【摘要】：當(dāng)前,禽流感、食物中毒、放射性污染等突發(fā)公共衛(wèi)生事件不僅造成了財(cái)產(chǎn)損失和人員傷亡,而且也給社會(huì)帶來了社會(huì)心理、價(jià)值觀、經(jīng)濟(jì)、政治等方面的長期影響。突發(fā)公共衛(wèi)生事件的管理已經(jīng)成為研究的熱點(diǎn)和焦點(diǎn)。項(xiàng)目管理理論作為高效的事件管理手段,在突發(fā)公共衛(wèi)生事件的管理中也是一種科學(xué)的嘗試。駐要的研究工作與內(nèi)容如下： (1)本文介紹了突發(fā)公共衛(wèi)生事件管理研究的背景、目的及意義,歸納綜述國內(nèi)外有關(guān)突發(fā)公共衛(wèi)生事件管理方面的各類文獻(xiàn)和項(xiàng)目管理理論的研究現(xiàn)狀及趨勢(shì),探究了項(xiàng)目管理理論運(yùn)用在突發(fā)公共衛(wèi)生事件管理上的可行性,引出理論、實(shí)踐和方法等方面的創(chuàng)新點(diǎn),并提出研究方法及方案。 (2)比較美國、日本和中國現(xiàn)有的突發(fā)公共衛(wèi)生管理體系,分析了我國突發(fā)公共衛(wèi)生事件管理上存在的問題與不足,得出相應(yīng)的啟示和借鑒。 (3)對(duì)突發(fā)公共衛(wèi)生事件項(xiàng)目進(jìn)行了管理模式設(shè)計(jì)。運(yùn)用項(xiàng)目管理的生命周期原理,將突發(fā)公共衛(wèi)生管理分成分啟動(dòng)、計(jì)劃、執(zhí)行、控制、收尾五個(gè)階段,并結(jié)合突發(fā)公共衛(wèi)生事件管理的理論體系和實(shí)踐經(jīng)驗(yàn),對(duì)突發(fā)公共衛(wèi)生事件進(jìn)行分類和分級(jí)的組織架構(gòu)模式研究；運(yùn)用項(xiàng)目管理理論的WBS方法、范圍管理、成本管理、風(fēng)險(xiǎn)管理和溝通管理等理論和工具,全面地分析了項(xiàng)目管理理論在突發(fā)公共衛(wèi)生管理中運(yùn)用的實(shí)現(xiàn)路徑和運(yùn)用技巧。 (4)本文以重大疫情為案例,例證項(xiàng)目管理在對(duì)突發(fā)疫情處理中的應(yīng)用,探討項(xiàng)目管理在其他突發(fā)公共衛(wèi)生事件中的推廣,以此強(qiáng)化理論與實(shí)際的聯(lián)系。
[Abstract]:At present, bird flu, food poisoning, radioactive pollution and other sudden public health events not only caused property losses and casualties, but also brought social psychology, values, economic, political and other long-term impact. The management of public health emergencies has become the focus of research. Project management theory, as an efficient means of event management, is also a scientific attempt in the management of public health emergencies. The main research work and contents are as follows: 1) this paper introduces the background, purpose and significance of the research on the management of public health emergencies. This paper summarizes the current situation and trend of various literatures and project management theories on the management of public health emergencies at home and abroad, probes into the feasibility of applying the project management theory to the management of public health emergencies, and leads to the theory. Compared with the existing public health management systems in the United States, Japan and China, this paper analyzes the problems and shortcomings in the management of public health emergencies in China. The corresponding enlightenment and reference. 3) the management mode design of the public health emergency project is carried out. Based on the life cycle principle of project management, the public health emergency management is divided into five stages: starting, planning, executing, controlling and finishing, and combining with the theory system and practical experience of emergency public health management. Research on the organization structure model of classifying and classifying public health emergencies, using the WBS method of project management theory, scope management, cost management, risk management and communication management, etc. This paper comprehensively analyzes the implementation path and application skills of project management theory in the management of sudden public health. (4) this paper exemplifies the application of project management in the management of sudden outbreaks by taking the major epidemic situation as a case. This paper discusses the extension of project management in other public health emergencies so as to strengthen the relationship between theory and practice.
