植物品種權(quán)價值鏈增值機制與增值模型研究

【摘要】:“得品種者得天下。”一個品種不僅可以做大一個企業(yè),而且可以做大一個產(chǎn)業(yè)。中國作為世界上人口最多的發(fā)展中農(nóng)業(yè)國家,對優(yōu)質(zhì)高產(chǎn)抗病良種始終具有旺盛的需求,客觀上使種子產(chǎn)業(yè)成為促進我國農(nóng)業(yè)穩(wěn)定發(fā)展、保障國家糧食安全和主要農(nóng)產(chǎn)品有效供給的基礎(chǔ)性、戰(zhàn)略性產(chǎn)業(yè)。植物品種權(quán)價值鏈增值問題的研究對于促進植物品種權(quán)價值鏈的增值,提高種業(yè)企業(yè)的競爭力具有十分重要的現(xiàn)實意義。 本研究在查閱國內(nèi)外相關(guān)文獻、實地調(diào)研的基礎(chǔ)上,借鑒交易成本理論、委托代理理論、新增長理論、企業(yè)核心競爭力理論以及植物品種權(quán)生命周期理論等相關(guān)理論,綜合運用調(diào)查問卷、SPSS統(tǒng)計分析和案例分析的方法,從植物品種權(quán)價值鏈的增值機制、植物品種權(quán)價值鏈增值影響因素的實證研究、植物品種權(quán)價值鏈的增值模型等幾個方面對植物品種權(quán)價值鏈的增值問題進行了深入的研究,并結(jié)合山東登海種業(yè)股份有限公司案例進行分析,得出相關(guān)結(jié)論與建議。本文除引言外共有七個部分。其主要觀點如下: ⑴植物品種權(quán)價值鏈?zhǔn)侵敢灾参锲贩N權(quán)為中心,以各功能主體價值增值為動力,將各功能主體包括高?蒲性核、研發(fā)機構(gòu)、育種機構(gòu)、種業(yè)企業(yè)、農(nóng)業(yè)推廣機構(gòu)等一起納入植物品種權(quán)的種質(zhì)資源創(chuàng)新、生成、交易、商業(yè)化運用的整個的鏈條之中,實現(xiàn)各功能主體價值最大化的利益共同體。在此基礎(chǔ)上得出植物品種權(quán)價值鏈的增值機制,包括內(nèi)部驅(qū)動機制和外部驅(qū)動機制。其中內(nèi)部驅(qū)動機制包括增強核心競爭力、形成協(xié)同效應(yīng)、資源互補以及降低創(chuàng)新成本;外部驅(qū)動機制包括穩(wěn)定供求以及激勵機制的推動。這是研究基于植物品種權(quán)價值鏈增值問題的理論基礎(chǔ)。 ⑵植物品種權(quán)價值鏈增值影響因素的實證研究。本文通過設(shè)計發(fā)放調(diào)查問卷,運用因子分析和層次分析的方法對影響植物品種權(quán)價值鏈的因素進行實證分析,,以此來透視影響植物品種權(quán)價值鏈增值的各種因素。通過因子分析法得出,影響植物品種權(quán)價值鏈增值的主因子有三個,包括植物品種權(quán)人選擇因子、植物品種權(quán)交易因子和植物品種權(quán)商業(yè)化開發(fā)因子;通過層次分析法得出種業(yè)企業(yè)的植物品種權(quán)價值鏈的綜合得分,作為增值空間提升程度的重要判斷依據(jù)。這是研究基于植物品種權(quán)價值鏈增值問題的深化。 ⑶植物品種權(quán)價值鏈增值模型以及基于植物品種權(quán)價值鏈增值的案例分析。本文基于植物品種權(quán)價值鏈的理論與植物品種權(quán)價值鏈增值的實證研究,構(gòu)建了植物品種權(quán)價值鏈的三種模型,首先基于波特的價值鏈分析,構(gòu)建了植物品種權(quán)價值鏈的基本模型,包括植物品種權(quán)增值的核心環(huán)節(jié)與輔助環(huán)節(jié);其次,根據(jù)植物品種權(quán)價值鏈載體——物流、信息流和資金流的構(gòu)成,構(gòu)建了植物品種權(quán)價值鏈增值五維模型,包括價值鏈合作伙伴關(guān)系、業(yè)務(wù)外包、時間管理、采購管理、成本管理五個維度;最后,根據(jù)植物品種權(quán)價值鏈的流程,構(gòu)建了植物品種權(quán)價值鏈增值三階段模型,包括植物品種權(quán)研發(fā)創(chuàng)新階段、植物品種權(quán)交易階段以及植物品種權(quán)商業(yè)化開發(fā)階段。以山東登海種業(yè)股份有限公司為例,對其植物品種權(quán)價值鏈增值的環(huán)境進行分析,在此基礎(chǔ)上以植物品種權(quán)價值鏈增值三階段模型為切入點,對登海種業(yè)玉米品種權(quán)價值鏈增值的狀況進行分析。這是研究基于植物品種權(quán)價值鏈增值問題的重點和難點。 ⑷目前我國植物品種權(quán)價值鏈增值的限制性因素包括:新品種保護不力,植物品種權(quán)增值受阻;種子企業(yè)研發(fā)創(chuàng)新能力不足,種質(zhì)資源創(chuàng)新舉步維艱;植物品種權(quán)交易供求脫節(jié),交易成本劇增;種子企業(yè)年度存貨積壓嚴(yán)重,企業(yè)資金運轉(zhuǎn)困難。為了實現(xiàn)植物品種權(quán)價值鏈的增值,應(yīng)當(dāng)采取以下措施:加強新品種產(chǎn)權(quán)保護,強化種質(zhì)資源創(chuàng)新;完善植物品種權(quán)交易市場體系,降低交易成本;開拓植物品種權(quán)營銷思路,推動新品種營銷增值。
[Abstract]:As the most populous developing country in the world, China has a strong demand for high quality, high yield and disease resistant varieties, and objectively makes the seed industry promote the stable development of China's agriculture and guarantee the national food security. The research on the value chain value chain of plant variety rights is of great practical significance for promoting the value chain of plant variety rights and improving the competitiveness of the enterprises.
