【摘要】：公務(wù)員結(jié)構(gòu)優(yōu)化應(yīng)以不增加編制和財(cái)政資源的投入為前提。立足存量結(jié)構(gòu)優(yōu)化理念,結(jié)合組織行為學(xué),借鑒人力資源開發(fā)理念,結(jié)合四川省實(shí)際,對"十三五"期間公務(wù)員結(jié)構(gòu)優(yōu)化工作提出若干建議:在公務(wù)員招錄領(lǐng)域?qū)嵤﹦?chuàng)新骨干人才培養(yǎng)計(jì)劃;在公務(wù)員培養(yǎng)中探索項(xiàng)目制團(tuán)隊(duì)建設(shè),在公務(wù)員流動(dòng)中建立輪崗流動(dòng)市場;形成公務(wù)員結(jié)構(gòu)優(yōu)化的超循環(huán)結(jié)構(gòu),進(jìn)行公務(wù)員結(jié)構(gòu)優(yōu)化的部門領(lǐng)導(dǎo)責(zé)任制探索。
[Abstract]:The optimization of civil service structure should be based on the concept of stock structure optimization, the combination of organizational behavior, the human resource development concept, and the reality of Sichuan province, on the premise of not increasing the input of the establishment and financial resources. Some suggestions are put forward to optimize the structure of civil servants during the 13th Five-Year Plan period: to carry out the training plan of innovative backbone talents in the field of recruitment of civil servants; In the training of civil servants to explore the project system team building in the flow of civil servants in the establishment of turnover market; The supercyclic structure of civil servant structure optimization should be formed and the department leadership responsibility system of civil servant structure optimization should be explored.
