【摘要】：成本控制是房地產(chǎn)開發(fā)企業(yè)管理中十分重要的工作。房地產(chǎn)開發(fā)企業(yè)要想在激烈的市場競爭中立于不敗之地，，取得良好的經(jīng)濟效益，就必須十分重視成本控制工作，切實提高成本管理水平。工程項目成本管理就是在保證工程質(zhì)量、工期等方面滿足合同要求的前提下,對項目實際發(fā)生的費用支出采取一系列預防和控制措施，把項目的開發(fā)成本控制在計劃成本規(guī)定的范圍內(nèi),以保證成本控制目標的實現(xiàn)。 本論文結合燕大西苑案例，從規(guī)劃及施工圖設計階段的成本控制，施工圖造價過程中的成本控制，招投標過程中的成本控制和項目施工過程中的成本控制四個主要方面對成本控制理論進行分析，制定出尚未有人明確提出的成本控制前移理論。其中，基于成本控制的規(guī)劃及施工圖設計研究和基于成本控制的跟蹤審計方法研究具有一定創(chuàng)新特色。 本文主要采用文獻分析方法，規(guī)范性理論分析方法，案例研究法，調(diào)查研究法等方式，結合在攻讀碩士學位過程中所學的有關理論知識，對燕大西苑項目成本控制過程中的有關數(shù)據(jù)進行深入分析，總結制定出切實可操作的房地產(chǎn)項目成本控制前移方案。 本文最后通過樹立成本控制理念，建立基于成本控制的組織機構設置和人員安排，完善成本控制流程，制度化保障措施和成本控制責任化管理五個方面措施來保障成本控制方案得以實現(xiàn)。本文有針對性地解決公司實際發(fā)生的問題，具有很好的現(xiàn)實意義。
[Abstract]:Cost control is a very important work in the management of real estate development enterprises.If real estate development enterprises want to be invincible in the fierce market competition and obtain good economic benefits, they must attach great importance to cost control and improve the level of cost management.The project cost management is to take a series of prevention and control measures to the actual cost expenditure of the project on the premise of ensuring the quality of the project and meeting the requirements of the contract.Control the development cost of the project within the scope of the planned cost to ensure the realization of the cost control goal.This paper combined with the case of Yanda Xiyuan, from the planning and construction drawing design stage of cost control, construction drawing cost process of cost control,This paper analyzes the cost control theory in the process of bidding and bidding and the cost control in the construction process of the project, and formulates the forward theory of cost control which has not been clearly put forward by anyone.Among them, the research of cost control based planning and construction drawing design and the research of tracking audit method based on cost control have some innovative characteristics.This paper mainly adopts the methods of literature analysis, normative theoretical analysis, case study, investigation and research, and combines the relevant theoretical knowledge learned in the course of studying for a master's degree.This paper makes a thorough analysis of the relevant data in the process of cost control of Yanda Xiyuan project, and summarizes and formulates a practical and operable scheme for the cost control and forward shift of the real estate project.Finally, through establishing the concept of cost control, establishing the organization setup and personnel arrangement based on cost control, the cost control process is improved.Institutional safeguard measures and cost control responsibility management measures to ensure the implementation of five aspects of cost control program.This article has the very good practical significance to solve the actual problems of the company.
