【摘要】：技術(shù)先進(jìn)型服務(wù)業(yè)是一種高科技和知識含量的、支持科技制造企業(yè)加快發(fā)展的新型生產(chǎn)服務(wù)業(yè)態(tài),是知識密集型服務(wù)業(yè)的高級形態(tài)。技術(shù)先進(jìn)型服務(wù)業(yè)是指,與高科技制造業(yè)聯(lián)系緊密,知識和技術(shù)含量高、輻射相關(guān)產(chǎn)業(yè)能力強且以科技中介和創(chuàng)新驅(qū)動為主要職責(zé)的現(xiàn)代生產(chǎn)性服務(wù)業(yè)。技術(shù)先進(jìn)型服務(wù)業(yè)的主要服務(wù)對象是具有一定發(fā)展速度或發(fā)展?jié)摿Φ母呒夹g(shù)制造企業(yè),其區(qū)域輻射范圍較廣、驅(qū)動地區(qū)發(fā)展和產(chǎn)業(yè)升級的能力較強。因此技術(shù)先進(jìn)型服務(wù)業(yè)對實踐創(chuàng)新驅(qū)動發(fā)展戰(zhàn)略、升級換代產(chǎn)業(yè)結(jié)構(gòu)、提高產(chǎn)業(yè)附加值和競爭力、改善高技術(shù)企業(yè)生態(tài)環(huán)境、加快建設(shè)創(chuàng)新型國家具有重要意義。通過選取武漢市的生物、醫(yī)療、通信、光電子等技術(shù)先進(jìn)型服務(wù)組織,開展大規(guī)模的隨機(jī)等比抽樣調(diào)查,共回收有效樣本502份。針對樣本提供的技術(shù)先進(jìn)型服務(wù)業(yè)的影響因子、創(chuàng)新能力和創(chuàng)新網(wǎng)絡(luò)的相關(guān)信息進(jìn)行數(shù)據(jù)統(tǒng)計分析。根據(jù)技術(shù)先進(jìn)型服務(wù)業(yè)本身的發(fā)展實況和國內(nèi)外研究文獻(xiàn)結(jié)論,本文設(shè)定技術(shù)先進(jìn)型服務(wù)組織的內(nèi)部規(guī)劃、資金投入、雇員素質(zhì)能力、創(chuàng)新網(wǎng)絡(luò)等4項為一級指標(biāo),結(jié)合16項主要的二級指標(biāo)建立技術(shù)先進(jìn)型服務(wù)業(yè)發(fā)展的影響因子指標(biāo)體系。統(tǒng)計結(jié)果顯示,技術(shù)先進(jìn)型服務(wù)組織的四個影響因子都對組織發(fā)展產(chǎn)生不同程度的影響,其中組織內(nèi)部建構(gòu)及雇員素質(zhì)能力的影響非常顯著。對于技術(shù)先進(jìn)型服務(wù)組織來說,組織創(chuàng)新的核心力量體現(xiàn)在其創(chuàng)新能力方面。這些能力可以幫助科技服務(wù)組織迅速開拓市場、不斷推陳出新領(lǐng)先市場且獲得忠誠的客戶群。具體而言,技術(shù)先進(jìn)型服務(wù)組織的創(chuàng)新能力包括：規(guī)劃與管理能力、溝通與協(xié)同能力、學(xué)習(xí)與消化能力。統(tǒng)計結(jié)果顯示,創(chuàng)新規(guī)劃和管理能力對科研創(chuàng)新成果、部門協(xié)作及利用創(chuàng)新資源等發(fā)揮顯著影響；創(chuàng)新溝通與協(xié)同能力對雇員素質(zhì)、客戶關(guān)系、網(wǎng)絡(luò)互利共享等發(fā)揮顯著影響；創(chuàng)新學(xué)習(xí)與消化能力對抵御外部風(fēng)險、雇員識別能力及資源吸收等發(fā)揮顯著影響。技術(shù)先進(jìn)型服務(wù)組織的創(chuàng)新網(wǎng)絡(luò)構(gòu)成主體有科技研究中介機(jī)構(gòu)、合作企業(yè)、高科技制造業(yè)、政府(或地方政府)、大學(xué)(或大學(xué)研究中心)以及其他高科技服務(wù)企業(yè)。這些主體或通過科技研發(fā)、或通過服務(wù)外包、或通過上下游供應(yīng)鏈的關(guān)系進(jìn)行聯(lián)合創(chuàng)新,形成了一個龐大的共同創(chuàng)新集團(tuán)。統(tǒng)計結(jié)果顯示,網(wǎng)絡(luò)成員的密切互動對技術(shù)先進(jìn)型服務(wù)組織的創(chuàng)新產(chǎn)出及政策和資金扶持有顯著影響；網(wǎng)絡(luò)資源共享也對技術(shù)先進(jìn)型服務(wù)組織的創(chuàng)新產(chǎn)出和發(fā)明專利數(shù)量有顯著影響；創(chuàng)新網(wǎng)絡(luò)的開放性對知識技術(shù)共享、協(xié)同創(chuàng)新以及研究成果升級換代有顯著影響。目前中國技術(shù)先進(jìn)型服務(wù)業(yè)的發(fā)展周期不長,許多深度特征和規(guī)律還未凸顯出來,需要加大實證研究的比例和規(guī)模,同時還需要對相關(guān)發(fā)展政策進(jìn)行深入的跟蹤研究。
[Abstract]:The technologically advanced service industry is a kind of high technology and knowledge content, which supports the rapid development of science and technology manufacturing enterprises. It is a new type of production service industry, and it is the advanced form of knowledge-intensive service industry. Advanced technology service industry refers to the modern producer service industry which is closely connected with high-tech manufacturing industry, has high knowledge and technology content, has strong radiation related industry ability and is mainly responsible for science and technology intermediary and innovation drive. The main service objects of technologically advanced service industry are high-tech manufacturing enterprises with certain development speed or potential. Their regional radiation range is wider and the ability of driving regional development and industrial upgrading is stronger. Therefore, it is of great significance to practice innovation-driven development strategy, upgrade the industrial structure, improve the added value and competitiveness of industry, improve the ecological environment of high-tech enterprises, and accelerate the construction of an innovative country. Through selecting advanced service