【摘要】:大學(xué)生村官是黨中央做出的一項(xiàng)重大決策,是加強(qiáng)基層建設(shè),緩解大學(xué)畢業(yè)生就業(yè)壓力,培養(yǎng)黨政干部隊(duì)伍后備人才,培養(yǎng)各行各業(yè)優(yōu)秀人才的重大舉措。2008年,中組部和教育部、人力資源保障部門(mén)聯(lián)合下發(fā)《關(guān)于選聘高校畢業(yè)生到村任職工作意見(jiàn)》的文件,計(jì)劃利用5年的時(shí)間,完成選聘10萬(wàn)大學(xué)生的規(guī)劃。截止2015年,全國(guó)共選聘大學(xué)生村官137898人。全文分為四個(gè)章節(jié):第一章緒論,對(duì)本文的研究背景進(jìn)行了總結(jié)和歸納;引出研究的目的、意義,以及國(guó)內(nèi)外的研究現(xiàn)狀。大學(xué)生村官政策自實(shí)施以來(lái),對(duì)整個(gè)經(jīng)濟(jì)社會(huì)發(fā)展起到了不可替代的作用,同時(shí)在基層也涌現(xiàn)出來(lái)一批批優(yōu)秀的大學(xué)生村官,扎根基層、扎實(shí)工作,幫助農(nóng)民脫貧致富。但大學(xué)生村官屆滿后職業(yè)發(fā)展不樂(lè)觀現(xiàn)象日益突出。因此本文在國(guó)內(nèi)研究結(jié)果的基礎(chǔ)之上,借鑒國(guó)外關(guān)于促進(jìn)大學(xué)畢業(yè)生到農(nóng)村就業(yè)創(chuàng)業(yè)的經(jīng)驗(yàn),對(duì)大學(xué)生村官的職業(yè)發(fā)展提出意見(jiàn)和建議,具有現(xiàn)實(shí)意義。通過(guò)問(wèn)卷調(diào)查、走訪訪談和因子分析相結(jié)合的方法,對(duì)大學(xué)生村官的現(xiàn)狀以及在職業(yè)發(fā)展中存在的問(wèn)題進(jìn)行分析。第二章論述我國(guó)大學(xué)生村官政策形成背景和實(shí)施過(guò)程。村官政策的實(shí)施是新農(nóng)村建設(shè)的需要、是緩解高校畢業(yè)生就業(yè)難問(wèn)題的需要、是鞏固黨的執(zhí)政基礎(chǔ)的需要。我國(guó)大學(xué)生村官政策的實(shí)施經(jīng)歷了萌芽、發(fā)展和壯大階段。安徽省政府也積極響應(yīng)黨中央號(hào)召、貫徹中央決定,2008年起累計(jì)選拔了一批優(yōu)秀的高校畢業(yè)生到全省各個(gè)村擔(dān)任村黨支部書(shū)記助理或村委會(huì)主任助理職務(wù)。截止2016年,安徽省大學(xué)生村官數(shù)量逐年遞增,但也遇到了一些實(shí)際問(wèn)題。第三章對(duì)安徽省大學(xué)生村官政策進(jìn)行了解讀。雖然村官政策已逐步完善,但在具體實(shí)施過(guò)程中仍然出現(xiàn)了不足之處,表現(xiàn)在:大學(xué)生村官的福利待遇較低,工作積極性不高;大學(xué)生村官自身存在能力缺陷,工作效率低;角色定位不清晰,"邊緣化"現(xiàn)象嚴(yán)重;職業(yè)前景不明朗,不愿扎根農(nóng)村。通過(guò)問(wèn)卷設(shè)計(jì)和分析,將影響大學(xué)生職業(yè)發(fā)展的因素歸納為以下六點(diǎn):報(bào)考動(dòng)機(jī)不純、培訓(xùn)形式化、工作效能低、工作職能模糊不清、工資待遇低、缺乏明確的職業(yè)規(guī)劃。第四章構(gòu)建大學(xué)生村官職業(yè)規(guī)劃的具體措施。伴隨著大學(xué)生村官政策的逐步完善,屆滿大學(xué)生村官的出路問(wèn)題成為了社會(huì)關(guān)注的熱點(diǎn)問(wèn)題。安徽省大學(xué)生村官享受的主要政策待遇有五個(gè)方面:創(chuàng)業(yè)、考取公務(wù)員、繼續(xù)留任、升學(xué)、再次擇業(yè)。五種選擇中,再次擇業(yè)成為大學(xué)生村官的一種無(wú)奈選擇。無(wú)論是哪種出路,做好未來(lái)的職業(yè)發(fā)展規(guī)劃對(duì)于大學(xué)生村官以及當(dāng)?shù)卣季哂袠O為重要的意義。

The work function is vague, the salary is low, the lack of clear career planning. 4th chapter of the construction of college students village official career planning specific measures. With the gradual improvement of college student village official policy. The outlet of the university student village official has become a hot issue of social concern. The main policy treatment enjoyed by the university student village official in Anhui Province is five aspects: starting a business, obtaining a civil servant, continuing to stay in office, and advancing to school. Of the five choices, choosing a career again has become a kind of helpless choice for university students' village officials. No matter which way out. It is of great significance for college students' village officials and local governments to make a good career development plan in the future.
