【摘要】：某型雷達作為跨代發(fā)展的對空情報監(jiān)視裝備，伴隨提供優(yōu)質(zhì)空情的同時，采辦經(jīng)費的大額缺口也成為不容忽視的現(xiàn)實問題。如何從源頭建立有效的成本管理流程，同時運用先進的工程技術(shù)方法，結(jié)合裝備的具體情況，對購置目標總價格進行總體掌控，對各分系統(tǒng)、配套設(shè)備的分項購置目標價格進行合理的控制是目前亟待解決的問題。這項工作對于提升我軍的裝備水平和效率有著極其重要的理論意義和社會現(xiàn)實意義。 本文基于QFD技術(shù)和目標成本管理兩種方法展開研究。前者側(cè)重技術(shù)方法的設(shè)計與運用，后者著眼于觀念培養(yǎng)、過程控制，即將相關(guān)技術(shù)和管理方法相結(jié)合。在將QFD技術(shù)應用于某型雷達的工程研制的同時利用目標成本管理的思想方法，通過對某型雷達裝備成本的預測、分解、控制等流程設(shè)計，科學測算制定裝備目標成本，全過程監(jiān)控以實現(xiàn)成本目標，以達到軍方對其在進度、質(zhì)量、經(jīng)費等方面的總體要求。 本文在闡述QFD技術(shù)和目標成本管理的相關(guān)理論基礎(chǔ)上，對目前我軍裝備目標成本管理現(xiàn)狀及存在的問題進行了分析；接著以某型雷達裝備工程研制實際為例，，建立了基于QFD技術(shù)的目標成本管理框架；進一步以T/R組件為例分析了分目標成本管理及監(jiān)控優(yōu)化過程，在反復優(yōu)化迭代、反饋修正的系統(tǒng)框架內(nèi)，控制裝備的目標成本使某型雷達研制在給定的經(jīng)費指標內(nèi)，達到研制總要求提出的各項戰(zhàn)技指標要求，滿足了裝備的經(jīng)濟可承受性要求；最后對后續(xù)裝備目標成本管理提出了一些改進建議。
[Abstract]:A certain type of radar as a cross-generation development of air intelligence surveillance equipment, with the provision of high quality air condition, the large gap in acquisition funds has also become a real problem that can not be ignored. How to establish an effective cost management process from the source, at the same time using advanced engineering technology methods, combined with the specific situation of equipment, to control the total purchase price overall, to the sub-system, It is an urgent problem to control the target price of supporting equipment. This work is of great theoretical and social significance for improving the equipment level and efficiency of our army. This thesis is based on qfd technology and target cost management. The former focuses on the design and application of technical methods, while the latter focuses on concept cultivation, process control, and the combination of related techniques and management methods. While applying qfd technology to the engineering research and development of a certain type of radar, using the idea of target cost management, through the flow design of forecasting, decomposing and controlling the equipment cost of a certain type of radar, the target cost of equipment is calculated and formulated scientifically. Monitor the whole process to achieve the cost target to meet the overall requirements of the military in terms of progress, quality, funding, etc. Based on the theory of qfd technology and target cost management, this paper analyzes the current situation and problems of equipment target cost management in our army, and then takes the actual development of a radar equipment engineering as an example. The target cost management framework based on qfd technology is established, and the process of sub-target cost management and monitoring optimization is analyzed by taking T / R component as an example. The target cost of controlling equipment makes a certain type of radar research and development within a given expenditure index, meet the requirements of the total requirements of the development of various targets of war technology, and meet the requirements of equipment economic affordability; Finally, some suggestions for improving the target cost management of equipment are put forward.