organizations of biology, medical treatment, communication, optoelectronics and so on in Wuhan, a large scale random equiratio sampling survey was carried out, and 502 valid samples were recovered. This paper makes statistical analysis on the influence factors, innovation ability and relevant information of the technological advanced service industry provided by the sample. According to the development of technologically advanced service industry itself and the conclusion of domestic and foreign research literature, this paper sets four items of internal planning, capital investment, employee quality and ability, innovation network, etc. Combined with 16 main secondary indexes, the index system of influencing factors for the development of technologically advanced service industry was established. The statistical results show that the four influencing factors of technologically advanced service organizations have a different degree of influence on the development of the organization, among which the internal construction of the organization and the quality and ability of employees are very significant. For the technical advanced service organization, the core force of organizational innovation is its innovation ability. These capabilities can help tech service organizations to quickly open up markets, constantly introducing new and leading markets and gaining loyal customer base. Specifically, the innovative capabilities of technologically advanced service organizations include planning and management, communication and synergy, learning and digestion. The statistical results show that innovation planning and management ability play a significant role in scientific research and innovation achievements, departmental collaboration and utilization of innovative resources, innovation communication and coordination ability play a significant role in employee quality, customer relationship, network mutually beneficial sharing and so on. Innovative learning and digestion play a significant role in resisting external risks, employee identification and resource absorption. The innovation network of technologically advanced service organizations consists of technology research intermediary organizations, cooperative enterprises, high-tech manufacturing enterprises, government (or local governments), universities (or university research centers) and other high-tech service enterprises. These agents have formed a large joint innovation group through scientific research, service outsourcing, or joint innovation through upstream and downstream supply chain relationships. The statistical results show that the close interaction of network members has a significant impact on the innovation output, policy and financial support of technologically advanced service organizations. The sharing of network resources also has a significant impact on the number of innovation output and invention patents of technologically advanced service organizations, and the openness of innovation networks has a significant impact on the sharing of knowledge and technology, collaborative innovation and the upgrading of research results. At present, the development cycle of China's technologically advanced service industry is not long, many depth characteristics and laws have not been highlighted yet, it is necessary to increase the proportion and scale of empirical research, and also need to conduct in-depth research on relevant development policies.
