【摘要】：山東聯(lián)通自2001年開始實施發(fā)票聯(lián)次減聯(lián)工作,發(fā)票由傳統(tǒng)的三聯(lián)(即發(fā)票聯(lián)、記賬聯(lián)、存根聯(lián))減為兩聯(lián)(發(fā)票聯(lián)和存根聯(lián)),實施兩聯(lián)發(fā)票后有效的降低了企業(yè)發(fā)票管理的相關(guān)成本。但隨著企業(yè)各類業(yè)務(wù)服務(wù)日益豐富和企業(yè)規(guī)模的迅速擴(kuò)大,兩聯(lián)的紙質(zhì)發(fā)票在管理和成本等方面的問題日漸突出,同時伴隨著通信企業(yè)高效集中的系統(tǒng)優(yōu)勢也為公司實施網(wǎng)絡(luò)稅控項目提供了技術(shù)支持。山東聯(lián)通單聯(lián)發(fā)票網(wǎng)絡(luò)稅控管理系統(tǒng)是山東聯(lián)通業(yè)務(wù)支撐系統(tǒng)的重要組成部分,主要針對山東聯(lián)通客戶關(guān)系管理系統(tǒng)(CRM)、山東聯(lián)通計費(fèi)帳務(wù)系統(tǒng)(Billing)及集中合作伙伴管理系統(tǒng)(PRM)等的接口進(jìn)行改造,實現(xiàn)對稅控單聯(lián)發(fā)票支撐系統(tǒng)的要求,全面提升山東聯(lián)通業(yè)務(wù)支撐系統(tǒng)的支撐水平。系統(tǒng)功能性需求主要包括：發(fā)票號碼查詢、開票處理、發(fā)票號碼修改、退票處理、稅控防偽碼查詢、電子存根上傳六個模塊。通過對單聯(lián)發(fā)票網(wǎng)絡(luò)稅控管理系統(tǒng)的調(diào)研,在需求分析的基礎(chǔ)上對系統(tǒng)的方案、網(wǎng)絡(luò)架構(gòu)、功能框架等對系統(tǒng)進(jìn)行架構(gòu)設(shè)計,從功能實現(xiàn)方法、關(guān)鍵類設(shè)計、數(shù)據(jù)庫、流程設(shè)計、接口設(shè)計等對系統(tǒng)進(jìn)行詳細(xì)設(shè)計。將山東聯(lián)通營業(yè)發(fā)票由原來的兩聯(lián)改為單聯(lián),通過BOSS系統(tǒng)實現(xiàn)對發(fā)票資源的入庫、調(diào)拔出庫、分發(fā)、回收等操作,根據(jù)用戶的需求在營業(yè)端打印出發(fā)票并保存存根聯(lián),實現(xiàn)發(fā)票的管理、存根保存電子化的方式,將最大的節(jié)省發(fā)票印制成本,使發(fā)票管理的流程更為規(guī)范與科學(xué),同時節(jié)省發(fā)票庫房空間,提高工作人員的效率,降低勞動強(qiáng)度等。山東聯(lián)通單聯(lián)發(fā)票網(wǎng)絡(luò)稅控管理系統(tǒng)的設(shè)計與實現(xiàn),具備很強(qiáng)的推廣價值,可創(chuàng)造顯著的社會效益。眾所周知,造紙工業(yè)是國家進(jìn)行污染排放控制重點(diǎn)行業(yè),造紙行業(yè)的高污染、高耗水在各種工業(yè)中名列前茅。以山東聯(lián)通每年使用發(fā)票2億多張為例,通過實施單聯(lián)發(fā)票網(wǎng)絡(luò)稅控管理,公司發(fā)票由兩聯(lián)減為一聯(lián),每年可以節(jié)約大量木材、水資源,在推動環(huán)境保護(hù)、發(fā)展低碳經(jīng)濟(jì)等方面具有顯著的社會效益。
[Abstract]:Since 2001, Shandong Unicom has been implementing the work of reducing invoice union times, and the invoice has been reduced from the traditional triple couplet (that is, invoice union, bookkeeping union, and stub union) to two couplets (invoice couplet and stub couplet). After the implementation of the two invoices effectively reduce the enterprise invoice management related costs. However, with the increasing variety of business services and the rapid expansion of the size of the enterprise, the problems of management and cost of the paper invoices of the two couplets are becoming more and more prominent. At the same time, with the efficient and centralized system advantage of communication enterprises, it also provides technical support for the implementation of network tax control projects. Shandong Unicom single invoice network tax control management system is an important part of Shandong Unicom business support system, mainly for Shandong Unicom customer relationship management system (CRM), The interface of Shandong Unicom's billing and accounting system (Billing) and centralized partner management system (PRM) are reformed to realize the requirement of tax control single invoice support system and to improve the support level of Shandong Unicom's business support system in an all-round way. The functional requirements of the system mainly include: invoice number query, invoice processing, invoice number modification, refund processing, tax control anti-counterfeiting code query, electronic stub uploading six modules. Through the investigation of the single invoice network tax control management system, on the basis of the demand analysis, the system's scheme, network structure, function framework and so on are designed, and the system is designed from the function realization method, the key class design, the database, and so on. Process design, interface design and so on to carry on the detailed design to the system. The Shandong Unicom business invoice will be changed from the original two couplets to a single one, and through the BOSS system, the invoice resources will be put into the warehouse, and the invoice resources will be transferred out, distributed, recycled, and so on. According to the needs of the user, the invoice will be printed out at the business end and the stub connection will be saved. The management of invoice and the way of keeping stub electronically will save the cost of invoice printing, make the process of invoice management more standardized and scientific, at the same time save the space of invoice warehouse, improve the efficiency of staff, reduce the labor intensity and so on. The design and implementation of the single invoice network tax control management system of Shandong Unicom has strong popularization value and can create remarkable social benefits. As we all know, papermaking industry is the key industry of pollution emission control in our country. The high pollution and high water consumption of papermaking industry are among the best among all kinds of industries. Taking Shandong Unicom's annual use of more than 200 million invoices as an example, through the implementation of single invoice network tax control management, the company's invoices are reduced from two to one, which can save a lot of wood and water resources each year and promote environmental protection. The development of low-carbon economy has significant social benefits.
