【摘要】：信息化是當今世界發(fā)展的大趨勢,是推動經(jīng)濟社會變革的重要力量。近幾年來,我省消防部隊圍繞信息化建設工作,深入貫徹“科技強警”戰(zhàn)略,信息化建設取得了健康快速的發(fā)展,初步建成了消防信息化體系,在提高消防監(jiān)督執(zhí)法和部隊正規(guī)化水平等方面發(fā)揮了重要作用,有力地推進了消防工作的規(guī)范化和現(xiàn)代化建設。在我國消防總隊信息化建設“十二五”規(guī)劃中,明確指出各地結(jié)合現(xiàn)實工作需要,建設個性化應用,完善信息系統(tǒng)對各地實際業(yè)務工作的支撐。如今移動終端在社會生活領域發(fā)展的很快,并逐漸形成了一股不可小覷的力量�；ヂ�(lián)網(wǎng)進入一個新時代。為了迎接移動互聯(lián)網(wǎng)的到來,本文嘗試將移動終端與消防審批管理系統(tǒng)相結(jié)合,設計提出可行的、功能強大、應用性很高的設計方案,并加以實現(xiàn)。論文主要工作如下:1、結(jié)合消防中隊實際需求,對消防審批業(yè)務進行功能性需求分析和技術需求分析。2、根據(jù)辦公自動化的需求和消防業(yè)務的特點,采用SQL Server2008數(shù)據(jù)庫+.NET平臺+Mono for Android平臺以多層結(jié)構(gòu)構(gòu)建系統(tǒng),實現(xiàn)了用戶管理、權限管理、檔案管理、審批管理、設備管理、移動終端管理、終端服務與監(jiān)管等主要功能模塊。通過對WEB信息管理系統(tǒng)與移動終端相結(jié)合,實現(xiàn)辦公自動化、管理信息化、決策科學化。3、支持移動終端操作。通過移動終端進行行政許可批復及查看審批結(jié)果,使消防部門可以輕松掌握信息動態(tài),有效解決了政務辦公與個人外出調(diào)研之間的矛盾,輕松開展工作,降低消防部門的工作成本,實現(xiàn)無紙化辦公。另外,支持移動終端巡查,確保巡查人員的覆蓋范圍與出勤率,提高巡查效率�？傊�,本系統(tǒng)通過流程審批機制,確保消防監(jiān)督管理審批流程的貫通,實現(xiàn)執(zhí)法程序的規(guī)范和統(tǒng)一,提高消防監(jiān)督執(zhí)法的規(guī)范化和信息化水平,并采用了移動終端審批和終端巡查這一特色,使消防部門可以輕松掌握信息動態(tài),降低消防部門的工作成本、組織成本、管理成本。將移動終端與消防領域相互結(jié)合是一次學術上的嘗試,作者結(jié)合系統(tǒng)開發(fā)過程和調(diào)試過程中遇到的問題,提出了系統(tǒng)需要完善的地方,需要在下一個版本中進行改進。

Mobile terminals are developing rapidly in the field of social life, and have gradually formed a force that can not be underestimated. The Internet has entered a new era. In order to meet the arrival of mobile Internet, this paper attempts to combine the mobile terminal with the fire control examination and approval management system, and puts forward a feasible, powerful and highly applicable design scheme, and realizes it. The main work of this paper is as follows: 1. According to the requirements of office automation and the characteristics of fire fighting business, the functional requirement analysis and technical requirement analysis of fire control approval business are carried out according to the actual demand of fire fighting team. The SQL Server2008 database. Net platform Mono for Android platform is used to construct the system with multi-layer structure. The main functional modules such as user management, authority management, file management, approval management, equipment management, mobile terminal management, terminal service and supervision are realized. Through the combination of WEB information management system and mobile terminal, office automation, management information, scientific decision. 3, support mobile terminal operation. Through the mobile terminal administrative license approval and examination and approval results, so that the fire department can easily grasp the information dynamics, effectively solve the conflict between the government office and the individual out of the investigation, easy to carry out the work. Reduce the work cost of the fire department, achieve paperless office. In addition, mobile terminal inspection is supported to ensure the coverage and attendance of patrol personnel and improve the efficiency of inspection. In short, the system through the process approval mechanism to ensure that the fire supervision and management approval process through, achieve the law enforcement procedures of standardization and unification, improve the standard and information level of fire supervision and law enforcement, The characteristics of mobile terminal examination and approval and terminal inspection are adopted so that the fire department can grasp the information dynamics easily and reduce the work cost organization cost and management cost of the fire department.