On the basis of related literature at home and abroad, and on the basis of field investigation, we use the theory of transaction cost, principal-agent theory, new growth theory, the theory of enterprise core competitiveness and the theory of plant variety rights life cycle, and use the questionnaire, SPSS analysis and case analysis, from the value of plant variety rights. The value-added mechanism of the chain, the empirical study of the factors affecting the value chain value chain of plant variety rights, the value added model of plant variety rights value chain, and so on, have carried on the in-depth study on the value added problem of plant variety rights value chain, and combined with the case of the Limited by Share Ltd in the Shandong seed industry to get the relevant conclusions and suggestions. There are seven parts in the introduction. The main points are as follows:
(1) the value chain of plant variety rights refers to the whole chain of germplasm resource innovation, generation, transaction and commercialization of plant variety rights, taking plant variety rights as the center and taking the value added of various functional subjects as the motive force, and integrating various functional subjects including university scientific research institutes, R & D institutions, breeding institutions, seed industry enterprises and agricultural extension institutions. In this article, the benefit community of the maximum value of various functional subjects is realized. On this basis, the value added mechanism of plant variety rights value chain is obtained, including internal driving mechanism and external driving mechanism. The internal driving mechanism includes strengthening core competitiveness, forming synergies, complementing resources and reducing innovation costs; external drivers. The system includes stabilizing supply and demand and promoting the incentive mechanism. This is the theoretical basis for studying the value chain increment problem of plant variety rights.
(2) empirical study on the factors affecting value chain value chain of plant variety rights. By means of designing questionnaires and using factor analysis and analytic hierarchy process, the factors affecting the value chain of plant variety rights are empirically analyzed in order to see all the factors that affect the value chain of plant variety rights. There are three main factors in the value chain of ringing plant variety rights, including the selection factor of plant variety rights, the trade factor of plant variety rights and the commercial development factors of plant variety rights, and the comprehensive score of the plant variety rights value chain of the seed industry by the analytic hierarchy process, which is the important judgment basis for the improvement of the increment space. It is based on the deepening of the value chain of plant variety rights.
(3) the value chain value chain of plant variety rights and the case analysis based on value chain value chain of plant variety rights. Based on the theory of plant variety rights value chain and the value chain value chain of plant variety rights, this paper constructs three models of plant variety rights value chain, first based on Potter's value chain analysis, the plant varieties are constructed. The basic model of the right value chain includes the core link and auxiliary link of plant variety rights increment. Secondly, according to the structure of plant variety rights value chain carrier, logistics, information flow and capital flow, the value chain value added five dimension model of plant variety rights is constructed, including the partnership of value chain, business outsourcing, time management and procurement management. The cost management is five dimensions. Finally, according to the process of plant variety rights value chain, the value added three stage model of plant variety rights is constructed, including the stage of plant variety rights and development, the stage of plant variety rights trading and the commercial development stage of plant variety rights, taking the Limited by Share Ltd as an example to the plant of Shandong. On the basis of the analysis of the environment of value chain value increment of variety rights, based on the three stage model of value chain value added of plant variety rights, this paper analyzes the situation of value chain value chain of maize variety right in the planting industry, which is the heavy point and difficult point based on the value chain value chain of plant variety rights.
4. The restrictive factors of the value chain value chain of plant variety rights in China include: the poor protection of the new varieties, the resistance to the increment of plant variety rights, the insufficient research and innovation ability of the seed enterprises, the difficulties in the innovation of germplasm resources, the disintegration of supply and demand of plant varieties right and supply, the serious stock backlog of the seed enterprises, and the capital of the enterprise. In order to realize the value chain of plant variety rights, the following measures should be taken: strengthening the protection of new varieties of property rights, strengthening the innovation of germplasm resources, perfecting the market system of plant variety rights trading, reducing the transaction cost, developing the marketing ideas of plant variety rights, and promoting the value-added of new varieties.
