【摘要】：建設(shè)工程招投標(biāo)的社會(huì)成本是指為了保證工程招投標(biāo)活動(dòng)能夠順利高效的進(jìn)行,工程招投標(biāo)雙方以及相關(guān)的政府監(jiān)管部門所支付的社會(huì)資源、能源、人力和時(shí)間等所有有形和無形的成本。包括招標(biāo)人和投標(biāo)人完成建設(shè)工程交易所支付的交易成本,包括其他社會(huì)各方為了使招投標(biāo)活動(dòng)的各個(gè)環(huán)節(jié)規(guī)范合法運(yùn)行,在參與過程中消耗的成本。社會(huì)成本的構(gòu)成通常是較為復(fù)雜的,而工程招投標(biāo)社會(huì)成本的組成部分更是繁雜多樣,但其最核心的部分可以概括為制度成本和交易成本。制度成本主要包括法律、監(jiān)督、尋租等成本,交易成本主要包括信息、文件編制、服務(wù)費(fèi)等成本。工程招投標(biāo)可以促進(jìn)工程項(xiàng)目建設(shè)的技術(shù)進(jìn)步。在推進(jìn)建設(shè)工程招投標(biāo)制度的同時(shí),企業(yè)為了在競爭中求發(fā)展,就必須提高自己的競爭力。這就要求企業(yè)不僅要提高企業(yè)的管理水平,同時(shí)也提高了施工技術(shù)水平,使企業(yè)努力降低個(gè)人勞動(dòng)消耗水平,從而逐步降低社會(huì)平均勞動(dòng)消耗水平。管理水平低、技術(shù)落后的企業(yè)將在市場競爭環(huán)境下逐步被淘汰掉。招投標(biāo)制度在各國建筑市場有著極其廣泛的應(yīng)用和不可撼動(dòng)的地位。社會(huì)成本又是關(guān)系到國民經(jīng)濟(jì)的重要課題,所以在我們不斷深入研究招投標(biāo)制度的同時(shí),也應(yīng)該對工程招投標(biāo)社會(huì)成本這個(gè)課題進(jìn)行更加細(xì)致深入的研究分析。同時(shí)也可以看出,由于此前對招投標(biāo)社會(huì)成本研究的還不夠深入全面,該課題研究還有很大的潛力空間可以挖掘。
[Abstract]:The social cost of bidding for construction projects refers to the social resources and energy paid by both sides of the project bidding and the relevant government supervision departments in order to ensure that the project bidding activities can be carried out smoothly and efficiently. Manpower and time are all tangible and intangible costs. It includes the transaction cost paid by the tenderee and the bidder to complete the construction project exchange, including the cost consumed by other social parties in the process of participation in order to standardize the legal operation of each link of the bidding activity. The composition of social cost is usually more complicated, and the component of social cost of project bidding is more complicated and diverse, but its core part can be summarized as system cost and transaction cost. The system cost mainly includes law, supervision, rent-seeking and so on. The transaction cost mainly includes the cost of information, document preparation, service charge and so on. The project bidding can promote the technical progress of the project construction. In order to promote the construction project bidding system, enterprises must improve their competitiveness in order to develop in the competition. This requires enterprises not only to improve the level of enterprise management, but also to improve the level of construction technology, so that enterprises strive to reduce the level of personal labor consumption, and gradually reduce the average level of social labor consumption. Enterprises with low management level and backward technology will be phased out in the market competition environment. Bidding system has an extremely wide application and unshakable position in the construction market of various countries. Social cost is also an important subject related to the national economy, so while we continue to study the bidding system, we should also carry out a more detailed and in-depth research and analysis on the social cost of engineering bidding. At the same time, it can be seen that the research on the social cost of bidding is not deep enough, so there is still a lot of potential for the research.
