【摘要】:建筑施工企業(yè)合同管理是建筑施工企業(yè)經(jīng)營管理基礎工作的重要內容,通過建立合同管理系統(tǒng),提高合同管理水平,能夠有效地防范風險、優(yōu)化管理、提高效益。以信息化技術為依托,提高建筑施工企業(yè)的合同管理水平,是目前建筑施工企業(yè)合同管理的重要方向。 隨著國家對基礎設施投資的日益增加,出現(xiàn)了許多大型工程項目,這些工程項目的管理效果在很大程度上影響著國家經(jīng)濟整體發(fā)展的持續(xù)力,因此加強和提高大型工程項目的建設管理水平有著重大意義,任何一個建設項目的實施,都是通過簽訂一系列的承發(fā)包合同來實現(xiàn)的。通過對承包范圍、工程價款、工期和質量標準等合同條款的制訂和履行,在合同環(huán)境下調控建設項目的運行狀態(tài)。通過對合同管理目標責任的分解,大中型建設項目還可以通過合同管理的信息化,規(guī)范項目管理機構的內部職能,圍繞合同條款,開展各項項目管理工作。合同管理的信息化,無論是對于承包商的管理,還是對于項目業(yè)主本身的內部管理,合同管理始終是建設項目管理的核心內容之一。 在當前形勢下,合同管理已逐步從傳統(tǒng)的紙質作業(yè)逐步轉化為計算機管理。初期的合同管理系統(tǒng)為文檔管理系統(tǒng),實現(xiàn)合同管理周期的過程記載,而后發(fā)展為數(shù)字化合同模型,對合同實行元素化管理,形成規(guī)范的數(shù)據(jù)結構,方便進行數(shù)據(jù)統(tǒng)計、比較、查詢和分析;技術架構也由單機模式逐步向局域網(wǎng)、廣域網(wǎng)環(huán)境下的客戶端/服務器,瀏覽器/服務器結構轉化。 本文根據(jù)某建筑施工企業(yè)合同管理信息化系統(tǒng)的需求,采用統(tǒng)一建模語言UML和J2EE企業(yè)級開發(fā)平臺,建立了基于web平臺的建筑施工企業(yè)合同管理信息化系統(tǒng)。實現(xiàn)了合同建立管理、合同付款管理、基礎數(shù)據(jù)管理、個人信息管理、合同審批管理、授權管理和合同成本管理等功能模塊,具體實現(xiàn)了合同信息錄入添加、修改、查詢、刪除、執(zhí)行、付款、索賠、審批等功能,實現(xiàn)了合同訂立、履行的動態(tài)管理,是一個集合同辦理、審批、變更、付款為一體的信息化電子平
[Abstract]:Contract management of construction enterprises is an important part of the basic work of management and management of construction enterprises. By establishing a contract management system and improving the level of contract management, it can effectively prevent risks, optimize management and increase efficiency. It is an important direction of contract management for construction enterprises to improve the level of contract management based on information technology. With the increasing investment in infrastructure, many large engineering projects have emerged, and the management effect of these projects has greatly affected the sustainability of the overall economic development of the country. Therefore, it is of great significance to strengthen and improve the construction management level of large engineering projects. Any implementation of a construction project is realized by signing a series of contract contracts. Through the formulation and implementation of contract terms such as contract scope, project price, time limit and quality standard, the operating state of construction project is regulated under the contract environment. Through the decomposition of the objective responsibility of contract management, large and medium-sized construction projects can also standardize the internal functions of the project management institutions through the informatization of contract management, and carry out various project management work around the contract terms. Contract management is one of the core contents of construction project management, not only for the contractor management, but also for the internal management of the owner of the project. In the current situation, contract management has gradually changed from traditional paper work to computer management. The initial contract management system is the document management system, the process of realizing the contract management cycle is recorded, and then it develops into the digital contract model, which implements the elemental management of the contract, forms the standard data structure, and facilitates the data statistics and comparison. Query and analysis; the technical framework is gradually transformed from single machine mode to LAN, WAN client / server, browser / server structure. According to the requirement of contract management information system of a construction enterprise, this paper establishes a contract management information system of construction enterprise based on web platform by using unified modeling language UML and J2EE enterprise development platform. The function modules of contract establishment management, contract payment management, basic data management, personal information management, contract approval management, authorization management and contract cost management are realized.
