【摘要】：本文介紹了目前國(guó)內(nèi)國(guó)際汽車(chē)檢測(cè)行業(yè)發(fā)展的現(xiàn)狀及汽車(chē)檢測(cè)行業(yè)未來(lái)的發(fā)展方向，指出了汽車(chē)檢測(cè)機(jī)構(gòu)存在的作用與意義。但是在國(guó)內(nèi)全面放開(kāi)汽車(chē)檢測(cè)市場(chǎng)的政策影響下，原本衣食無(wú)憂的各汽車(chē)檢測(cè)機(jī)構(gòu)由兼具的行政管理職能徹底轉(zhuǎn)變?yōu)榉⻊?wù)職能，行業(yè)性質(zhì)發(fā)生了改變，國(guó)內(nèi)數(shù)千家機(jī)動(dòng)車(chē)檢驗(yàn)機(jī)構(gòu)進(jìn)入了一個(gè)市場(chǎng)化的競(jìng)爭(zhēng)舞臺(tái)。 隨著汽車(chē)檢測(cè)行業(yè)競(jìng)爭(zhēng)的加劇，各檢測(cè)機(jī)構(gòu)的運(yùn)營(yíng)狀況盈利能力都發(fā)生改變，汽車(chē)檢測(cè)機(jī)構(gòu)自身的成本控制問(wèn)題逐步引起各汽車(chē)檢測(cè)機(jī)構(gòu)管理者的重視。但由于汽車(chē)檢測(cè)成本與檢測(cè)效率與服務(wù)質(zhì)量緊密聯(lián)系，而且專業(yè)強(qiáng)、涉及的各方面因素較多，所以汽車(chē)檢測(cè)機(jī)構(gòu)在成本控制的方法上還需做進(jìn)一步探索與研究。通過(guò)對(duì)沈陽(yáng)市汽車(chē)檢測(cè)中心連續(xù)六年的運(yùn)營(yíng)成本及成本各項(xiàng)構(gòu)成要素進(jìn)行比對(duì)分析，找到了成本控制的幾個(gè)關(guān)鍵性因素，即檢測(cè)線改造費(fèi)用成本、基本折舊成本、工資及社會(huì)福利基金成本三項(xiàng)所占成本支出比例最高。通過(guò)對(duì)沈陽(yáng)市汽車(chē)檢測(cè)中心各個(gè)成本組成要素的分布情況與特點(diǎn)詳細(xì)分析，找出了檢測(cè)線成本控制的目標(biāo)與方向即人工成本和管理成本，抓住了成本控制的關(guān)鍵點(diǎn)。對(duì)汽車(chē)檢測(cè)成本控制的方案主要是結(jié)合著本單位實(shí)際情況，通過(guò)對(duì)影響汽車(chē)檢測(cè)成本一些主要因素的分析，，圍繞著人力成本管理、管理成本控制、庫(kù)存管理、差異化競(jìng)爭(zhēng)戰(zhàn)略下的成本控制等幾個(gè)方面來(lái)展開(kāi)的。提出的成本控制不但要在檢測(cè)工作的各個(gè)環(huán)節(jié)上，還要從整個(gè)檢測(cè)工作系統(tǒng)的更大角度去思考問(wèn)題，提出要從各個(gè)層次實(shí)施成本控制，才能達(dá)到良好的效果。 本文分析了沈陽(yáng)市汽車(chē)檢測(cè)中心成本的構(gòu)成及影響因素，找出了成本控制的方向。從現(xiàn)代企業(yè)管理及成本控制理論出發(fā)，從檢測(cè)站的工藝設(shè)計(jì)、檢測(cè)業(yè)務(wù)流程、人力資源、庫(kù)存管理、競(jìng)爭(zhēng)戰(zhàn)略成本控制等各方面提出建議。通過(guò)對(duì)沈陽(yáng)市汽車(chē)檢測(cè)中心成本分析與控制的研究所得出的分析結(jié)果與控制方法的建議，對(duì)于行業(yè)內(nèi)眾多的其他汽車(chē)檢測(cè)機(jī)構(gòu)來(lái)講具有普遍性，同樣具有一定的指導(dǎo)意義。
[Abstract]:This paper introduces the present situation of domestic and international automobile testing industry and the future development direction of automobile testing industry, and points out the function and significance of automobile testing organization. However, under the influence of the policy of fully liberalizing the automobile testing market in China, the original worry-free automobile testing institutions have completely changed their functions of administration and management as well as their service functions, and the nature of the industry has changed. Thousands of domestic motor vehicle inspection institutions have entered a market-oriented competition stage. With the aggravation of the competition in the automobile inspection industry, the profitability of each testing organization has changed, and the cost control problem of the automobile inspection organization has gradually attracted the attention of the automobile inspection organization managers. However, the cost of automobile detection is closely related to the efficiency and the quality of service, and because of the strong specialty and many factors involved, the methods of cost control in automobile inspection institutions need to be further explored and studied. By comparing and analyzing the operating cost and various components of Shenyang Automobile Inspection Center for six consecutive years, several key factors of cost control are found, that is, the cost of renovation of the inspection line, the cost of basic depreciation. Wages and social welfare fund costs account for the highest proportion of cost expenditure. Through the detailed analysis of the distribution and characteristics of the cost components of Shenyang Automobile Inspection Center, the goal and direction of the cost control of the inspection line, that is, the labor cost and the management cost, are found out, and the key points of the cost control are grasped. The project of automobile inspection cost control is mainly combined with the actual situation of the unit, through the analysis of some main factors that affect the automobile inspection cost, it revolves around the management of human cost, the control of management cost, the management of inventory. The cost control under the differentiated competition strategy is carried out in several aspects. The proposed cost control should be considered not only in every aspect of the inspection work but also from the larger angle of the whole inspection work system. It is suggested that the cost control should be carried out from all levels in order to achieve good results. This paper analyzes the cost structure and influencing factors of Shenyang Automobile testing Center, and finds out the direction of cost control. Based on the theory of modern enterprise management and cost control, this paper puts forward some suggestions from the aspects of process design, inspection business process, human resources, inventory management, competitive strategy cost control and so on. The analysis results and the suggestions of control methods obtained from the research on cost analysis and control of Shenyang Automobile testing Center are universal for many other automobile inspection institutions in the industry and also have certain guiding significance.
