【摘要】：與傳統(tǒng)的陸地采油業(yè)相比，海洋石油是一個(gè)高投入、高風(fēng)險(xiǎn)的產(chǎn)業(yè)，采用成本控制的積極意義不言而喻。由于海洋環(huán)境相對(duì)復(fù)雜而惡劣，各種風(fēng)險(xiǎn)難以有效防范，不僅生產(chǎn)經(jīng)營(yíng)成本居高不下，而且環(huán)境成本也愈益加大，這給我國(guó)海洋石油開采企業(yè)提出了一系列的新課題、新挑戰(zhàn)。作為中國(guó)石油化工集團(tuán)公司的核心龍頭企業(yè)——?jiǎng)倮吞镆膊焕狻倮吞锏靥幧綎|省的東北部，東臨渤海灣，其海洋采油有其廣闊的發(fā)展空間。近年來(lái)，在油田上下共同努力下，海洋開采成本控制尤其是海洋監(jiān)測(cè)技術(shù)取得了較大進(jìn)展，成本上升勢(shì)頭得到初步遏制。但是，，與先進(jìn)的國(guó)際大石油公司相比，勝利油田海洋開采成本難度依然十分明顯，國(guó)際競(jìng)爭(zhēng)力的提升受到了嚴(yán)重制約。目前，勝利油田海洋開采成本之所以難以下降，原因是多方面的，其中既有海洋檢測(cè)及其生產(chǎn)技術(shù)設(shè)備相對(duì)落后、采油設(shè)施壽命偏短、企業(yè)組織機(jī)構(gòu)設(shè)置不合理以及管理不到位等主觀因素，同時(shí)也有海洋采油意外風(fēng)險(xiǎn)較大、環(huán)境成本難以控制等客觀原因。為此，必須從勝利油田海洋采油實(shí)際出發(fā)，推行全面預(yù)算管理和目標(biāo)管理，從源頭上控制海洋開采成本；加快技術(shù)和工藝創(chuàng)新，切實(shí)提高勝利油田海洋采油自動(dòng)化水平；大力發(fā)展海洋檢測(cè)技術(shù)，消除安全隱患，最大限度地遏制溢油損失；提高海洋采油設(shè)施管理水平，降低閑置和廢棄成本；大力推進(jìn)企業(yè)制度創(chuàng)新，健全海洋采油經(jīng)營(yíng)機(jī)制；加強(qiáng)內(nèi)部管理，全面建立海洋開采成本控制系統(tǒng)；加強(qiáng)以成本控制為目標(biāo)的企業(yè)文化建設(shè)，增強(qiáng)廣大職工參與開采成本控制的積極性，確保海洋開采成本控制的各項(xiàng)措施都能落到實(shí)處，以此推動(dòng)勝利油田海洋開采成本的穩(wěn)步降低。
[Abstract]:Compared with the traditional land oil production, offshore oil is a high input, high risk industry, the positive significance of cost control is self-evident. Because the marine environment is relatively complex and bad, it is difficult to prevent all kinds of risks effectively. Not only the cost of production and operation is high, but also the cost of environment is increasing, which brings forward a series of new subjects and challenges to the offshore oil mining enterprises of our country. As the core of China Petrochemical Group, Shengli Oilfield is no exception. Shengli Oilfield is located in the northeast of Shandong Province, and is located in Bohai Bay in the east. In recent years, with the joint efforts of oil fields, the cost control of ocean exploitation, especially marine monitoring technology, has made great progress, and the rising trend of costs has been initially contained. However, compared with the advanced international oil companies, the cost of offshore exploitation in Shengli Oilfield is still very difficult, and the improvement of international competitiveness is seriously restricted. At present, the reason why the cost of offshore exploitation in Shengli Oilfield is difficult to decrease is due to various reasons, including the relatively backward marine detection and production technology and equipment, and the short life of oil production facilities. There are some subjective factors, such as unreasonable setting of enterprise organization and improper management, at the same time, there are also some objective reasons, such as the risk of marine oil production accident is large, the environmental cost is difficult to control and so on. Therefore, it is necessary to carry out comprehensive budget management and target management from the actual situation of offshore oil production in Shengli Oilfield, to control the cost of offshore exploitation from the source, to speed up technological and technological innovation, and to improve the automation level of offshore oil production in Shengli Oilfield. Vigorously develop marine detection technology, eliminate potential safety risks, minimize oil spill losses, improve the management level of offshore oil production facilities, reduce idle and abandoned costs, vigorously promote innovation of the enterprise system, improve the management mechanism of marine oil production; Strengthen internal management, comprehensively establish a cost control system for ocean mining, strengthen the construction of corporate culture aiming at cost control, and enhance the enthusiasm of the vast number of workers and staff to participate in the cost control of mining, All measures to ensure the cost control of ocean exploitation can be carried out in order to promote the steady reduction of the cost of ocean exploitation in Shengli Oilfield.
