進(jìn)行測度;第二,通過向量誤差修正模型(VECM),從動態(tài)的角度探討信息技術(shù)型人力資本與農(nóng)業(yè)經(jīng)濟(jì)增長之間的相互關(guān)系;第三,采用線性回歸分析的方法,研究了信息技術(shù)型人力資本對傳統(tǒng)人力資本的作用,信息技術(shù)型人力資本和傳統(tǒng)人力資本分別、以及二者相結(jié)合對農(nóng)業(yè)經(jīng)濟(jì)增長的作用。最后,從多個角度探索提升信息技術(shù)型人力資本水平路徑與方法。本研究通過系統(tǒng)分析發(fā)現(xiàn):(1)信息技術(shù)不僅可以直接滿足不同農(nóng)業(yè)經(jīng)營主體的信息需求,還可以與其相結(jié)合,形成不同主體類別結(jié)構(gòu)的信息技術(shù)型人力資本,改變傳統(tǒng)的農(nóng)業(yè)生產(chǎn)經(jīng)營方式,直接或間接影響農(nóng)業(yè)經(jīng)濟(jì)增長;(2)不同主體類別結(jié)構(gòu)的信息技術(shù)型人力資本均是在不同主體使用現(xiàn)代信息技術(shù)收集存儲信息、利用、加工處理和傳播信息,通過提高各自的傳統(tǒng)人力資本、優(yōu)化組織資本和社會資本這一過程中逐漸形成的;(3)不同主體類別結(jié)構(gòu)的信息技術(shù)型人力資本與農(nóng)業(yè)經(jīng)濟(jì)增長之間是相互關(guān)聯(lián)、互為依托、共同促進(jìn)的良性互動循環(huán)關(guān)系;(4)我國信息技術(shù)型人力資本主要受軟件設(shè)施因子、硬件設(shè)施因子和信息傳播程度因子的共同影響,各因子對信息技術(shù)型人力資本的貢獻(xiàn)率分別為40.7%、36.4%和21.3%;(5)我國信息技術(shù)型人力資本與農(nóng)業(yè)經(jīng)濟(jì)增長之間已經(jīng)形成了相互促進(jìn)的良性循環(huán)關(guān)系;(6)信息技術(shù)型人力資本是通過對傳統(tǒng)人力資本的提升這一路徑,進(jìn)而達(dá)到改造傳統(tǒng)農(nóng)業(yè)、促進(jìn)農(nóng)業(yè)經(jīng)濟(jì)增長的效果;(7)信息技術(shù)型人力資本和傳統(tǒng)人力資本,不僅分別會對農(nóng)業(yè)經(jīng)濟(jì)產(chǎn)生正向的促進(jìn)作用,而且二者相結(jié)合,也會對農(nóng)業(yè)經(jīng)濟(jì)產(chǎn)生推動作用。本研究的創(chuàng)新之處有以下三點:第一,首次構(gòu)建了信息技術(shù)型人力資本存量評價指標(biāo)體系,并對我國的信息技術(shù)型人力資本存量進(jìn)行估算;第二,從理論和實證兩方面證明了我國信息技術(shù)型人力資本與農(nóng)業(yè)經(jīng)濟(jì)增長的相互促進(jìn)關(guān)系;第三,探索了信息技術(shù)型人力資本對農(nóng)業(yè)經(jīng)濟(jì)增長的作用路徑和作用大小。
[Abstract]:A serious shortage of economic structure and the low level of rural human capital accumulation, significantly restricts the human capital to the economic growth of China's agriculture and the role of modern information technology with its strong applicability, innovative applications and integration of force has been effective in China's agricultural fields. The National Bureau of statistics and related data Chinese Internet Network Information Center shows that China already has the development of information technology, physical conditions and human resources, therefore, agricultural transformation in China by use of modern information technology has been possible. Information technology human capital is under the above-mentioned background, it as a new element of resources, can be achieved the network element flow, exchange of resources and information diffusion, by changing the knowledge propagation speed, storage speed and storage capacity, improve people's knowledge and ability, and improve production efficiency And effect. So, can the use of information technology to human capital transformation of China's traditional agriculture; in the field of agriculture, information technology and human capital is formed, between it and the agricultural economic growth is what kind of relationship; whether can the human capital to promote agricultural economic growth, the use of information technology if you can what is the role of the path, and how to enhance the promoting effect? In order to solve these problems, in this study, a comprehensive review about the relationship between human capital and economic growth, human capital structure and economic growth relations, research on dynamic base of agriculture information technology and other aspects, try from the perspective of management the structure of information technology based on the perspective of human capital, the relationship between human capital and economic growth of agriculture information technology research. Firstly, based on human capital theory, and the theory of economic growth Information technology human capital theory, the basic theoretical framework of the relationship between information technology human capital and economic growth. From the perspective of agricultural enterprises, information technology will be the type of the human capital is divided into personal information technology human capital, information technology enterprise human capital and government information technology human capital three, that these three types of information technology organic combination of human capital constitute the main body of information technology human capital structure and the internal structure of categories; information technology human capital structure and the different main categories are from the traditional human capital, organizational capital and social capital. Secondly, using the method of normative analysis, in theory, to focus on the formation process of different subjects the category structure of information technology human capital, and agricultural economic growth and the interaction mechanism. Thirdly, through the empirical analysis on Information Technology The relationship between human capital and economic growth of agriculture and information technology human capital to study the function and effect of agricultural economic growth path. The empirical research mainly includes three parts: first, through the evaluation index system of human capital construction of information technology, the application of factor analysis to measure the information technology based on human capital in China; second, the vector error correction model (VECM), to explore the relationship between information technology human capital and agricultural economic growth from the dynamic point of view; third, using the method of linear regression analysis, studied the effect of information technology on the traditional human capital, human capital, information technology, human capital and traditional human capital respectively. On the agricultural economic growth and the combination of the two. Finally, explore the path of ascension and the level of information technology from the perspective of human capital Method. Through the systematic analysis found that: (1) information technology not only can meet the needs of different agricultural business entities and information needs, can also be combined with information technology, the formation of human capital in different subject categories structure, change the mode of traditional agricultural production and management, directly or indirectly affect the agricultural economic growth; (2) different the main categories of structure information technology human capital are used in different subjects to use modern information technology to collect information, storage, processing and dissemination of information, by improving the traditional human capital of their own, gradually optimize the organizational capital and social capital in this process; (3) the main structure between different categories of information technology type human capital and agricultural economic growth are related to each other, rely on each other, and jointly promote the benign interaction cycle; (4) information technology based on human capital in China is mainly controlled by software Effect of common facilities factor, hardware facilities factor and information dissemination factor, the factor of information technology human capital contribution rate were 40.7%, 36.4% and 21.3%; (5) information technology in our country human capital and the growth of agricultural economy has formed a benign cycle between the promotion of information; (6) technical type human capital is based on the traditional human capital improvement in the path, and achieve the transformation of traditional agriculture, promote agricultural economic growth effect; (7) information technology human capital and the human capital, not only will have a positive effect on the agricultural economy, and the combination of the two, will also promote the role of the agricultural economy. The innovations of this study are the following three points: first, for the first time to construct the evaluation index system of information technology human capital stock, and China's information technology human capital stock Estimate; second, prove the mutual promotion relationship between information technology human capital and agricultural economic growth from two aspects of theory and empirical analysis; third, explore the role and path of information technology human capital to agricultural economic growth.
