精細化管理在勝利油田石油開發(fā)中心的應(yīng)用研究

【摘要】:隨著企業(yè)現(xiàn)代管理理念和管理方式的不斷創(chuàng)新與改進,以及市場競爭的日益加劇,近幾年來有關(guān)“精細化管理”的文化理念、管理方法風(fēng)靡國內(nèi)外,它已成為競爭中最重要的手段和方式,在企業(yè)管理中發(fā)揮著重要作用,甚至成為決定企業(yè)競爭成敗的關(guān)鍵。實施精細化管理是適應(yīng)新體制、新機制以及世界經(jīng)濟環(huán)境發(fā)展的需要,也是促進石油企業(yè)向縱深開展精細化管理工作,不斷提升企業(yè)管理水平,增強企業(yè)的核心競爭力的必由之路。 對石油開發(fā)中心實施精細化管理的應(yīng)用研究,主要方法是“四全一多”,即全員、全過程、全因素、全方位,多渠道。首先通過梳理管理流程,疏通管理環(huán)節(jié),理順管理節(jié)點,并配套完善管理制度,進行全方位的制度建設(shè)工作;其次,根據(jù)業(yè)務(wù)性質(zhì)和工作特點,制定了切實可行的精細化管理方案,涵蓋精細油藏管理、精細作業(yè)管理、精細采油管理、精細輸油管理、精細設(shè)備管理、精細物資管理、精細現(xiàn)場管理、精細成本管理、精細HSE管理等九個系統(tǒng)的管理;最后,全面實施精細化管理方案,并以“對標追標”為手段,檢驗精細化管理方案的實施效果,輔之以考核激勵,為今后的可持續(xù)發(fā)展筑牢根基。 對石油開發(fā)中心實施精細化管理效果進行評估后表明,精細化管理能夠?qū)崿F(xiàn)企業(yè)管理向著標準化、專業(yè)化、協(xié)同化的方向科學(xué)的發(fā)展。同時以培訓(xùn)、溝通、研討等多種方式展開交流活動,,可以促進部門之間的業(yè)務(wù)理解,提升參與者對中心工作的全面認識。最終促進經(jīng)濟效益的提高。
[Abstract]:With the continuous innovation and improvement of modern management ideas and management methods of enterprises, as well as the increasing market competition, the cultural concept and management methods of "fine management" have become popular at home and abroad in recent years. It has become the most important means and methods in the competition, plays an important role in enterprise management, and even becomes the key to determine the success or failure of enterprise competition. The implementation of fine management is the only way to meet the needs of the new system, the new mechanism and the development of the world economic environment, and also to promote the oil enterprises to carry out fine management in depth, constantly improve the management level of enterprises, and enhance the core competitiveness of enterprises. The main method of implementing fine management in petroleum development center is "four all one more", that is, the whole staff, the whole process, the whole factor, the omni-directional and multi-channel. First of all, by combing the management process, dredging the management links, straightening out the management nodes, and supporting to improve the management system, carry on the omni-directional system construction work; Secondly, according to the business nature and working characteristics, a feasible fine management scheme is worked out, including fine reservoir management, fine operation management, fine oil production management, fine oil transportation management, fine equipment management, fine material management, fine field management, fine cost management, fine HSE management and so on. Finally, the fine management scheme is implemented in an all-round way, and the implementation effect of the fine management scheme is tested by means of "standard tracing", supplemented by assessment and incentive, so as to lay a solid foundation for the sustainable development in the future. After evaluating the effect of fine management in petroleum development center, it is shown that fine management can realize the scientific development of enterprise management in the direction of standardization, specialization and synergy. At the same time, the communication activities can promote the business understanding between departments and enhance the participants' comprehensive understanding of the work of the center by means of training, communication, discussion and so on. Finally, promote the improvement of economic benefits.
