【摘要】：公路橋梁搶修工程項目是一類比較特殊的公路橋梁工程項目。在公路搶修工程項目實際組織實施的過程中,經(jīng)常發(fā)生投資額超過批復(fù)預(yù)算的情況。所以,對公路橋梁搶修工程項目如何進行有效的投資控制具有非常重要的研究價值。本文通過綜合借鑒國內(nèi)外各種項目成本管理及投資控制的相關(guān)理論和實際做法,根據(jù)公路橋梁搶修工程項目的特點,針對青島市省道朱諸路祝溝河大橋搶修工程項目,分析闡述該公路搶修工程項目投資控制的內(nèi)容以及控制方法,即項目投資控制是按照一條縱線、一條橫線兩條線索來展開：一條縱線是指按工程推進過程來展開,由于公路搶修工程項目沒有項目可行性研究階段也沒有招投標(biāo)階段,故大體可分為工程設(shè)計階段和工程施工階段,論文對這兩個階段的投資控制進行研究。一條橫線指的是工程各階段的不同參與方包括項目審批單位、建設(shè)單位、設(shè)計單位、施工單位等,論文根據(jù)各參與方由于不同的工作責(zé)任,而產(chǎn)生的對投資控制的不同角度和不同側(cè)重點進行研究。論文通過縱線和橫線的交叉,理清朱諸路祝溝河大橋搶修工程項目投資控制的完整脈絡(luò),找出影響投資的關(guān)鍵因素,并研究控制關(guān)鍵因素的具體做法,從而得出最終的結(jié)論。
[Abstract]:Highway bridge repair project is a kind of special highway bridge engineering project. In the process of actual organization and implementation of highway emergency repair project, the investment often exceeds the approved budget. How to carry on the effective investment control to the highway bridge urgent repair project has the very important research value. This article draws lessons from the domestic and foreign each kind of project cost management and the investment control related theory and the practice comprehensively, According to the characteristics of the emergency repair project of highway and bridge, aiming at the urgent repair project of Zhuzhulugou River Bridge of Qingdao provincial road, this paper analyzes and expounds the contents and control methods of the investment control of the highway emergency repair project. That is, the project investment control is carried out according to one vertical line, one horizontal line and two clues: one vertical line is carried out according to the progress of the project, because the highway rush repair project has no project feasibility study stage and no bidding stage. So it can be divided into engineering design stage and engineering construction stage, the paper studies the investment control of these two phases. A horizontal line refers to the different participants in each stage of the project including the project approval unit, the construction unit, the design unit, the project approval unit, the construction unit, the design unit, the project approval unit, the construction unit and the design unit. According to the different angles and emphases of investment control produced by the participants due to their different working responsibilities, the paper passes through the intersection of the vertical and horizontal lines. This paper clarifies the complete context of investment control of Zhu Zhu Lu Zhugou River Bridge rush repair project, finds out the key factors affecting investment, and studies the concrete methods of controlling key factors, and draws the final conclusion.
