【摘要】：中鐵八局房地產(chǎn)開發(fā)有限公司是中鐵八局旗下的專業(yè)房地產(chǎn)開發(fā)企業(yè)。公司具有多年的房地產(chǎn)開發(fā)經(jīng)驗(yàn),以做負(fù)責(zé)任的城市建設(shè)者為公司經(jīng)營(yíng)宗旨,把多年鐵路路橋施工的成功經(jīng)驗(yàn)帶入房地產(chǎn)建設(shè)當(dāng)中,在房地產(chǎn)市場(chǎng)高速發(fā)展的大潮中,實(shí)現(xiàn)了良好的業(yè)績(jī)和迅速的發(fā)展。 近年來(lái),中央對(duì)房地產(chǎn)宏觀調(diào)控的政策持續(xù)加強(qiáng),從2010年的“國(guó)十條”、“國(guó)十條”、“9.29新政”,到2011年1月的“新國(guó)八條”層層加碼。今年2月20日又出臺(tái)“國(guó)五條”,要求完善穩(wěn)定房?jī)r(jià)工作責(zé)任制,堅(jiān)決抑制投機(jī)投資性購(gòu)房,增加普通商品住房及用地供應(yīng),加快保障性安居工程規(guī)劃建設(shè),加強(qiáng)市場(chǎng)監(jiān)管推進(jìn)信息系統(tǒng)建設(shè)和信息公開。2月26日下發(fā)《關(guān)于繼續(xù)做好房地產(chǎn)調(diào)控工作的通知》,強(qiáng)調(diào)按照轉(zhuǎn)讓所得的20%計(jì)征個(gè)人所得稅。宏觀調(diào)控重拳頻出,房地產(chǎn)市場(chǎng)持續(xù)趨緊,行業(yè)不確定性因素增多,行業(yè)拐點(diǎn)隱現(xiàn)。在調(diào)控政策不斷強(qiáng)化的大背景下,房地產(chǎn)公司如何制定生存和發(fā)展的戰(zhàn)略,成為我們的當(dāng)務(wù)之急。 論文分五個(gè)章節(jié)對(duì)中鐵八局房地產(chǎn)開發(fā)有限公司在調(diào)控背景下的戰(zhàn)略選擇進(jìn)行了深入的分析和闡述。 第一章從中鐵八局房地產(chǎn)開發(fā)有限公司歷史及現(xiàn)狀引入,介紹了公司組織架構(gòu),產(chǎn)權(quán)歸屬,在建在售項(xiàng)目情況,公司的基本能力、公司目前的經(jīng)營(yíng)狀況下有哪些機(jī)遇,公司經(jīng)營(yíng)存在的主要問題以及存在的挑戰(zhàn)。 第二章立足于宏觀調(diào)控,詳細(xì)解析了國(guó)內(nèi)外宏觀經(jīng)濟(jì)走勢(shì),以及宏觀調(diào)控對(duì)房開公司外部環(huán)境的影響,基于對(duì)國(guó)際經(jīng)濟(jì)的不確定因素和國(guó)內(nèi)政策的不確定因素分析,對(duì)公司面臨的決策風(fēng)險(xiǎn)進(jìn)行了闡釋,并且為戰(zhàn)略選擇打下基礎(chǔ)。文章緊接著又分析了房地產(chǎn)行業(yè)具體的行業(yè)狀況,對(duì)影響市場(chǎng)需求的主要因素進(jìn)行了識(shí)別和逐一分析,并對(duì)可能的房地產(chǎn)市場(chǎng)的拐點(diǎn)進(jìn)行了大膽的預(yù)估,然后用五力模型對(duì)房地產(chǎn)行業(yè)的狀況進(jìn)行總結(jié)。 第三章詳細(xì)介紹了中鐵八局房地產(chǎn)開發(fā)有限公司的內(nèi)部環(huán)境,對(duì)公司的人力資源狀況、業(yè)務(wù)能力、主要經(jīng)濟(jì)指標(biāo)、當(dāng)前業(yè)務(wù)流、當(dāng)前業(yè)務(wù)流的實(shí)現(xiàn)方式、財(cái)力資源、品牌建設(shè)、核心能力進(jìn)行了分析,然后通過(guò)SWOT列表進(jìn)行歸納。 第四章根據(jù)五力模型和SWOT分析得出的結(jié)論,結(jié)合公司自身優(yōu)勢(shì)和市場(chǎng)情況,對(duì)確立企業(yè)發(fā)展的總體戰(zhàn)略目標(biāo)、總體戰(zhàn)略選擇、競(jìng)爭(zhēng)戰(zhàn)略選擇進(jìn)行探討。 第五章中詳細(xì)論述了公司戰(zhàn)略的具體實(shí)施和控制。提出了細(xì)化項(xiàng)目管理,提高經(jīng)營(yíng)質(zhì)量；加強(qiáng)風(fēng)險(xiǎn)防范,夯實(shí)基礎(chǔ)管理；以持續(xù)發(fā)展為重點(diǎn),努力尋求新項(xiàng)目；深化績(jī)效考核,提高項(xiàng)目管理水平；扎實(shí)推進(jìn)內(nèi)控體系,不斷規(guī)范管理制度；加強(qiáng)資金預(yù)算管理,切實(shí)降低財(cái)務(wù)風(fēng)險(xiǎn)；著力提高成本管理能力,提高資金利用效率；深化干部隊(duì)伍培養(yǎng),夯實(shí)企業(yè)持續(xù)發(fā)展基礎(chǔ)；推動(dòng)企業(yè)文化建設(shè),增強(qiáng)企業(yè)凝聚力等具體措施。 論文全面地探討了在宏觀調(diào)控持續(xù)強(qiáng)化的市場(chǎng)環(huán)境中,中鐵八局房地產(chǎn)開發(fā)有限公司應(yīng)如何進(jìn)行正確的戰(zhàn)略抉擇,并對(duì)戰(zhàn)略的實(shí)施和控制進(jìn)行了詳盡地分析。這些探討和分析對(duì)公司的經(jīng)營(yíng)提供了有益的啟示。文章中的一些結(jié)論對(duì)公司的可持續(xù)發(fā)展具有重要的參考價(jià)值。
[Abstract]:China Railway Eighth Bureau Real Estate Development Co . , Ltd . is a professional real estate development enterprise owned by China Railway Eighth Bureau . The company has many years of experience in real estate development . The company has been responsible for the construction of real estate . It has brought the successful experience of railway bridge construction into real estate construction , and has achieved good performance and rapid development in the tide of high - speed development in real estate market .

In recent years , the central government has continued to strengthen the policy of macro - control of real estate . From 2010 to Jan . 20 , China ' s National Articles , 10 Articles , 9.29 New Deal and the New National Eight - story Code of January 2011 have been issued .
