M公司電力施工項(xiàng)目的成本控制研究

【摘要】:2002年以來(lái),隨著國(guó)家電力體制的改革、廠網(wǎng)分開(kāi),,電力建設(shè)市場(chǎng)的壟斷格局被逐漸打破,受到政策、經(jīng)濟(jì)、市場(chǎng)等諸多因素的影響,加上企業(yè)自身管理當(dāng)中存在諸多歷史遺留問(wèn)題導(dǎo)致負(fù)擔(dān)太重,電力施工企業(yè)經(jīng)營(yíng)變得舉步維艱。 M電力工程公司前身是廊坊供電公司設(shè)備檢修處,基礎(chǔ)力量雄厚,人員儲(chǔ)備也很豐富。公司一直為廊坊主電網(wǎng)服務(wù),業(yè)務(wù)類型主要集中在安裝及維護(hù)上。但由于承接項(xiàng)目能力限制,在變電項(xiàng)目上整體經(jīng)驗(yàn)上相對(duì)欠缺,與同行業(yè)領(lǐng)軍公司在項(xiàng)目的整體控制方面存在一定的差距,特別是對(duì)于成本的控制方面還有待提高,缺乏嚴(yán)格合理的成本控制體系,所以M公司在運(yùn)營(yíng)上一直處于維持運(yùn)營(yíng)狀態(tài)。 本文以M公司為研究對(duì)象,通過(guò)深入研究國(guó)內(nèi)外項(xiàng)目成本管理著作以及最新業(yè)界政策制度,運(yùn)用歸納法、比較分析法及文獻(xiàn)法對(duì)M公司施工項(xiàng)目成本管理出現(xiàn)的問(wèn)題進(jìn)行對(duì)策研究。通過(guò)分析,得出了M公司在企業(yè)成本管理中存在諸多的問(wèn)題和困難。 針對(duì)此種情況,作者結(jié)合國(guó)內(nèi)外文獻(xiàn),設(shè)計(jì)出一套施工項(xiàng)目成本管理體系,通過(guò)全面控制成本、人材機(jī)合理分配及項(xiàng)目經(jīng)理責(zé)任制等成本控制手段,用來(lái)幫助企業(yè)在滿足工程質(zhì)量的前提下,能夠盡量的控制成本,利用科學(xué)統(tǒng)籌的管理方法來(lái)實(shí)現(xiàn)利潤(rùn),提升企業(yè)的核心競(jìng)爭(zhēng)力。最后,通過(guò)M公司新建變電站工程為例,驗(yàn)證了該成本管理體系的存在意義以及在實(shí)踐過(guò)程中遇到了一些問(wèn)題并進(jìn)行了修正。通過(guò)本文的論證,最后得出結(jié)論:項(xiàng)目成本管理在電力企業(yè)中的位置越來(lái)越重要,越來(lái)越多的企業(yè)開(kāi)始注重成本管理,對(duì)于本文所設(shè)計(jì)的成本管理體系還需要進(jìn)一步驗(yàn)證和完善,希望為有需要的企業(yè)提供參考意見(jiàn)。
[Abstract]:Since 2002, with the reform of the national electric power system and the separation of power plants and power lines, the monopoly pattern of the electric power construction market has been gradually broken, which is influenced by many factors, such as policy, economy, market and so on. Coupled with the fact that there are many problems left over by history in the management of enterprises themselves, the burden is too heavy, and the management of electric power construction enterprises has become very difficult. M Electric Power Engineering Company was formerly the equipment maintenance Office of Langfang Power supply Company, with a strong foundation. There is also a wealth of personnel. Langfang for the company has been the main grid services, business types mainly concentrated on installation and maintenance. However, due to the limitation of the ability to undertake the project, the overall experience of the substation project is relatively lacking, and there is a certain gap with the industry leader company in the overall control of the project, especially in the cost control aspect, which still needs to be improved. Lack of strict and reasonable cost control system, so M company in operation has been in a state of operation. In this paper, M Company as the research object, through in-depth study of domestic and foreign project cost management works and the latest industry policy system, the use of induction, Comparative analysis method and literature method are used to study the problems in M Company's construction project cost management. Through analysis, it is concluded that M Company has many problems and difficulties in enterprise cost management. In view of this situation, the author combines the domestic and foreign literature, designs a set of construction project cost management system, through the overall cost control, personnel machine reasonable distribution and project manager responsibility system and other cost control means, It is used to help the enterprise to control the cost under the premise of satisfying the engineering quality, to use the scientific management method to realize the profit, and to enhance the core competitiveness of the enterprise. Finally, through the example of newly built substation project in M Company, the significance of the cost management system and some problems encountered in practice are verified and corrected. Through the argumentation of this paper, the conclusion is drawn: the position of project cost management is more and more important in electric power enterprises, and more enterprises begin to pay attention to cost management. The cost management system designed in this paper needs to be further verified and perfected, hoping to provide reference for enterprises in need.
