成本控制在中國(guó)電建集團(tuán)國(guó)際EPC項(xiàng)目的應(yīng)用研究

【摘要】:隨著我國(guó)經(jīng)濟(jì)體制改革和經(jīng)濟(jì)全球化的發(fā)展,越來(lái)越多國(guó)內(nèi)工程企業(yè)加入到國(guó)際市場(chǎng)中去,而在國(guó)際市場(chǎng)的項(xiàng)目管理中,EPC總承包模式作為一種先進(jìn)項(xiàng)目管理形式被廣泛采用,我國(guó)企業(yè)也要接受并適應(yīng)EPC項(xiàng)目的管理模式。但是,由于國(guó)際市場(chǎng)的復(fù)雜環(huán)境,加上EPC總承包模式的龐大工作內(nèi)容,決定了國(guó)際EPC工程項(xiàng)目具有高收益和高風(fēng)險(xiǎn)的特點(diǎn),而國(guó)內(nèi)企業(yè)受原有傳統(tǒng)項(xiàng)目模式的困擾,暴露出管理環(huán)節(jié)薄弱、控制手段落后、成本失控等現(xiàn)象,往往在國(guó)際上失去了良好的市場(chǎng)競(jìng)爭(zhēng)力。面對(duì)這樣的現(xiàn)實(shí),國(guó)內(nèi)企業(yè)應(yīng)探索學(xué)習(xí)EPC項(xiàng)目管理,把成本的控制作為項(xiàng)目管理的重要手段,通過(guò)EPC項(xiàng)目的有效管理,來(lái)實(shí)現(xiàn)經(jīng)濟(jì)效益最大化為目標(biāo)。 作者認(rèn)為國(guó)際EPC項(xiàng)目有效管理應(yīng)該以成本控制為手段,,認(rèn)為成本控制是EPC項(xiàng)目管理的有效手段,項(xiàng)目管理工作圍繞著成本管控的實(shí)際運(yùn)用開(kāi)展,對(duì)項(xiàng)目環(huán)節(jié)的成本支出分析研究,結(jié)合動(dòng)態(tài)、靜態(tài)相結(jié)合特有的管控手段,拋棄傳統(tǒng)的成本控制思想和體系,提高EPC項(xiàng)目的成本管控能力,切實(shí)有效的實(shí)現(xiàn)EPC項(xiàng)目管理,提高項(xiàng)目管理水平。 本文以實(shí)現(xiàn)國(guó)際EPC項(xiàng)目經(jīng)濟(jì)效益最大化為目的,通過(guò)研究研究成本控制理論知識(shí),結(jié)合國(guó)際EPC項(xiàng)目的特點(diǎn)及風(fēng)險(xiǎn),建立能夠規(guī)避項(xiàng)目風(fēng)險(xiǎn),提高項(xiàng)目經(jīng)濟(jì)效益的成本管理控制體系,結(jié)合電建集團(tuán)印度EPC項(xiàng)目管理中遇到的實(shí)際問(wèn)題,通過(guò)建立特有的成本控制體系解決電建集團(tuán)印度項(xiàng)目中外部環(huán)境、內(nèi)部環(huán)境所帶來(lái)問(wèn)題,文章中成本控制方法的有效應(yīng)用也為其他企業(yè)進(jìn)行類似工程提供了很好的管理經(jīng)驗(yàn)和理論借鑒。
[Abstract]:With the development of China's economic system reform and economic globalization, more and more domestic engineering enterprises join the international market, and EPC general contracting mode is widely used as an advanced project management form in the international market project management. Chinese enterprises should also accept and adapt to the EPC project management model. However, because of the complex environment of the international market and the huge work content of the EPC general contracting mode, the international EPC project has the characteristics of high profit and high risk, while the domestic enterprises are troubled by the original traditional project mode. The phenomena of weak management, backward control means and out of control cost often lose good market competitiveness in the world. Faced with this reality, domestic enterprises should explore and study EPC project management, take cost control as an important means of project management, and realize economic benefits maximization through effective EPC project management. The author holds that the effective management of international EPC projects should take cost control as a means, and that cost control is an effective means of EPC project management, and the project management work revolves around the practical application of cost control. This paper analyzes and studies the cost and expenditure of the project link, combining the dynamic and static control methods, abandoning the traditional cost control thought and system, improving the cost control ability of the EPC project, and realizing the EPC project management effectively. Improve project management level. This paper aims to maximize the economic benefits of international EPC projects, through the research of cost control theory knowledge, combined with the characteristics and risks of international EPC projects, to establish a project risk can be avoided, The cost management and control system to improve the economic benefit of the project, combined with the actual problems encountered in the EPC project management in India, through the establishment of a unique cost control system to solve the external environment of the EPC project in India. The effective application of cost control methods in this paper also provides good management experience and theoretical reference for other enterprises to carry out similar projects.
