【摘要】：本文作者詳細分析總結和研究了上海白龍港城市污水處理廠自動化系統(tǒng)集成一、二期擴建項目建設和試運行的成本管理和控制的實踐經(jīng)驗,使之上升到理論認識,從而闡述了項目的背景、特點、成本管理和控制的意義及方法。特別通過對項目引入掙值法管理的研究,闡述了如何確定項目范圍、項目WBS、對項目成本進行估算和預算。詳細剖析了運用掙值管理進行成本管理過程中的兩個周期成本分析的具體操作流程,得出了成本和進度的具體實施狀態(tài)和趨勢。并依據(jù)掙值報告和工程的現(xiàn)場實際情況進行整改,良好的控制了項目的費用、工期和質量,實現(xiàn)了項目的成本管理的目標。具有說服力和可操作性。項目的成本控制不能僅僅靠“人治”,更要依靠“機制”。這是本文的一大創(chuàng)新點。作者根據(jù)二期擴建項目建設和試運行的成本管理和控制的實踐經(jīng)驗,總結闡述了項目成本控制《保證機制》由四方面的內容構成::有一套合乎規(guī)律、有內在邏輯聯(lián)系、形成系統(tǒng)的項目成本控制制度;有一套科學反映這系列制度的有內在聯(lián)系、并保證這一系列制度執(zhí)行的規(guī)定和程序;有一套能保證這一系列制度貫徹落實的監(jiān)督和考核辦法;有一個作為控制依據(jù)的科學的成本控制計劃。
[Abstract]:The author has analyzed and studied the practical experience of cost management and control in the construction and trial operation of Shanghai Bailonggang Municipal sewage treatment Plant Automation system Integration 1 and Phase II expansion Project in detail, so that it can be raised to a theoretical understanding.The background, characteristics, significance and methods of cost management and control are expounded.Especially through the research on the management of earned value method, this paper expounds how to determine the scope of the project, project WBSand estimate and budget the project cost.The operation flow of two cycle cost analysis in the process of cost management using earned value management is analyzed in detail, and the concrete implementation status and trend of cost and schedule are obtained.According to the earned value report and the actual situation of the project, the cost, duration and quality of the project are well controlled, and the goal of cost management of the project is realized.It is persuasive and operable.The cost control of the project can not only rely on the "rule by man", but also rely on the "mechanism".This is a major innovation of this paper.According to the practical experience of cost management and control in the construction and trial operation of the second phase extension project, the author summarizes and expounds that the guarantee mechanism of project cost control is composed of four aspects: there is a set of rules and inherent logical relations.Form a systematic project cost control system, have a set of scientific reflection of the series of systems have internal links, and ensure the implementation of the series of regulations and procedures, there is a set of supervision and evaluation methods to ensure the implementation of this series of systems;There is a scientific cost control plan that serves as a basis for control.
